About this opportunity
The Department of Homeland Security US Coast Guard seeks maintenance and overhaul services for its 32-foot Transportable Port Security Boat (TPSB) fleet under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with proposals due June 8, 2026 and questions due May 26, 2026. This is a 100% 8(a) competitive set-aside with a small business size standard of $12.5 million.
Place of performance is Curtis Bay, Baltimore, Maryland. The contract covers a one-year base period (August 1, 2026 through July 31, 2027) plus four one-year option periods extending through July 31, 2031. The Coast Guard estimates eight boats and trailers per performance period, with an option to increase by two additional units. All work must be completed within ten weeks from the conclusion of initial pre-operative maintenance testing.
Services include pre and post-operational testing and inspection, comprehensive maintenance and repair (hull maintenance, transom replacement, fuel tank inspection, hull sheath replacement, bilge cleaning, trailer maintenance, dashboard refurbishment, and welding), engine replacement and maintenance, sterndrive replacement and maintenance, and over-and-above work identified through Condition Found Reports. The contractor must furnish all labor and equipment except Government-Furnished Equipment: two Yanmar 6LPA-STZC3 diesel engines (315 horsepower each), two Mercruiser Bravo 1XR sterndrives, and specified components. All contractor-furnished parts must be Original Equipment Manufacturer (OEM) only; aftermarket parts are prohibited. The contractor must employ a maintenance supervisor with three years' boat or ship repair experience and qualified marine machinery mechanics and marine electricians with minimum three years' experience. An ISO 9000-registered or equivalent quality assurance program is required.
The Government will evaluate proposals using a "Highest Technically Rated with Fair and Reasonable Price" approach, considering Technical (5-page limit, strictly inclusive of all supporting documentation), Past Performance (up to 3 recent and relevant examples with minimum "Satisfactory" rating required in CPARS), and Price Evaluation (reasonableness compared to the Independent Government Estimate). The total minimum guarantee is $500.00. The NAICS code is 811310; PSC code is J019.
