About this opportunity

The Defense Commissary Agency (DeCA) is conducting market research to identify potential service providers for preventive maintenance and unscheduled repairs of miscellaneous food processing equipment at four military installations in Group 59: Arnold Air Force Base (Tennessee), Little Rock Air Force Base (Arkansas), Memphis Naval Support Activity (Tennessee), and Redstone Arsenal (Alabama). This sources sought synopsis seeks to determine market interest and potential small business participation for maintaining various kitchen equipment including meat slicers, mixers/grinders, band saws, tenderizers, rotisserie ovens, and proofers. The market research will evaluate whether qualified businesses can perform non-personal services with specific performance requirements, such as completing quarterly preventive maintenance, responding to service calls within 16 working hours, and performing repairs within 7 working days. Interested firms must submit responses via email by May 28, 2025, at 3:30 pm EST, with the agency using these submissions to assess potential small business set-aside opportunities. The North American Industry Classification System (NAICS) code for this opportunity is 811310, with a business size standard of $12,500,000.

The pre-solicitation notice indicates no current set-aside designation, but DeCA will consider a small business set-aside if two or more qualified small businesses express interest. While no specific award value is explicitly stated, the business size standard suggests potential contract values up to $12,500,000. The equipment inventory spans multiple manufacturers including Hobart, Biro, Hollymatic, Bizerba, and Fri-Jado, with manufacturing years ranging from 2011 to 2024. The maintenance contract will require using original equipment manufacturer (OEM) parts, food-grade lubricating oils, and compliance with safety and environmental regulations. Contractors must provide detailed service tickets and offer 30-day warranties on parts and labor repairs. The initial preventive maintenance must be completed within 30 days of contract award, with subsequent quarterly maintenance performed in strict compliance with federal and safety standards.
