About this file
This is a Questions and Answers (Q&A) document, Part 3, clarifying requirements for a federal contract involving crash communication systems at two military installations: Lakehurst and McGuire.
The document addresses three key areas of clarification. First, spare phones will not be added as a formal requirement despite earlier mention in discussions. Second, the contracting officer confirms that three separate systems are required: a Primary Crash System at Lakehurst, a Secondary Crash System at Lakehurst, and a Secondary Crash System at McGuire, with each system operating independently to ensure continuity if one system fails. Third, the document resolves discrepancies between Appendix A and provided diagrams regarding phone locations. The Secondary Crash System for Lakehurst will have phones installed at both the Lakehurst and McGuire installations, including phones in Building 1758, Room 102 and Building 3458 (Medical), both located at McGuire. Respondents are directed to refer to Appendix A for specific room numbers and to the SCN Mapping on the Lakehurst SCN page for detailed endpoint information under McGuire Endpoints.

Q&A – Part 3
1) Regarding question #2: It is mentioned that “additional phones will need to be purchased to serve as spares.” There is no mention of a requirement for spare phones in the RFP. Do you want to add spare phones to the list of requirements, and if so, how many?
- Spare phones will not be added to this requirement.
2) Regarding question #6: Still not clear on how many systems are required. Typically, Primary and Secondary Systems are separate systems, so if one system goes down, both are not taken down. So, do you want separate system/server for each the Primary and Secondary Crash systems at Lakehurst? And a separate system for the Secondary Crash at McGuire?
- The Primary and Secondar Crash Systems on Lakehurst are separate systems.
The Secondary Crash System on McGuire is a separate system.
3) We’ve noticed discrepancies between the New Appendix A, and the drawing that was just included, for example:
a. In the new appendix A, the Lakehurst Secondary Crash system specifies a phone in Bldg.1758 Rm. 102. And that is not shown on the new diagram. Can you clarify?
- The Secondary Crash System for Lakehurst will have phones both on Lakehurst and McGuire. Bldg. 1758 is on McGuire but a Lakehurst Secondary phone is needed in this building. For room numbers, please refer to Appendix A.
- This information is found on the SCN Mapping on the Lakehurst SCN page under McGuire Endpoints.
b. Also on Appendix A, the Medical Bldg. 3458 shows at McGuire, but that same medical bldg.. is shown at Lakehurst on the new diagram. Can you clarify?
- The Secondary Crash System for Lakehurst will have phones both on Lakehurst and McGuire. Bldg. 3458 is on McGuire but a Lakehurst Secondary phone is needed in this building.
- The Medical – Bldg. 3458 is on McGuire.
