About this file
This is a Questions and Answers document for solicitation N3904026Q0004 regarding preventative and remedial maintenance services for diesel generators at Portsmouth Naval Shipyard. The document clarifies eight key issues raised by prospective vendors during the solicitation process.
The Q&A addresses critical corrections to solicitation exhibits and pricing schedules, including: correction of generator model designations from the erroneous C33, C34, and C35 to the correct C32 model; clarification that pricing schedule quantities represent total estimated quantities across both C32 and 3512C generator models combined, not quantities to be applied separately to each model; standardization of remedial maintenance CLIN and ELIN numbering to ensure cross-reference consistency (CLINs 0002-2002 with subordinate CLINs D001-D009); identification of 22 estimated labor hours per year for evaluation of unanticipated repair labor rates; confirmation that Attachment 2 (Work Request Form) is the controlling document for performance; allowance for subcontractor past performance references to count toward the three-reference requirement if the subcontractor performs major or critical aspects; revision of fuel-system polishing language to clarify it should be provided during preventive maintenance or when requested; and provision of technical specifications for fuel polishing operations, including internal CESG tank capacities (ranging from 1,911 to 2,714 gallons depending on generator model) and accommodation for hose lengths up to 100 feet for trailer-mounted polisher access.

Solicitation N3904026Q0004 Attachment 9 – Diesel Generator Questions and Answers Question 1:
Generator Model Designations in Exhibit D-F. Exhibit D-F appears to identify certain remedial-maintenance entries using generator model designations C33, C34, and C35.
The Statement of Work and equipment inventory identify the covered generator models as Caterpillar C32 and 3512C.
Please confirm whether the references to C33, C34, and C35 are typographical errors and, if so, what the correct generator model designation should be for each affected pricing entry.
RESPONSE: C33, C34, and C35 are typographical errors. The correct generator model designation for each should reflect C32. This has been revised in new attachment title “N3904026Q0004 Exhibit D-F Diesel Generators AMENDMENT 0001”.
Question 2:
Remedial-Maintenance Quantities. The solicitation pricing schedule provides an estimated quantity for each pre-priced remedial-maintenance task, while Exhibit D-F appears to provide quantities associated separately with the C32 and 3512C generator models.
For example, the fuel-polishing requirement appears to show quantities associated with both generator models in Exhibit D-F, while the solicitation pricing schedule provides a single quantity.
Please clarify whether the quantities shown in the solicitation pricing schedule represent:
· The total estimated quantity across both generator models; or
· The estimated quantity to be applied separately to each generator model.
RESPONSE: The quantities in the CLINs represent the total estimated quantity for both generator models; those quantities have been revised for the following CLINs: 0002D001 - 0002D009, 1002E001 - 1002E009 and 2002F001 -2002F009. See “N3904026Q0004 Solicitation Diesel Generators Final AMENDMENT 0001”.
Question 3:
Remedial-Maintenance ELIN Identifiers. The price-evaluation language references remedial-repair ELINs 0002AA through 0002AJ, while the pricing schedule and Exhibit D-F identify the pre-priced remedial-maintenance tasks as A001 through A009.
Please confirm which identifiers and corresponding repair actions should be used for quotation preparation and Government price evaluation.
RESPONSE: The numbering on the Remedial Maintenance CLINs (0002; 1002; 2002) and in Exhibits D – F have been revised so that they cross-reference each other. For example, CLIN 0002 now includes subordinate CLINs 0002D001 through D009 which refers to the Remedial Repair tasks D001 through D009. See “N3904026Q0004 Solicitation Diesel Generators Final AMENDMENT 0001”.
Question 4:
Unanticipated Repair – Evaluation Labor Hours. The price-evaluation language indicates that proposed fully burdened hourly labor rates for unanticipated repairs will be multiplied by the Government’s expected number of labor hours for evaluation purposes.
We were unable to identify the applicable Government-estimated labor hours in the solicitation pricing schedule or associated pricing workbook.
Please identify the labor-hour assumptions or estimated quantities the Government intends to use when evaluating the unanticipated-repair labor rates.
RESPONSE: The estimated number of labor hours is 22 per year.
Question 5:
Work Request Form Attachment Reference. Certain portions of the Statement of Work and associated requirements appear to reference the Work Request Form using an attachment number that differs from the solicitation package.
The provided solicitation package identifies the Work Request Form as Attachment 2.
Please confirm that Attachment 2 is the controlling Work Request Form that will be used for performance under this requirement.
RESPONSE: Attachment 2 - Work Request Form is the controlling document that will be used for performance under this requirement. This has been updated in the Statement of Work under paragraph 3.7.1. See “N3904026Q0004 Attachment 1 - Diesel Maintenance Statement of Work AMENDMENT 0001”.
Question 6:
Page 39 requires three recent and relevant past-performance contracts/projects “for itself,” while page 43 states that proposed subcontractor past performance for major or critical aspects of the requirement will be considered as highly as prime-contractor past performance and that references may be evaluated in the aggregate. If the prime relies on a proposed subcontractor for the major generator-maintenance scope, may that subcontractor’s recent and relevant references be used toward the three-reference requirement?
RESPONSE:
Yes, a subcontractor’s recent and relevant past performance reference may be used toward the three-reference requirement.
The instruction shave been revised to reflect that change:
“Vendors shall submit Past Performance information from themselves or for each subcontractor, teaming/joint venture partner, and affiliate that is proposed to perform more than 10% of the total contract effort. Vendors shall submit at a minimum three (3) contracts or projects. If multiple proposed subcontractors, partners or affiliates are utilized a minimum of one (1) per each is required, with a minimum of three (3) in any combination of the offerors choosing. The contracts or projects shall be submitted for the offer themself or each proposed subcontractor, partner or affiliate that demonstrate Recent and Relevant Past Performance using the format in Attachment 5, Past Performance Information Form.” See “N3904026Q0004 Solicitation Diesel Generators Final AMENDMENT 0001”.
Question 7:
SOW paragraph A-1.5 states that the contractor shall provide fuel-system fluid polishing for the internal CESG fuel tanks and external 550-gallon tank when performing all preventive-maintenance services or when requested. The RFQ also separately evaluates fuel polishing under remedial ELIN A001 for both C32 and 3512C units.
Should routine fuel polishing under SOW A-1.5 be included in each preventive-maintenance unit price, with ELIN A001 used only for additional requested polishing? Or should all fuel polishing be priced only under remedial ELIN A001?
RESPONSE: SOW A 1.5 language has been revised to reflect: “A-1.5 The Contractor shall provide fuel system fluid polishing when performing all PM services or when requested.”
Question 8:
A prospective fuel-polishing subcontractor needs the internal CESG tank capacities and the available parking distance from each tank for a utility-box-trailer-mounted polisher. Could you point to us those details in the package or Q&A, including any trailer access or hose-routing restrictions?
RESPONSE: Access will be available to the generators to allow for fuel polishing, contractor should be prepared for hose lengths as long as 100’.
Tank capacities:
1.5 MW - GT-1222 – 2198 gal
1.5 MW - GT-1483 – 2714 gal
1.0 MW - GT-1373 – 1911 gal
Trailered 1.0 MW - 1250 gal
