About this file

This is a Statement of Work (SOW) for the installation and testing of Primary Crash Network (PCN) and Secondary Crash Network (SCN) emergency notification systems at Joint Base McGuire-Dix-Lakehurst in New Jersey.

The project requires the contractor to install and test a DoD VoIP Emergency Notification System (ConsortAlert) at two locations: McGuire Field with 20 SIP sessions and Lakehurst Maxfield Field with 30 SIP sessions. For McGuire, the contractor must install one system with a user interface console in Building 1758, hardware in Building 1901, and eight additional Push-to-Talk (PTT) phones across the base. For Lakehurst, the contractor must install two consoles (one in Building 307 for SCN, one in Building 522 for PCN), with hardware in Building 1, and 14 additional PTT phones. Required equipment includes ConsortAlert servers, rack-mounted UPS units, user interface consoles with 15.6-inch screens, 8-port VOIP gateways, network switches, mounting hardware, and spares kits. All equipment must be manufactured by approved National Defense Authorization Act (NDAA) companies and be new, not refurbished. The contractor is responsible for providing all materials, tools, transportation, labor, and supervision necessary to complete the installation. Personnel must be certified to install and test equipment and fiber modems/switches. The contractor must provide a detailed acceptance test plan, conduct hands-on operational training with complete documentation, and deliver a one-year warranty covering hardware replacement and software upgrades from the acceptance date. The period of performance is 90 days from contract award, with work conducted during normal duty hours (0730-1630, Monday-Friday) unless approved otherwise by the Government Representative. All work must comply with base installation standards, commercial codes, ANSI/TIA/EIA-606-A-2002 labeling standards, and J-STD-607-A grounding and bonding standards. Appendix A provides detailed equipment quantities for each building location at both installations.
