About this file

This is a Performance Work Statement (PWS) from the US Department of Agriculture (USDA) for the inspection, testing, and replacement of damaged Lithium Ion and Lead Acid batteries in Off-Grid Photovoltaic (PV) Mobile Solar Systems at four forest service locations: Los Padres National Forest Pacific Valley Fire Station, Plumas National Forest Frenchman Work Center, Cleveland National Forest Pine Hills Fire Station, and Sequoia National Forest Blackrock Work Center.

The contractor is required to perform battery replacement work in compliance with manufacturer recommendations and warranties while maintaining system safety and operational integrity. Key technical tasks include disconnecting solar panels and inverters from existing battery banks, removing damaged batteries, conducting professional review of inverter compatibility, installing new battery systems with proper wiring and bus bars, reconnecting solar panels and inverters, and performing comprehensive system testing to verify functionality according to specifications. The contractor must employ a qualified mobile solar professional and licensed electrician for the work. Travel costs are included in the overall contract price. Deliverables consist of weekly status reports (due every Friday by 3:00 PM EDST) documenting completed tasks and issues, and a final Mobile Solar System report providing complete PV system output and test results upon completion of battery replacement. The contractor must coordinate scheduling with designated forest Service points of contact at each location and comply with site-specific security requirements. All hard copy deliverables must be submitted on recycled content paper printed double-sided.

General Information

1.0 Scope of Work

1. Inspect, test, and replace damaged Lithium Ion and Lead Acid Batteries for the Off-Grid PV Mobile Solar Systems located at:

1. Los Padres National Forest Pacific Valley Fire Station

2. Plumas National Forest Frenchman Work Center

3. Cleveland National Forest Pine Hills Fire Station

4. Sequoia National Forest Blackrock Work Center

2.0 Background

1.This contract will maintain the Off-Grid Mobile Solar Photovoltaic Systems at 4 locations. Proper functioning of these power systems will save the FS utility costs and preserve the financial value of investments in these systems.

2. This contract is to keep all 4 mobile solar systems in good repair, good operating condition, appearance, and working order in compliance with the manufacturer's recommendations, all manufacturer's warranties and the company's standard practices.

3.0 Technical Requirements / Tasks

Replacing off-grid PV batteries by carefully disconnecting the old batteries, and connecting the new battery system, ensuring proper wiring and connections to the existing mobile solar panel system. It's crucial to prioritize safety and potentially consult with a qualified professional for guidance.

1. Safety First:

Disconnect Power: Before touching any wiring, disconnect the solar panels from the battery bank and disconnect the inverter from both the battery bank.

Protective Gear: Wear appropriate safety gear, including insulated gloves and eye protection.

Grounding: Ensure proper grounding of the system throughout the process.

2. Battery Removal:

Carefully disconnect the wiring from the old battery bank, noting the positive and negative connections.

Remove the old batteries from the system, taking care to handle them safely.

3. Inverter Considerations:

Professional Review:

Consult a mobile solar system professional to assess the inverter and its compatibility with the new batteries.

4. New Battery Installation:

Placement:

Position the new battery bank in a safe and accessible location, ensuring proper ventilation.

Wiring:

Connect the positive and negative terminals of the new battery bank to the corresponding terminals on the inverter, ensuring proper gauge wiring and connections.

Bus Bars:

Use bus bars to ensure even power distribution between multiple batteries in the bank.

Cabling:

Ensure all cabling is appropriately sized for the current and properly fused.

5. Solar Panel Connection:

AC Coupling: Connect the solar panel system's AC output to the new battery system.

Re-establish Connections: Reconnect the inverter to the battery system.

System Check: After completing the connections, double-check all connections and ensure the entire system is functioning correctly and according to specifications.

6. Professional Guidance:

Qualified Professionals with Off- Grid mobile solar systems and battery banks (lithium-ion and lead acid type)
