About this opportunity
The Department of Agriculture Forest Service seeks inspection, testing, and replacement of damaged Lithium Ion and Lead Acid batteries for off-grid photovoltaic mobile solar systems at four National Forest locations, with proposals due September 16, 2026, and questions due August 31, 2026. This procurement is a Total Small Business Set-Aside; the small business size standard is $19 million.
Place of performance is Vallejo, California, with work conducted at four sites: Los Padres National Forest Pacific Valley Fire Station, Plumas National Forest Frenchman Work Center, Cleveland National Forest Pine Hills Fire Station, and Sequoia National Forest Blackrock Work Center. The contractor must employ a qualified mobile solar professional and a licensed electrician. Work includes disconnecting solar panels and inverters, removing damaged batteries, reviewing inverter compatibility, installing new battery systems with proper wiring and bus bars, reconnecting systems, and performing comprehensive system testing. The contractor procures all batteries, assumes ownership of removed batteries for disposal and recycling, and includes travel costs in the fixed price. Deliverables consist of weekly status reports and a final mobile solar system report with complete PV system output and test results.
The estimated scope is up to 50 Lithium Ion batteries and 50 Lead Acid batteries across all four locations, with actual replacement quantities determined post-inspection. The period of performance runs September 21 through November 20, 2026, with FOB Destination. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. Evaluation criteria apply FAR 12.203: award goes to the lowest price technically acceptable offer with acceptable or neutral past performance. Past performance documentation must list three similar projects completed within the last three years. Offerors must conduct site visits and submit three separate PDF documents: completed and signed Standard Form 1449, price proposal referencing the Schedule of Items, and technical proposal including project work plan and technical approach. Service Contract Act prevailing wage determinations apply per FAR 52.222-41 and 52.222-42, with electrician maintenance rates ranging from $36.16 to $37.45 per hour depending on county location. Amendment 0001 (posted August 20) extended the due date and added attachments; Amendment 0002 (posted September 10) further extended the quote due date to September 16 to accommodate additional questions and concerns. Questions and proposals are submitted via email to christopher.malley@usda.gov and pps.proposals@usda.gov.
