About this opportunity

The Defense Commissary Agency (DeCA) is issuing a Call for Solutions under Commercial Solutions Opening HQCAAA2702 for comprehensive facility and equipment maintenance at its Bavaria commissaries in Grafenwoehr, Hohenfels, and Vilseck, Germany, with Phase 1 solution briefs due November 9, 2026. No set-aside is used.

DeCA seeks a long-term partnership for up to five total years. Vendors propose a Period of Performance reflecting customary commercial lead times, development lifecycles, CAFM system use, and repair benchmarks, but the Government reserves the right to adjust the PoP and may structure the award as a base period with one or more option periods. Required capabilities include preventative, unscheduled, and 24/7/365 emergency maintenance, rapid on-site emergency response, transparent fixed-price quoting and reporting, and full compliance with German/EU statutory requirements and Department of War safety and warranty standards. Vendors with proven commercial FM maintenance expertise in grocery retail settings are the target respondents.

Phase 1 requires a written solution brief, capped at 10 single-sided pages or 20 slides, due by 3:00 PM Central European Time and emailed to Contract Specialist Nicholas Ruppert (Nicholas.Ruppert@deca.mil) or Contracting Officer Daniel Ellis (Daniel.Ellis@deca.mil). Phase 2 presentations occur at Government invitation, and Phase 3 requests Commercial Solution Proposals leading to fixed-price FAR Part 12 contracts. Awards require SAM and PIEE WAWF registration and a Contracting Officer responsibility determination. The Government does not reimburse proposal costs and may award to all, some, or none of the selected solutions. NAICS 238990 and PSC Z1JZ apply.
