About this file
This is a Work Specification Sheet (WSS) for maintenance and repair services on the U.S. Coast Guard 32-foot Transportable Port Security Boat (CG 32 TPSB) and its associated trailer.
The Coast Guard estimates eight boats and trailers will require maintenance and repair per period of performance, with an option to increase by two additional units. The contractor must complete all planned preventive maintenance and repairs within ten weeks from the conclusion of initial Pre-Operative Maintenance Testing, with the understanding that Condition Found Reports (CFRs) may extend timelines. The vessel specifications include two Yanmar 6LPA-STZC3 diesel engines rated at 315 horsepower each, two Mercruiser Bravo 1XR sterndrives, and a 150-gallon fuel tank capacity. Services are structured across seven Contract Line Item Numbers: CLIN 0001 covers operational tests and inspections; CLIN 0002 encompasses comprehensive maintenance and repair services including hull maintenance, transom replacement, fuel tank removal/inspection, limber holes, hull sheath replacement, bilge cleaning, trailer maintenance, dashboard refurbishment, and general welding; CLINs 0003 through 0006 are optional services for engine replacement, engine maintenance, sterndrive replacement, and sterndrive service respectively; and CLIN 0007 covers over-and-above work identified through approved CFRs. The contractor must provide qualified personnel including a maintenance supervisor with three years' boat or ship repair experience, certified marine machinery mechanics and marine electricians with minimum three years' experience, and must submit completed Maintenance Procedure Card cover sheets and quality assurance documentation upon completion. All contractor-furnished parts must be Original Equipment Manufacturer (OEM) only, with aftermarket parts prohibited. The contractor is limited to an 8% General and Administrative Fee for all Contractor Furnished Equipment (CFE) purchases, and must submit CFRs to the Contracting Officer's Representative no later than 15 calendar days after identifying deficiencies.
