About this file
This is a Statement of Work (SOW) for the Bureau of Land Management's Park Center Well Primary and Secondary Valve Replacement project, dated August 7, 2026. The project involves replacing failed primary (green) and secondary (red) control valves and modifying the manifold valve (Christmas) tree piping at a high-pressure artesian well in Colorado operating at 200 PSI with approximately 1,600 GPM output and 98°F water temperature. The well supplies water to the Park Center Water District and contains corrosive elements including hydrogen sulfide and carbon dioxide.
The contractor must complete all technical scope items including: isolating artesian flow without exceeding a five-day maximum service disruption to the water district; removing and replacing the primary 8-inch green gate valve with lower and upper master valves (API 6A CC); replacing the secondary 8-inch red gate valve with a production valve/choke; installing kill, swab, and automatic fail-safe valves (set at 250 psig); modifying the Christmas tree manifold assembly; and performing hydrostatic pressure testing at 300 PSI (1.5x operating pressure) with zero leakage tolerance. Additional requirements include building modification to accommodate valve tree height increases, installation of a hydronic 75,000 BTU heating system utilizing the geothermal well, gas monitoring systems for carbon dioxide, nitrogen, carbon monoxide, and sulfide, and site restoration including concrete replacement and debris disposal. All materials must meet API 6A, AWWA, ANSI standards and Build America/Buy America requirements. The contractor assumes all liability for flow control and containment during the intervention, must obtain all environmental permits (EPA controlled/uncontrolled discharge, USACE Section 404, CDPHE/NPDES), provide a Critical Lift Plan, LEL Plan, Barrier Management Plan, and Valve and System Maintenance Plan. Work is restricted to Monday-Friday, 8:00 AM to 5:00 PM, with 24-hour notice required for equipment inspections. A minimum one-year manufacturer and installer warranty is required on all replaced components.

Bureau of Land Management
Park Center Well
Primary and Secondary Valve Replacement –
Statement of Work
August 7, 2026
1.0 Project Overview and Location
The objective of this project is to replace the failed primary (green) and secondary (red) control valves and modify the manifold valve (Christmas) tree piping at the Park Center Well. The project requires a specialized
"live-well" intervention to manage 200 PSI artesian flow without a functional primary shut-off. Work includes pressure control, manifold valve (Christmas) tree modification for future rig connectivity, and strict adherence to environmental discharge permits.

5.0 Technical Scope of Work
5.1 Structural Access and Crane Operations
The building has been moved already; the text below still applies to resetting the building once the work is complete:
The well house building is believed to be bolted to a stem wall foundation. The contractor can remove the building for valve replacement.
• Lifting Operations: The Contractor shall provide a crane of sufficient capacity to lift and temporarily relocate the existing well house building as a single unit.
• Rigging and Integrity: The Contractor is responsible for the structural integrity of the building during the lift. This includes the installation of temporary internal bracing, spreader bars, and lifting points to prevent racking or structural failure.
• Temporary Storage: The building shall be secured in a designated on-site area that does not interfere with rig operations or environmental containment zones.
5.2 Flow Control and Isolation (Contractor’s Risk)
The contractor is solely responsible for isolating the artesian flow to facilitate the safe removal of existing valves. The green primary valve is currently non-functional (will not close), and the red secondary valve is stuck open.
• Methods: The contractor may propose methods such as cryogenic pipe freezing or "hot tapping" through the existing valves or any other viable methods that can effectively promote safety and reduce costs.
• Risk: The contractor assumes all liability for the containment of the artesian flow (200 PSI) and any potential "blowout" or uncontrolled discharge during the repair process.
• Option: Displayed in the picture below, the red and blue circle show 3” pipes. If these 3" piping can gain access into the center wellbore, kill operations can be viable. QuartzPack (Flopetrol - Advanced
Well Integrity Solutions ) or approved equal could be used to kill the well.
• If the Contractor deems necessary to expose more of the below grade casing for well pressure control, they are authorized to demolish the existing reinforced concrete pads, remove flowable fill (flowfill), and perform all necessary excavation required to expose the 8-inch manifold and wellhead assembly.
• Historical construction photos are provided in the attachments to illustrate the original installation process and the typical subsurface configuration; the Contractor shall utilize these references to inform their demolition and excavation strategies.
