About this file

This document is a Questions and Answers (Q&A) file from a federal contract solicitation addressing clarifications on proposal requirements and contract performance.

The Q&A addresses three primary matters: (1) confirmation that FAR 52.219-14, Limitations on Subcontracting (Sep 2021) (Deviation 2021-00008) is incorporated into the solicitation, despite initial confusion about its presence in the applicable FAR clauses; (2) clarification that CLIN 0002, covering an estimated 1,200 corrective-maintenance hours over a three-year ordering period, is a separately funded and ordered requirement distinct from CLIN 0001 (annual preventive maintenance), though corrective work may be performed while contractor staff is on site performing preventive maintenance, provided the work is separately authorized under CLIN 0002—corrective needs may be identified during preventive maintenance inspections or through Government Site Staff daily operational checklists, and the Government will contact the contractor to complete approved work orders; and (3) revision to the Instructions to Offerors clarifying that Volume II is limited to a 20-page maximum, superseding any conflicting language referencing a 10-page threshold.

QUESTION

Please note that the proposal instrucƟons state that quoters must affirmaƟvely state their intent to comply with FAR 52.219-14, LimitaƟons on SubcontracƟng (Sep 2021) (DeviaƟon 2021- 00008). However, upon reviewing the solicitaƟon’s applicable FAR clauses, we were unable to locate FAR 52.219-14 incorporated either by reference or in full text. Could you please confirm whether the reference to FAR 52.219-14 in the proposal instrucƟons was an oversight, or whether this clause is intended to apply to this solicitaƟon?

ANSWER

FAR 52.219-14, LimitaƟons on SubcontracƟng (Sep 2021) (DeviaƟon 2021-00008) Incorporated into the solicitaƟon.

QUESTION:

The PWS requires one Senior Maintenance Mechanic and one Mid-Level Maintenance Mechanic to be on site during normal operaƟng hours, while CLIN 0002 includes an esƟmated 1,200 correcƟve-maintenance hours over the three-year ordering period. Please confirm whether the 1,200 correcƟve-maintenance hours are intended to be billed separately in addiƟon to the required on-site staffing, or whether correcƟve-maintenance work performed by the resident mechanics during normal operaƟng hours is considered included within the fixed staffing requirement.

ANSWER

CLIN 0002 is a separately funded and separately ordered requirement for correcƟve maintenance. Although correcƟve-maintenance requirements may be idenƟfied during the performance of annual prevenƟve maintenance (PM) under CLIN 0001, the correcƟve work may be performed while the contractor is on site performing CLIN 0001 PM, provided the work is separately authorized and ordered under CLIN 0002.

CorrecƟve-maintenance needs may be idenƟfied while performing prevenƟve maintenance under CLIN 0001, including during inspecƟon or replacement of hoses, belts, fluids, or similar components. Upon idenƟficaƟon during PM, the contractor shall noƟfy the Government and perform correcƟve maintenance only as authorized under CLIN 0002.

CorrecƟve-maintenance requirements may also be idenƟfied during daily operaƟonal checklists by Government Site Staff, such as flat Ɵres, fault codes, or other equipment deficiencies.

Government would contact the contractor to complete correcƟve maintenance repairs and approved work orders under CLIN002

QUESTION

Amendment 0001 says Volume II is now limited to 20 pages, but the same paragraph sƟll has the older line saying anything past page 10 might not get evaluated. Just want to make sure we're building this to the right length. Could you let us know which one actually applies, 10 or 20? And if it's 20, it'd be great to get that in wriƟng so we're not worried about pages 11-20 geƫng skipped over.

ANSWER: Volume II in InstrucƟons to Offerors revised to emphasize 20-page limit.
