About this file

This document is a Questions and Answers (Q&A) record for a federal Request for Quote (RFQ) issued by the Government on 14 September 2026, with a revised quote due date of 24 September 2026 at 0800 EDT.

The solicitation pertains to forklift and materials handling equipment (MHE) maintenance and repair services at Naval Construction Battalion Center (NCBC) Gulfport, Mississippi. The contract structure includes two CLINs covering a three-year ordering period with no option periods: CLIN 0001 for an estimated three units (quantity measurement "Each") and CLIN 0002 for an estimated 1,200 cumulative hours of corrective maintenance repair services across the entire three-year period. The applicable Service Contract Act wage determination covers Harrison County, Mississippi (not the initially provided Florida counties determination). The Government confirmed that quoters must price based on information in the solicitation and Attachment 1 (equipment inventory list), with no site visit or equipment inspection opportunity provided. Key Personnel requirements include a Project Manager, Senior Maintenance Mechanic, and Mid-Level Maintenance Mechanic, with the Project Manager permitted to dual-role as the Senior Mechanic if one individual meets all minimum qualifications for both positions. Technical proposals are limited to 20 pages for Volume II. The Government committed to issuing amendments addressing a corrected wage determination, a readable Annual Fork Inspection Form (Attachment 3), clarification that Attachment 2 serves as the operative Contract Data Requirements List, and expanded page limits for technical submissions.

QUESTION 1 — APPLICABLE WAGE DETERMINATION

Document: Attachment 5 — Wage Determination

Page: 1

Paragraph: Header block, "Area"

Attachment 5 is a Register of Wage Determinations covering the "Florida Counties of Baker, Clay, Duval, Nassau and Saint Johns" (Revision No. 30, last revised 5/13/2026). However, PWS paragraph 1.3.1 places all performance at Naval Construction Battalion Center (NCBC) Gulfport, Mississippi, which is in Harrison County, Mississippi.

Will the Government confirm which Service Contract Act wage determination applies to work performed at NCBC Gulfport, Mississippi? If a Mississippi (Harrison County) wage determination applies, will the Government issue it by amendment prior to the quote due date, given that the applicable rates materially affect quoted pricing under a Lowest Price Technically Acceptable evaluation?

ANSWER: A corrected Wage Determination for the applicable place of performance will be attached.

QUESTION 2 — ATTACHMENT 3 CONTENT

Document: Attachment 3 — NAVSUP Pub 538

Pages: 1–2

Paragraph: Entire document

Attachment 3 as posted contains two pages with no readable content. PWS paragraphs 2.6 and

6.1 identify Attachment 3 as the "Annual Fork Inspection Form," and PWS paragraph 1.3 references Attachment 3 as the form to be used to document fork inspection results.

Will the Government post the Annual Fork Inspection Form (Attachment 3) by amendment?

ANSWER: The Government has verified that attachment 3 is a readable PDF. We will re-post the amendment with attachment 3.

QUESTION 3 — ATTACHMENT 6, CONTRACT DATA REQUIREMENTS LIST

Document: RFQ, Section C — Performance Work Statement

Page: Part 6

Paragraphs: 6.1 and 6.2

PWS paragraph 6.2 states that "Attachment 6 consists of DD Forms 1423, CDRLs A001-A013," and further states that the PWS deliverable summaries "shall be reconciled with Attachment 6 before solicitation release." The solicitation package includes Attachment 2, titled "DRAFT DD

FORM 1423 ENTRY — Contract Data Requirements List," with fields annotated "[CONTRACTING

TO COMPLETE]." No Attachment 6 was posted.

Is Attachment 2 the operative Contract Data Requirements List for this solicitation, or will a finalized Attachment 6 be issued by amendment? If the two differ, which controls for purposes of quote preparation and post-award deliverables?

ANSWER: Attachment 2 is the operative contract data requirements list PWS paragraph 6.2 will be corrected to reflect attachment 2 as the operative contract data requirements list.

QUESTION 4 — CLIN STRUCTURE AND OPTION PERIODS

Document: RFQ, Section B — Supplies or Services & Prices or Costs; Section C, PWS paragraph

1.2; Section F

Pages: 3 and Part 1

PWS paragraph 1.2 states that "The contract will use one funded CLIN for the Base Period and one funded CLIN for each option period." PWS paragraph 1.2.1 describes "a three-year ordering period." Section F references an ordering period that "may include unexercised options."

However, the Section B schedule contains only two line items — CLIN 0001 (quantity 3, unit

"Each") and CLIN 0002 (quantity 1,200, unit "Hours") — each described as covering "a three year ordering period."

Will the Government clarify the intended CLIN structure and, if separate base-period and option-period CLINs are intended, issue a revised bid schedule by amendment? Section L instructs that all CLINs must be priced and that quotes with partial CLIN pricing will be considered nonresponsive, and Section L further provides that unbalanced pricing may result in rejection, so an unambiguous schedule is necessary for a responsive quote.

ANSWER: The solicitation has a three-year ordering period with no option periods. You are required to price in accordance with solicitation instructions.

QUESTION 5 — ALLOCATION OF CORRECTIVE MAINTENANCE HOURS

Document: RFQ, Section B — Supplies or Services & Prices or Costs

Page: 3

Paragraph: CLIN 0002

CLIN 0002 identifies 1,200 hours of corrective maintenance repair services "for a three year ordering period."

Are the 1,200 hours a cumulative estimated ceiling for the entire three-year ordering period, or an annual estimate for each year of the ordering period? If cumulative, how are the hours allocated among the base period and each option period for pricing purposes?

ANSWER: The 1,200 hours is a cumulative estimated ceiling amount for the three-year ordering period. The contractor is responsible for their pricing methodology.

QUESTION 6 — HISTORICAL WORKLOAD AND EQUIPMENT CONDITION DATA

Document: RFQ, Section L — Instructions, Conditions, & Notices to Offerors or Quoters

Page: 76

Paragraph: "HISTORICAL DATA"

Section L states "Incumbent: N/A."

Will the Government make available any historical data supporting the estimated quantities — for example, prior-year corrective maintenance labor hours expended, prior repair or work-order history, current condition assessments, or age and hour-meter readings for the assets listed in Attachment 1? Such data is necessary to price CLIN 0002 and to assess the routine preventive-maintenance parts burden the Contractor must furnish under PWS paragraph 4.4.

ANSWER: The attached inventory list provides the estimated quantities of materials to be serviced. The contractor is responsible for their pricing methodology.

QUESTION 7 — SITE VISIT OR EQUIPMENT INSPECTION

Document: Attachment 1 — Government-Owned Forklift and MHE Equipment Inventory; RFQ

Section L

Pages: 1–3

Attachment 1 identifies a mixed fleet including diesel, gasoline, LPG, and electric-powered assets. No site visit or equipment inspection opportunity is identified in the solicitation.

Will the Government schedule a site visit or equipment inspection at NCBC Gulfport prior to the quote due date? If not, will the Government confirm that quoters may price based solely on the information in Attachment 1 and the PWS?

ANSWER: There is no site visit. Quoters may base price on the information contained in the solicitation.

QUESTION 8 — QUESTION DEADLINE RELATIVE TO QUOTE DUE DATE

Document: RFQ, Section L — Instructions, Conditions, & Notices to Offerors or Quoters; SF 1449

Block 8

Pages: 1 and 76

Paragraph: "QUESTIONS"

The solicitation was issued 14 September 2026, questions are due no later than five days after solicitation posting, and quotes are due 21 September 2026 at 12:00 PM local time. This leaves a very short interval between publication of Government answers and the quote deadline.

If the Government's responses result in a revised wage determination, a revised bid schedule, or the addition of Attachment 3 or Attachment 6, will the Government extend the quote due date to allow quoters adequate time to incorporate those changes?

ANSWER: The Government will extend the due date to Thursday 24 September 2026 at 0800

EDT.

QUESTION 9 — PROJECT MANAGER DUAL-ROLE ARRANGEMENT

Document: RFQ, Section C — Performance Work Statement

Page: 10

Paragraph: 1.3.6

PWS paragraph 1.3.6 provides that "The Project Manager need not be an additional full-time on-site position and may serve in another contract role when the individual meets all qualifications for both roles and the arrangement does not reduce the required two-mechanic on-site staffing or impair performance."

Will the Government confirm that a single individual who independently meets every minimum qualification of both paragraph 1.3.6.4.1 (Project Manager) and paragraph 1.3.6.4.2 (Senior

Maintenance Mechanic) may be proposed for both Key Personnel positions, provided a separate

Mid-Level Maintenance Mechanic meeting paragraph 1.3.6.4.3 is also staffed on site during normal operating hours? If such an arrangement is not acceptable, will the Government identify the roles in which the Project Manager may concurrently serve?

ANSWER: Yes, the Government confirms.

QUESTION 10 — RESUME SUBMISSION AND PAGE COUNT

Document: RFQ, Section C, PWS paragraph 1.3.6.1; Section L, "Volume II — Technical Capability"

Pages: 10 and 77

PWS paragraph 1.3.6.1 requires that "Proposed resumes shall clearly demonstrate compliance with every minimum qualification and shall be submitted as required by the solicitation."

Section L limits Volume II — Technical Capability to 10 pages and states that any page beyond 10 may not be evaluated.

Are Key Personnel resumes counted within the 10-page limit for Volume II, or may they be submitted as an appendix or separate attachment excluded from the page count? In addition, will the Government confirm whether signed letters of commitment or letters of intent for proposed Key Personnel are required or desired?

ANSWER: Yes, key personnel resumes are included in the page count. The Government will amend the solicitation to provide for a 20-page limit for volume two.
