About this file

This is a Questions and Answers document for the Crash Network Solicitation at McGuire and Lakehurst military installations. The document addresses 22 vendor inquiries regarding system requirements, infrastructure, and connectivity specifications.

The solicitation requires installation of standalone Crash Network systems (ConsortAlert-based) at two locations: McGuire Air Force Base and Naval Air Station Lakehurst. McGuire requires support for 28 total endpoints/SIP sessions (20 phones plus 8 existing PTT phones), while Lakehurst requires 44 total endpoints/SIP sessions (30 phones plus 14 existing PTT phones). All endpoints are phones; no sirens, doors, or strobes are required. Both systems must be JITC Certified/APL-compliant and operate as standalone solutions without integration to base PBX systems. At McGuire, existing wiring consists of 1-pair Cat3 cabling; at Lakehurst, 2-wire analog cabling exists. The contractor is responsible for furnishing UPS systems to provide backup power for the duration of any power outage until building generators activate, and must provide all necessary wiring for fiber connections to endpoints if the solution requires fiber. Lakehurst requires two separate Primary and Secondary Crash Network systems. The government will provide point-to-point fiber connectivity between buildings and between bases upon request to the 87th Plans and Programs Department (87CS.SCXP.XP@US.AF.MIL). The contractor may use existing rack space and power, and the government will provide storage for project materials at an Air Force warehouse on Vandenburg Avenue.

Crash Network Solicitation – Vendor Questions

** All answers provided are the same for both McGuire and Lakehurst locations except for 12a. **

1) Since we have to integrate with the current phones, can we get specifications and details on these phones?

This is a standalone system and will not be integrated with base phones.

2) Are the current phones analog or SIP Phones? (They appear to be analog)

The current phones are analog.

3) Is JITC Certification/ APL a requirement?

Yes.

4) Is the Primary Crash System at Lakehurst connected to the Base PBX? If so, what is it connected to?

a. Or is it a stand-alone solution?

It is a stand-alone system.

5) Is the Secondary Crash System at Lakehurst connected to the Base PBX? If so, what is it connected to?

6) Is the Secondary Crash System at McGuire connected to the Base PBX? If so, what is it connected to?

7) Is the requirement for McGuire to be able to support 20 endpoints?

a. Are the additional 8 PTT Phones new or existing?

Existing

b. Is the total number of endpoints/SIP Sessions 20 or 28?

8) Is the requirement for Lakehurst to be able to support 30 endpoints?

a. Are the additional 14 PTT Phones new or existing?

Existing

b. Is the total number of endpoints/SIP Sessions 30 or 44?

9) Can you describe all the endpoints required? (How many phones, Sirens, Doors, Strobes, etc…)

a. Or are all endpoints phones?

All endpoints are phones.

10) Will we be able to use existing rack space and power?

Yes

11) A UPS is mentioned, are you requesting new UPS’s or will you continue to use the current ones?

Government cannot guarantee the current systems are connected to UPS’s.

Contractor will have to furnish UPS’s.

a. If you require new UPS’s, how long do you want the UPS to provide backup power?

For as long as there is a power outage or until the building generator kicks in.

12) For the existing phones, will the existing wiring continue to be used, or does the contractor need to I&T new wiring for the existing phones?

If the solution is analog/copper based, then we have existing wiring at the existing phone locations. Per SOW #1.2, The locations are subject to change and may be accommodated by copper connections existing within the building. Per 1.4, the contractor shall perform all work to include making all cross-connection assignments and changes required to complete requirements as specified in this SOW. If the solution needs fiber connections, the contractor will need to provide those connections to the end points.

a. Is the existing wiring to each phone 2 wire analog, 4 wire analog, or Cat 3…?

McGuire - Existing wiring is 1 pair Cat3.

Lakehurst – 2 wire

13) Will there be any NEW phone drops with this replacement solution?

Per 1.2. Locations are subject to change based on mission requirements. These are provided for the Contractor to properly plan their install locations and required equipment.

a. Will Contractor be responsible for additional wiring?

Contractor will be responsible for additional wiring.

14) What is the connectivity between buildings on each Base? Is it Analog only, Copper/ethernet, Fiber, or other? Can we get specifics about what exists (speed, devices, media types)?

Current connectivity between buildings is fiber and copper. Copper connectivity is between main CO and each building.

Government is unable to provide speed, devices, media types.

15) Same question for wiring between Bases: Is it Analog only, Copper/ethernet, Fiber, or other? Can we get specifics about what exists (speed, devices, media types)

Fiber is between bases.

16) Will all the new equipment be installed in the same places as the current equipment?

Yes

17) Will the Government offer storage of the Forum project materials? I noticed the Ship to Address for both Lakehurst and McGuire requirements is the Air Force’s warehouse on Vandenburg Ave. The required material would be one pallet. If the Government provides storage this would reduce overall project costs.

Yes

18) Will the Lakehurst Primary and Secondary Crash Network be on one ConsortAlert system? From Appendix A it appears only one Lakehurst ConsortAlert System is required to be installed in Building 552, the Control Tower Floor 3.

-The Primary and Secondary need to be 2 separate systems.

-87th CS is unable to answer this question. I am not sure how this is currently set up and do not have Appendix A.

19) Will the Lakehurst and McGuire ConsortAlert Systems connect to the base Non-classified Internet Protocol Router Network (NIPRnet) for connection to the Initiator Consoles and Customer “Drop” phones? Or will the Government provide point-to-point fiber connectivity between buildings.

The Government can provide point to point fiber connectivity between buildings with enough notice, as long as fiber strands are available. Please email the 87th Plans and Programs Department for fiber connectivity needs once awarded:

87CS.SCXP.XP@US.AF.MIL

The system will not connect to NIRPNet. This is a stand-alone system.

20) Will the Government provide fiber connectivity from Lakehurst Hangar 1 to McGuire Building 1901 for the Lakehurst Secondary Drops on McGuire? Or will this connectivity be via the NIPRnet.

Fiber Connectivity is available. Please email the 87th Plans and Programs Department for fiber connectivity needs once awarded: 87CS.SCXP.XP@US.AF.MIL.

21) If connectivity is via NIPRnet, will the United States Air Force personnel program all NIPRnet switches/routers down to the port for the Contractor to connect their equipment to?

The system will not connect to NIRPNet. This is a stand-alone system.

22) If Government fiber is to be used for all connections back to the ConsortAlert systems, will the Government ensure all fiber patches are in place to connect to all the Initiator Consoles and Drop phones.

Fiber Connectivity is available. Please email the 87th Plans and Programs Department for fiber connectivity needs once awarded: 87CS.SCXP.XP@US.AF.MIL.
