About this file
This is a Questions and Answers document for Solicitation 70Z04026Q51475B00, issued on 6/3/2026, clarifying key submission requirements and contract terms.
The document addresses five substantive inquiries regarding proposal submission requirements and contract structure. Past Performance citations without CPARS reports may be submitted using a PPQ template provided in the solicitation documents. Erroneous tabs for parts lists from a different boat class were removed from the price schedule, with all parts information now contained in the WSS (Work Statement Schedule) for the TPSB (Tactical Patrol Security Boat). The G&A fee limitation language was removed from the WSS; instead, the Schedule was updated to require contractors to provide their percentage markup for parts purchases. The technical proposal page limit is strictly 5 pages inclusive of all supporting documentation such as pictures, charts, and diagrams, with no separate attachment allowance. CLINs 0007, 1007, 2007, 3007, and 4007, designated for Contract Feasibility Reviews (CFRs) that require separate pricing only if additional work is identified during performance, are not required to be priced in initial proposals; the schedule was updated to reflect this requirement.

Solicitation 70Z04026Q51475B00 Questions and Answers 6/3/2026
1. If a Past Performance citation does not have a CPARs will the government accept a Past Performance Questionnaire (PPQ) in lieu of a CPARS? If so, will the government provide the template?
Answer: Yes, a PPQ template has been added to the solicitation documents in the notice.
2. It appears that the Tab 2-Mandatory Parts and Tab 3-Contingency Parts listed on the Schedule are for a different boat class. Can the Government provide an updated parts list for the TPSB?
Answer: The additional tabs (2 and 3) on the price schedule were erroneous and removed. Any parts information will be found in the WSS in the solicitation documents.
3. Per section 3.5 on page 11 of the TPSB WSS, “The Contractor is limited to an 8% General and Administrative Fee for all purchases made under CFE.” In accordance with DCAA guidelines Contractors must apply the same G&A to all contracts. Can the Government confirm that the limit is to Fee only and not G&A?
Answer: “The Contractor is limited to an 8% General and Administrative Fee for all purchases made under CFE.” has been removed from the WSS. Instead, the Schedule has been updated to add a line for the Contractor to provide their percentage “mark-up” for parts purchases associated with the contract.
4. On page 4 of the solicitation, in the technical evaluation factor, it lists that the page limit is 5. Can the Government please clarify whether all supporting documentation referenced will count towards the 5-page limitation? Or are these items permitted as attachments/exhibits outside of the 5-page Technical Proposal limit?
Answer: Yes, the limit for the technical proposal is 5 pages and that includes incorporating any pictures, charts, diagrams, or other supporting documentation.
5. Since CLINs 0007, 1007, 2007, 3007 & 4007 are for CFRs which must be separately priced only if additional work is identified during the course of the CFR work being performed, can the Government confirm that these CLINs are not to be priced as part of the offerors submission?
Answer: Correct. Pricing for CLIN 0007, 1007, 2007, 3007, & 4007 are not required to be priced out in the proposal. The schedule has been updated to reflect that.
