About this opportunity
The Bureau of Land Management seeks emergency repair of the Park Center Well through replacement of primary and secondary control valves and manifold modification, with proposals due August 28 at 1700 MDT and questions due July 13 at 1700 MDT. This procurement is a Total Small Business set-aside under NAICS 237110 (Water and Sewer Line and Related Structures Construction), with small business size standard of $45 million.
Place of performance is Canon City, Colorado. The contract is Firm Fixed Price under Part 36 construction procedures with Davis-Bacon wage standards applicable. Period of performance runs October 1, 2026 through February 1, 2027. The well operates at 200 PSI artesian flow and supplies potable water to Park Center Water District; contractor assumes full liability for flow containment and blowout prevention during live-well intervention. Work must be completed within a firm five-consecutive-calendar-day outage window; any delay exceeding this period requires the contractor to fund and maintain an approved temporary potable water supply at contractor expense. The contractor must obtain all environmental permits (EPA Controlled and Uncontrolled Discharge, USACE Section 404, CDPHE/NPDES) and comply with Colorado 2 CCR 402-2 water well construction regulations, with all work under direct supervision of a Colorado-licensed Well Construction Contractor or Pump Installer. All materials contacting potable water must meet NSF/ANSI/CAN 61, FDA 21 CFR 175.300, and NSF H1 standards.
Key technical requirements include replacing two 8-inch gate valves with API 6A/AWWA Class 250 or 300 stainless steel valves featuring Fusion Bonded Epoxy coating, installing new master valves and choke valves, modifying the manifold with an 8"×8"×8" flanged tee for future rig connectivity, hydrostatic pressure testing at 300 PSI for minimum two hours with zero leakage, and site restoration including building modification, concrete replacement, and hazardous waste disposal of arsenic-contaminated materials compliant with Colorado Department of Public Health and Environment regulations. Minimum two-year manufacturer and installer warranty required on all replaced components.
Evaluation uses best value selection: non-priced factors (Qualifications and Experience of Key Personnel, Timeliness, Past Performance from CPARS/FAPIIS, and Quality Control Plan) combined carry greater weight than price per FAR 15.304. Technical proposal requires one-page resumes for key personnel demonstrating at least five years project planning and three to five years experience in high-pressure well control, API 6A tree installation, and geothermal hydronic system modifications, plus formal training certifications; a detailed work schedule identifying critical path; three to six project samples with narrative and visual documentation; and comprehensive quality control plan addressing quality, timeliness, budget tracking, and subcontractor management. Price proposal must include all direct costs, indirect costs, profit, and fees as single lump-sum price on FOB Destination basis excluding federal taxes across eight line items: Mobilization & Administrative Submittals; Permitting & Environmental Compliance; Flow Control & Well Isolation; API 6A Christmas Tree Installation & Valve Replacement; Building Height Modification, Hydronic Heating & Gas Detection Systems; Testing, Quality Control & NSF System Certification; Building Reset, Site Restoration & Structural Anchoring; and Hazardous Waste & Arsenic Scale Debris Disposal.
Amendments A00001 through A00006 reflect schedule extensions and the addition of a mandatory site visit July 9 at 1030 MDT. Contracting Officer is Scott Voigt; Contracting Specialist is Courtni Strickland at 303-916-0211 or courtni_strickland@ios.doi.gov. A comprehensive Questions and Answers document (Attachment 12-B11) posted August 21 addresses offeror clarifications. Standard work hours are Monday–Friday, 8:00 AM to 5:00 PM, with 24-hour notice required for equipment inspections. Electronic invoicing through Invoice Processing Platform with 14-day prompt pay and progress payment required. Liability insurance minimum: $500,000 per person; $2,000,000 per occurrence; $1,000,000 property damage. Performance and payment bonds required.
