About this file

This document is Amendment No. 0003 to Solicitation 33330226RT0010015, issued by the Smithsonian Institution for the construction of Phase 2 of the Arabian Leopard Facility (ALF) at the National Zoological Park in Washington, DC. The amendment, effective September 14, 2026, provides responses to 111 pre-bid Requests for Information (RFIs) and incorporates critical updates to the project scope and documentation.

The project requires construction services for Phase 2 - Habitats & Animal Care Building on a firm fixed price basis with unit pricing for micropile work. Key deliverables include a cost-loaded schedule (with normal CPM schedules acceptable for updates at the Contracting Officer's discretion), technical and pricing proposals, a Small Business Subcontracting Plan with a minimum 40% small business goal, and resumes for five Construction Services team members (Senior Project Manager, Superintendent, Senior Cost Estimator, Project Engineer, Site Safety Manager, and Quality Control Manager). The final 100% construction documents are anticipated October 19, 2026, with a second two-week RFI period from October 12-23, 2026. The firm deadline for proposal submission is Friday, November 13, 2026, at 3:00 PM EST. The period of performance extends 578 calendar days from Notice to Proceed through final completion (anticipated September 2028). Normal work hours are 6:00 AM to 3:30 PM; no weekend or night work is permitted without special approval. A 12% self-performance requirement applies. The contractor must acknowledge receipt of all amendments in signed proposals and comply with Buy American requirements, FAR 52.236-1 construction clauses, and small business subcontracting provisions. Phase 1 work, completed by a separate contractor, will provide utility bypass installations, demolition, perimeter controls (sound wall and rental fence), and sediment/erosion control to be turned over in functional condition. The solicitation includes a revised Bid Schedule and incorporates multiple specification and drawing clarifications addressing topics including micropiles, generator specifications, roofing materials, BIM requirements, security systems, and animal enclosure specifications.

Continuation Sheet (Optional Form 336) Pages 3 & 4 of 139

I know that RFIs are due on 9/30 but considering we only have the 65% design set of documents, will there be another opportunity for RFIs once the 100% bid docs are released in October? Any feedback you can give me on this will be appreciated.

The 100% Final bid documents are forthcoming via an amendment, anticipated to be issued on October 13, 2026 due to 10/12/25 being a federal holiday. A second, two-week period for pre-bid RFIs has been accounted for in the procurement schedule and will take place from 10/12/26 thru 10/23/26.

However, as noted in the SF 1442 request for proposal, Offerors are strongly encouraged to begin preparation of their Technical Proposal in advance of receiving the 100% Final CDs and to submit any administrative or technical pre-bid RFIs sooner rather than later. THE DATE AND TIME ESTABLISHED

Multi-Year Funding Form

Per B.4 of the solicitation, the FY 27 funding is set to be $4,000,000. As FY 27 is approximately 40% of the period of performance, it is not believed $4,000,000 will accurately fund this portion of work. Please clarify if additional funds will be made available if needed, or what would happen in the event the FY 27 funding is not adequate to fund the project during that timeframe.

Yes, additional funds will be made available in FY27, if needed and applications for payment are validated by the COTR. 9/23/2026 9/28/2026

22 RFP, Attachment 9, Attachment 9 of the Solicitation (page 130/139) includes a Request for Authorization of Additional Classification SF 1444.

Please verify this form is to be utilized post-award and any missing classifications are to be requested via the RFI process.

Yes, that is correct. SF-1444 is used post award and should be requested through the RFI process. 9/23/2026 9/25/2026

65% Specifications:

Section 01 3200, Paragraph 2.2.D.5

Specification Section 01 3200, 2.2, D, 5 notes requirements for a cost loaded schedule. Based on the tight schedule timeframe, we would strongly recommend a tradition schedule be utilized be utilized to allow the schedule to be 100% on project scheduling efforts vs. invoicing. We believe a robust schedule of values, with detailed site verification walks will be most effective for the cost verification portion of the project.

Please clarify if the cost loaded schedule requirements may be waived.

The cost loaded schedulle will be required at the beginning of the project and a "normal" CPM schedule will be deemed acceptable for updates at the COTR's descretion.
