ADDENDA TO SOLICITATION

ADDENDA NO. 02 DATE OF AMENDMENT: AUGUST 20, 2026

SOLICITATION NO. 383202_MR DATE ISSUED: AUGUST 20, 2026

PROJECT NO. PROPOSAL DUE DATE: SEPTEMBER 10, 2026

TITLE OF PROJECT: PIP-II MAIN RING CROSSING

Bidders must acknowledge this amendment immediately upon receipt by one of the following methods:

• Via email to the FFDG Procurement Specialist

Below are clarification questions received (exactly as written), and FFDG’s answers for the above-referenced solicitation:

Q1: Can Offeror's submit contracts that are completed or ongoing in the past 7 years??

A1: Yes.

Q2: Can FFDG extend the "Examples of documentation developed for past projects" to "within the last 7 years" to align with the section "15.1.1.2 Past Experience - Fabrication" requirements?

A2: Yes.

Q3: Can Offeror's submit their assertion of Rights in Data in a separate document?

A3: By submitting an offer the offeror affirms their compliance with this statement. If the offeror is proposing revisions to this statement, it must be presented in the manner outlined in the RFP as an exception. PLEASE NOTE: Revisions to this section can result in immediate disqualification with no further consideration for an award.

Q4: RFP section 15.1.1.2 Past Experience - Fabrication states the required information is "Contract Title, Date of Award, Contract Amount, Client’s Name and Address, Client’s Contact Information, and Description of Contract Deliverables with photos of devices (if shareable)". However, the Scope of Work section 5.1. General Requirements states: "The offeror must include the name of the organization, name of the project, awarded value, completion value, agreed-upon completion date, actual completion date, and a contact name, including phone number and email address for each reference provided." Can FFDG please confirm that offerors should follow the RFP instructions and requirements for the "Past Experience - Fabrication"??

A4: Please address both.

Q5: Scope of Work section 5.1. General Requirements states "Proposed team with names and project org chart", however the RFP does not require this for the proposal. Can FFDG please confirm that the team names and org chart are not required?

A5: FNAL requires proposed team with names and project org chart.

Q6: Scope of Work section 5.2. Technical Proposals states "An example of a Quality Control Plan identifying the critical inspections, tests, checks, and quality assurance processes proposed for this contract.", however RFP does not require this for the proposal. Can FFDG please confirm that the Quality Control Plan is not required?

A6: A Quality Control Plan is required.

Q7: Does FFDG have a preference for a sequence for SSA model delivery?

A7: In general, priority for delivery sequence should be 325MHz/20kW, 650MHz/40kW, then 650MHz/65kW.

Q8: Are the weights referred to in item D004 related to the weight per rack for SSA SSR2, LB650 and HB650? There is an inconsistency in how the weight is defined for the three different amplifiers?

A8: The weight specified in D004 is the total weight of the SSA for SSR2 and LB650. For HB650 it is the weight per rack.

Q9: Are the weights defined in item D004 related to transportation weights (brutto) or do they refer to net weight once the SSA is installed?

A9: The weights are defined to allow us to move the SSAs or SSA racks through our gallery for installation and repair if necessary. It is the reason why we allow HB650 SSAs to have greater total weight if they can be transported as independent racks.

Q10: Does the definition of what a rack consists of for HB650 also apply for the other SSAs LB650 and SSR2?

A10: The weights are defined to allow us to move the SSAs or SSA racks through our gallery for installation and repair if necessary. It is the reason why we allow HB650 SSAs to have greater total weight if they can be transported as independent racks.

Q11: Are the dimensions considered as footprint width, depth and height the dimensions for the rack only? Or does the definition of the footprint also include all the ancillary elements, like what is needed for the cooling systems and electrical items, such as transformers, electrical panels, personal security interlock, etc? Would FFDG consider having separate areas for RF, hydraulic, and electrical for maintenance and security reasons?

A11: The volume constraint dimensions include all ancillary elements required for the amplifier to function that are not provided by FFDG.

Within the volume constraint, the offeror may propose a focused section for electrical distribution, RF, controls, etc.

Q12: What is the maximum footprint and weight for ancillary elements?

A12: The maximum footprint and weight include ancillary elements.

Q13: Are the castors only for the purpose of transportation during installation?

A13: They may also be used to remove for repair but otherwise, yes.

Q14: If the leveling legs are planned to release the weight from the castors, what is the maximum height per rack of each SSA when the leveling legs are deployed?

A14: It is same as the height specified. Note: It would be acceptable to remove the castors after setting and lower the leveling legs further.

Q15: What is the maximum weight-to-floor-area ratio allowed per each rack of any of the three SSAs?

A15: 1500 lbs / m^2

Q16: Considering that RF systems often have built-in redundancy mechanisms to improve the MTBF and minimize the effect of single point of failure, ss the MTBF 10 year requirement without any redundancy mechanism considered by design?

A16: The calculation may include redundancies except for failed amplifier PAs.

Q17: In item F005, it mentioned item A010 for “peak output power level”, however item A010 is “Input connection”, whereas item A007 is “Minimum available output power with PAs down”. Can FFDG please clarify the item mentioned in F005?

A17: A010 is a misprint. F005 should reference A007.

Q18: Are offeror's expected to supply liquid-to-liquid heat exchangers for each rack?

Do we know what the expected distance will be from where these will be installed to where the transmitter racks will be placed?

A18: FFDG will provide process clean water for the purpose of cooling the SSAs. The specifications for this water is given in section 7.4 of the TRS. FFDG will provide bulk heat exchangers for this system and maintain the temperatures and pressures within the specs listed in the

TRS.

Q19: Who is responsible for mounting the plate heat exchanger?

A19: If the SSA will not receive FFDG process clean water directly, the offerer must provide the necessary hardware for heat exchange.

Q20: Who is responsible for supplying the tray to support the hose?

A20: FFDG will provide any hosing required to connect the SSA to the process clean water system.

Q21: Does FFDG have a preference to the type of reject load?

A21: No, this may be a designer’s decision.

Q22: Would FFDG prefer to have the reject loads on the floor or ceiling hung?

A22: This may be a designer decision, but it must stay within the specified volume envelope.

Q23: What is the distance from the where the transformers will be mounted to the location of the transmitter?

A23: This question may require more clarification. This seems like an internal design question.

Q24: Does FFDG require conduits for the electrical from the transformer secondary to the transmitter rack? Or can a cable rated for tray use be acceptable? Possibly SOOW type rated cable?

A24: Properly rated cable would be acceptable.

Q25: Is FFDG responsible for supply circuits that are 115V L-N or 230V L-N from their existing distribution panels?

A25: FFDG will provide 120V L-N standard AC to all SSAs. We have no plans for providing 230V L-N.

Q26: Are offerors responsible for supplying RF ground strap? If so, what size or width of ground strap is required?

A26: FFDG will provide the grounding cable and install.

Q27: Are offerors responsible for supplying and installing the RF interconnect from the transmitter output to wherever it needs to connect?

If so, do we have an understanding of the distance and route the RF line will need to take to make that connection?

A27: No, the offerors are not responsible for the RF interconnect beyond the output of the SSA. That will be designed and installed by FFDG.

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
