About this opportunity

Naval Supply Systems Command seeks preventive maintenance, inspections, diagnostics, corrective maintenance, and emergency repair services for 26 government-owned material handling equipment assets at Naval Construction Battalion Center (NCBC) Gulfport, Mississippi over a three-year ordering period, with proposals due September 24, 2026 at 0800 EDT. The procurement is a Women-Owned Small Business (WOSB) set-aside under NAICS 811310 with a $12.5 million size standard.

Place of performance is Gulfport, Mississippi. Two firm fixed-price contract line items are required: CLIN 0001 covers annual preventive maintenance, fork lift inspections, and battery charger service (estimated 3 units); CLIN 0002 covers corrective maintenance repair services (estimated 1,200 cumulative hours across the three-year period). The contractor must maintain at least 90 percent of covered material handling equipment in fully operational status and respond to emergency maintenance calls within four hours. The equipment inventory includes diesel, electric, and LPG pneumatic forklifts and front/side loaders from manufacturers including Doosan, Hyster, Hyundai, Toyota, Yale, and Drexel, with capacities ranging from 3,000 to 17,000 pounds.

Key Personnel requirements include a Project Manager and Senior Maintenance Mechanic; the Project Manager may dual-role as Senior Mechanic if one individual meets all minimum qualifications for both positions. Technical proposals are limited to 20 pages, Volume II. The Service Contract Act wage determination applies (Mississippi counties: Hancock, Harrison, Jackson; wage rates range from $12.04 to $48.13 per hour plus fringe benefits of $5.92 per hour). FAR 52.219-14 (Limitations on Subcontracting) is incorporated. Award will be made to the lowest-priced, technically acceptable quoter using Lowest Price Technically Acceptable evaluation, weighing Staffing Plan and Key Personnel acceptability against PWS Section 1.3.6 requirements. Quoters must hold prices firm for 120 calendar days from receipt. Questions are due within five days of solicitation posting. Amendment A00003 (dated September 23, 2026) extended the due date and incorporated FAR 52.219-14 and the 20-page Volume II limit.
