About this file

This is an Addenda to Solicitation that clarifies technical requirements and payment terms for the PIP-II Solid State Amplifiers procurement. Solicitation No. 383202_MR was issued by Fermi National Accelerator Laboratory on July 21, 2026, with proposals due September 10, 2026. The addendum, issued August 11, 2026, addresses four clarification items received from bidders regarding amplifier controls, network protocols, payment structure, and dimensional specifications.

Key technical clarifications include: the ability to inhibit remote or local operation shall only be available as a local option to prevent unauthorized remote access when the amplifier is in local control mode; all other control functions must support both local and remote IP network control; amplifiers must provide output power, reflected power, and input power values to both local and remote displays; any analog signals that would trigger amplifier shutdown must be available for remote monitoring; and trip events and warnings must store internal states and parameters in non-volatile memory retrievable over IP network for diagnostics. For network compatibility, the government indicated flexibility regarding communication protocols (MODBUS/TCP, SNMP, or OPC-UA) and confirmed the requirement for static IP address capability to manage over 100 amplifiers in the system. Progress payments will not be made; however, milestone payments will be provided per section 15.2.3 of the RFP document. The dimensional height requirement is firm and cannot be exceeded due to building infrastructure constraints. Units will undergo 8-hour testing with HP circulators providing amplifier protection, and acceptable axis performance shall be no worse than 1.4 to 1.0.

ADDENDA TO SOLICITATION

ADDENDA NO. 01 DATE OF AMENDMENT: AUGUST 11, 2026

SOLICITATION NO. 383202_MR DATE ISSUED: JULY 21, 2026

PROJECT NO. PROPOSAL DUE DATE: SEPTEMBER 10, 2026

TITLE OF PROJECT: PIP-II SOLID STATE AMPLIFIERS

Bidders must acknowledge this amendment immediately upon receipt by one of the following methods:

• Via email to the FFDG Procurement Specialist

Below are clarification questions received (exactly as written), and FFDG’s answers for the above-referenced solicitation:

Q1: Document #ED0047317, ED0047313 & ED0047315:

• Section 6 – paragraph 6 The amplifier shall provide the following, minimum set of controls, available both locally and remotely unless otherwise noted.

Line f. Local/Remote (not available remotely) Do you mean – No Transmitter Remote (IP network) availability at all, only local display? Please clarify as this contradicts.

• Section 6 Please clarify paragraphs 7, 8 & 9 on remote measurement and access.

• Section 7.8 Controls - Please clarify the network compatibility and communication protocol.

A1:

• 6-6f. The ability to inhibit remote or local operation shall only be available as a local option. Someone should not be able to take control of the amplifier remotely (IP network) while the amplifier is in local control mode. All other functions in this section should have local and remote (IP network) control that will be enabled by the local/remote control selection.

• 6-7. The amplifier should provide the value of its output power, reflected power, and input power to a local display and the remote display.

• 6-8. Any analog signal that would cause the amplifier to trip if it's out of range should be available for remote monitoring.

• 6-9. Any time the amplifier trips off or submits a warning, the values of the internal states and parameters will be saved in some non-volatile memory that can be retrieved over the IP network for diagnostics purposes.

• 7.8.1. We will have over 100 amplifiers running in the system. We must be able to set the IP addresses of the amplifiers so that we can access them with our control system. That is why we request STATIC IP address capability.

• 7.8.3. We are fairly adaptable to different network communication protocols. We could handle MODBUS/TCP, SNMP, or OPC-UA protocols without issue. We will give the selected vendor some leeway to define the protocol that is compatible with their historical designs.

Q2: When product development may be required, will progress payments be part of the contract as development progresses?

A2: Progress payments will not be made; however, milestone payments will be pursuant to 15.2.3 in the RFP document.

Q3: How tight is the dimensional requirement for height? Will an additional 6” be a problem or must it be under the specification listed?

A3: As we have significant building infrastructure to work around for installation and operation, we must stay below the height requirement.

C4: Units will be tested for 8 hours. HP circulators will protect the amplifiers. Axis shall be no worse than 1.4 to 1.0.

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
