About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory seeks design, fabrication, testing, and delivery of 52 solid-state RF amplifiers across three power variations, with proposals due September 10, 2026, at 2:00 p.m. CDT and questions due August 27, 2026, at 4:00 p.m. CDT. No extensions will be granted. This is an unrestricted procurement with no set-asides.
Place of performance is Batavia, Illinois. The procurement spans three configurations: 26 units of 20 kW peak power 325 MHz SSA (SSR2), 15 units of 40 kW peak power 650 MHz SSA (LB650), and 11 units of 65 kW peak power 650 MHz SSA (HB650). Offerors may propose for any or all power variations. Optional pricing for up to 5 additional units of each variation must remain valid for one year from award.
Technical requirements are extensive and specified separately for each power variation, covering continuous wave output power, gain compression, bandwidth, three-phase 480 VAC input power with specified amperage and short circuit ratings, cooling water supply parameters, cabinet dimensions not to exceed 8.7 meters wide by 2.4 meters deep by 2.44 meters high (height is firm and cannot be exceeded), weight less than 3,000 pounds, fail-safe personnel safety interlocks, remote and local control via Ethernet using MODBUS/TCP, SNMP, or OPC-UA protocols, 12-hour minimum data buffer at 1 Hz sample rate, 10-year minimum mean time between failures, and 3-hour maximum mean time to repair. Systems must comply with NFPA 70/NEC 2017, UL 61010-1, ASME B30.9, IEEE C95.1, and FCC Part 15, with National Recognized Testing Laboratory listing or field inspection required prior to award.
Proposals must submit firm-fixed-price bids using provided pricing forms in USD with 90-day validity; economic price escalation is not accepted. Delivery is DAP (Incoterms 2020) to Batavia, Illinois, with the subcontractor responsible for shipping and export clearance. Award will be made on best-value trade-off basis where non-cost factors are significantly more important than cost. If contract value exceeds $750,000, offerors must submit a Small Business Subcontracting Plan. Milestone payments are provided; no progress payments. The NAICS code is 334419 (Other Electronic Component Manufacturing) with a 750-employee small business size standard. A pre-solicitation conference is scheduled for August 11, 2026, at 9:00 a.m. CDT. Addenda 1 (August 11) and Addenda 2 (August 20) clarify technical controls, network protocols, dimensional constraints, and past experience documentation requirements.
