About this opportunity
The Defense Commissary Agency (DeCA) is seeking preventive maintenance and unscheduled repair services for miscellaneous food processing equipment through solicitation HQC00425QE030. The services encompass quarterly preventive maintenance and on-demand repairs for various equipment including mixer grinders, meat conveyors, meat saws, ovens, proofers, meat choppers, bulkers, meat tenderizers, meat slicers, and rotisseries across four military commissary locations. Contractors must respond to service calls within 16 working hours, complete repairs within 7 working days, provide 30-day warranties on parts and labor, and use Original Equipment Manufacturer compliant parts during standard business hours. The evaluation will be based on three factors: Technical Capability of Service, Price, and Past Performance, with technical capability and past performance weighted more heavily than price. Questions were accepted until August 1, 2025, and quotes are due by August 8, 2025, at 4:30 PM ET.
This opportunity is designated as a Total 100% Small Business set-aside under NAICS code 811310 with a small business size standard of $12.5 million. Amendment 0001 indicates this is not a new contract, with the previous contract number being HQC00424P0016, suggesting there may be an incumbent contractor. The government anticipates awarding a Firm-Fixed Price contract with a base period from September 1, 2025, to August 31, 2026, plus four optional one-year renewal periods extending through August 31, 2030, for a total potential five-year performance period. Services will be performed at four commissary stores: Arnold Air Force Base in Tennessee, Little Rock Air Force Base in Arkansas, Memphis Naval Support Activity in Tennessee, and Redstone Arsenal in Alabama. The contract structure includes both quarterly preventive maintenance and monthly unscheduled repair services across all locations, with detailed equipment inventories varying by site as outlined in the Equipment Inventory List.
