1. If a Past Performance citation does not have a CPARs will the government accept a Past Performance Questionnaire (PPQ) in lieu of a CPARS? If so, will the government provide the template?

Answer: Yes, a PPQ template has been added to the solicitation documents in the notice.

2. It appears that the Tab 2-Mandatory Parts and Tab 3-Contingency Parts listed on the Schedule are for a different boat class. Can the Government provide an updated parts list for the TPSB?

Answer: The additional tabs (2 and 3) on the price schedule were erroneous and removed. Any parts information will be found in the WSS in the solicitation documents.

3. Per section 3.5 on page 11 of the TPSB WSS, “The Contractor is limited to an 8%General and Administrative Fee for all purchases made under CFE.” In accordance with DCAA guidelines Contractors must apply the same G&A to all contracts. Can the Government confirm that the limit is to Fee only and not G&A?

Answer: “The Contractor is limited to an 8% General and Administrative Fee for all purchases made under CFE.” has been removed from the WSS. Instead, the Schedule has been updated to add a line for the Contractor to provide their percentage “mark-up” for parts purchases associated with the contract.

4. On page 4 of the solicitation, in the technical evaluation factor, it lists that the page limit is 5. Can the Government please clarify whether all supporting documentation referenced will count towards the 5-page limitation? Or are these items permitted as attachments/exhibits outside of the 5-page Technical Proposal limit?

Answer: Yes, the limit for the technical proposal is 5 pages and that includes incorporating any pictures, charts, diagrams, or other supporting documentation.

5. Since CLINs 0007, 1007, 2007, 3007 & 4007 are for CFRs which must be separately priced only if additional work is identified during the course of the CFR work being performed, can the Government confirm that these CLINs are not to be priced as part of the offerors submission?

Answer: Correct. Pricing for CLIN 0007, 1007, 2007, 3007, & 4007 are not required to be priced out in the proposal. The schedule has been updated to reflect that.

6. On page 21 of the WSS the Task Table lists 4 tasks. Under the table it states in parenthesis “(continue table as per original SOW)” . Please clarify “original SOW” since there is no other SOW listed in the RFP.

Answer: This language has been removed.

7. The SOW on the current contract lists 39 tasks vice the 4 on the WSS. Is it the government’s intent to only price the 4 tasks in the table on page 21 under CLIN 0002?

Answer: There are 9 total tasks identified under CLIN 0002 in the WSS (from pages 21-29). All of these tasks make up CLIN 0002 in the Schedule.

8. Can you confirm that there is no solicitation form 1442 or amendment acknowledgment form SF30 associated or required to be submitted with the proposal?

Answer: We will add an SF30 for Amendment 01. We will also create Amendment 02 based on these new questions and answers.

9. Can you confirm that the PPQ forms provided are intended to be supplemental to the CPARS check the USCG indicated would be performed?

Answer: That is correct.

10. If PPQ forms are included in the proposal, can you confirm that they will not count towards the page counts?

Answer: PPQ forms count towards the 6 page limit for Past Performance submittals, but not part of the 5 page limit for technical proposals.
