About this file

This is a Schedule of Items for a Request for Proposal issued by the Bureau of Land Management, Colorado for the Park Center Well Main Valve Replacement project. The solicitation requires contractors to furnish all necessary labor, equipment, supervision, supplies, and materials to complete nine line items, each priced on a lump sum (L.S.) basis.

The scope of work encompasses: (1) mobilization and administrative submittals including transport, work schedules, critical lift planning, and mandatory pre-construction documentation; (2) permitting and environmental compliance activities; (3) structural access and crane operations to safely relocate the existing well house building; (4) site preparation and subsurface excavation to expose the buried 8-inch manifold and wellhead assembly; (5) flow control and well isolation to manage the 200 PSI artesian flow, with contractor assuming 100% liability for preventing uncontrolled blowouts using approved methods such as cryogenic freezing, hot tapping, or well kill operations; (6) manifold modification and valve replacement of failed 8-inch gate valves with API 6D/AWWA compliant Class 250 or 300 valves featuring stainless steel components and fusion bonded epoxy coating, plus installation of a new 8"x8"x8" flanged tee branch; (7) testing and quality control including hydrostatic pressure testing at 300 PSI for 2 hours with zero allowable leakage and independent laboratory verification of concrete foundations; (8) site restoration, re-anchoring, and cleanup including precise reset of the well house building, new anchor bolts, weatherproofing, electrical/IT reconnection, and final grading; and (9) hazardous waste debris disposal with strict adherence to Colorado Department of Public Health and Environment regulations for arsenic-contaminated materials, plus a minimum 2-year manufacturer and installer warranty. The contract total is shown as $0.00, indicating pricing has not yet been populated.

Contract Total

Total (All or None)

Mobilization & Administrative Submittals - Covers the transport of personnel, equipment, and materials to the site, along with preparing and securing agency approval for all mandatory pre-construction plans. This includes the Work Progress Schedule, Critical Lift Plan, Lower Explosive Limit (LEL) Plan, Barrier Management Plan, Product Data Cut Sheets, Restoration Plan, and the Valve/System Maintenance Plan. No physical work can begin until all submittals are approved.

Permitting & Environmental Compliance - Covers identifying, applying for, and obtaining all necessary environmental and operational permits before commencing work.

Structural Access & Crane Operations - Requires providing a crane of sufficient capacity to safely lift and temporarily relocate the existing well house building as a single unit to a designated on-site storage area.

Site Preparation & Subsurface Excavation - Encompasses the structural demolition of the existing reinforced concrete pads, removal of flowable fill (flowfill), and execution of necessary ground excavation to fully expose the buried 8-inch manifold and wellhead assembly.

Description

Flow Control & Well Isolation (Contractor’s Risk) - Covers the execution of specialized well isolation to completely control the 200 PSI artesian flow given that the primary valve is stuck open and the secondary valve is stuck closed.

Acceptable safe intervention strategies may include cryogenic pipe freezing, hot tapping, or a well kill operation (utilizing QuartzPack/Flopetrol or an approved equal via the exposed 3-inch access lines). The contractor assumes 100% liability for preventing an uncontrolled blowout or accidental discharge.

Manifold Modification & Valve Replacement - Requires removing the failed 8-inch green primary gate valve and 8-inch red secondary gate valve, and replacing both with brand new API 6D / AWWA compliant Class 250 or 300 gate valves featuring stainless steel internal components and a Fusion Bonded Epoxy (FBE) coating. It also covers removing the existing 90-degree elbow and installing a new 8"x8"x8" flanged Tee branch, oriented and capped with a blind flange or auxiliary high-pressure valve to allow for future rig reentry.

Testing & Quality Control - Demands the execution of a hydrostatic pressure test on the newly completed manifold assembly at 1.5 times the system operating pressure (300 PSI) for a minimum duration of 2 hours with zero allowable leakage.

Includes engaging an independent testing laboratory to verify the material slump/strength metrics of newly poured concrete foundations.

Hazardous Waste Debris Disposal - Covers the comprehensive characterization, manifesting, transportation, and legal disposal of all removed materials (the failed valves, manifold piping, concrete, and hardware). Because removed components likely harbor toxic accumulated arsenic scale, all handling must strictly follow Colorado Department of Public Health and Environment (CDPHE) industrial or hazardous waste regulations. Includes provisioning a minimum 2-year manufacturer and installer warranty on all components.

Site Restoration, Re-Anchoring & Cleanup - Covers resetting the well house building precisely back onto its original footprint following full concrete foundation slab restoration. Includes providing new anchor bolts, weatherproofing, and sill sealers at the concrete interface, reconnecting/testing all operational electrical and IT infrastructure for monitoring equipment, and performing final ground backfilling and grading to ensure proper surface drainage.
