About this file

This document outlines the evaluation criteria and award methodology for a federal contract solicitation using best value selection principles.

The evaluation structure is divided into two volumes: Volume I addresses non-priced factors while Volume II addresses pricing. Volume I contains four comparative and objective evaluation factors: (1) Qualifications and Experience of Key Personnel, assessed to mitigate performance risk; (2) Timeliness, evaluating the contractor's schedule realism and ability to meet objectives; (3) Past Performance, assessed using CPARS and FAPIIS data to evaluate schedule, cost, and performance risks; and (4) Quality Control Plan, objectively evaluated to determine whether the plan meets minimal legal requirements and adequately manages risk. Volume II consists of a single priced factor evaluating the contractor's proposed price on an FOB Destination basis inclusive of all costs; cost data will be reviewed for allowability and allocability but not evaluated comparatively, with comparative evaluation used only to distinguish between quotes. The award decision will be made through integrated assessment of all evaluation results, with non-priced factors combined having greater weight than price per FAR 15.304. Award may be made to a technically superior, higher-priced offer if the technical difference is sufficiently significant to outweigh price, or conversely to a lower-priced offer if the cost premium of a higher-priced alternative is not justified.

Evaluation Criteria Evaluation Criteria

Section M - Evaluation Criteria

1. An offer will be selected for award based on the ¿best value¿ to the Government. This selection will be based on an integrated evaluation of the technical and price proposals as described below.

Volume I ¿ Non-priced Volume FACTOR I: QUALIFICATIONS AND EXPERIENCE OF KEY PERSONNEL: The government will perform a comparative evaluation of key personnel to mitigate performance risk.

FACTOR II: TIMELINESS: The government will assess the contractors schedule for realism and its ability to meet schedule objectives.

FACTOR III: PAST PERFORMANCE: The government will perform a comparative evaluation to assess risks of schedule, cost, and performance against CPARS and FAPIIS data.

FACTOR IV ¿ QUALITY CONTROL PLAN. The government will perform an objective evaluation to determine whether the contractors quality control plan meets minimal requirements under law and adequately manage risk.

Volume II ¿ Priced Factor FACTOR I: The government will evaluate the contractors proposed price, FOB Destination, inclusive of all costs. Any cost data disclosed will be evaluated for allowability and allocability, but not comparatively.

Comparative price evaluation will be used to distinguish between quotes.

2. Award. The Government¿s decision for award will be made on an integrated assessment of the evaluation results as a whole. When the lowest-priced quote is rated highest on the other evaluation factors, it is the apparent best value. Where the lowest- price quote is not highest rated in the other evaluation factors, the government shall determine whether the difference in price is worth the difference in the other factors. Award may be made to a technically superior, higher-priced quote when it is determined that the technical difference is sufficiently significant to outweigh the price difference. Conversely, award may be made to a lower-priced quote, lower technically rated proposal when it is determined that the cost premium involved in selecting a higher-priced quote, higher rated proposal is not justified.

Pursuant to FAR 15.304, all evaluation factors other than cost or price, when combined, are greater than price.
