About this opportunity
The Smithsonian Institution seeks offers to construct Phase 2 (Habitats & Animal Care Building) of the Arabian Leopard Facility at its National Zoological Park in Washington, DC, with proposals due November 20, 2026. Only three prequalified firms may submit: Grunley, Consigli, and The Whiting-Turner Contracting Company. This is a firm fixed-price contract estimated to exceed $10 million.
Place of performance is 3001 Connecticut Avenue NW, Washington, DC 20008. The work scope includes two 30-foot high outdoor mesh-enclosed habitats, an off-view habitat, and an animal care building with leopard dens, quarantine facilities, and visitor viewing areas. Period of performance extends 578 calendar days from Notice to Proceed (anticipated February 2027) through final completion (targeted September 2028).
Contractors must demonstrate experience working within an occupied historic campus with active public and animal presence; coordinating specialty trades in constrained site footprint; installing specialty animal doors, transfer systems, and manually operated remote door controls; coordinating radiant flooring installation; installing animal containment fencing, mesh, and transfer chutes; implementing shotcrete faux rock and faux trees; and mitigating sound and vibration to protect animals in adjacent habitats. Buy American requirements apply. The contract is funded across FY 2027 ($4 million obligated) and FY 2028, with subsequent-year funding contingent on appropriations. Normal work hours are 6:00 AM to 3:30 PM Monday–Friday; weekend and night work not permitted without special approval.
A 12% self-performance requirement applies. Contractors must submit cost-loaded schedules and resumes for five positions: Senior Project Manager, Superintendent, Site Safety Manager, Quality Control Manager, and Project Engineer. Small business subcontracting goal is 40% of planned subcontracting dollars with no separate SDVOSB or HUBZone subgoals. Davis-Bacon wage determination applies. Amendment 0005 (October 20) extended the bid due date to November 20 and added a second site visit on October 23 at 9:00 AM. Questions are due October 30.
