About this opportunity

Naval Sea Systems Command seeks preventative and remedial maintenance for diesel generators at Portsmouth Naval Shipyard, with quotations due October 15, 2026 at 12:00 PM EST. This is a total small business set-aside under NAICS 811310 with a 12.5 million dollar size standard.

Place of performance is Kittery, Maine. The requirement covers 14 Caterpillar diesel generators (five 3512C units and nine C32 units) across a base period of November 1, 2026 through October 31, 2027, plus two optional one-year extensions. Preventative maintenance includes minor service every six months, major service annually, and triennial maintenance, all on a firm-fixed-price basis. Pre-priced remedial maintenance covers fuel polishing, battery replacement, oil and coolant analysis, oil changes, and filter replacement. Unanticipated repairs are time-and-materials with a $7,500 ceiling per repair action and a not-to-exceed $22,500 per performance period. Contractor personnel must be certified technicians with three years' generator servicing experience and appropriate certifications (EGSA, Caterpillar, or equivalent). Emergency response is required within two hours; routine requests within 24 hours. All work requires Contracting Officer's Representative presence and compliance with NAVSEA occupational safety, OSHA lockout/tagout, and NFPA 110 requirements.

Evaluation weighs technical capability (personnel qualifications, emergency response capability, technical resources and equipment) at the highest priority, followed by corporate experience (two relevant contracts within five years), past performance (three recent relevant contracts), and price. Award goes to the highest technically rated proposal offering fair and reasonable pricing. Vendors must attend a mandatory site visit September 24, 2026 at 10:00 AM EST; visit requests are due three days prior. Questions are due September 28, 2026 by 9:00 AM EST. Quotations must be submitted via email to david.a.agea.civ@us.navy.mil; all vendors must be registered in SAM.gov. Amendment 0001, issued October 13, extended the due date from October 9 and incorporated vendor questions and answers addressing generator models, line item quantities, fuel polishing requirements, and work request procedures.
