About this file

This is an Operation & Maintenance Manual for an off-grid renewable energy installation at the Frenchman Work Center in Plumas National Forest. The project, completed June 6, 2019, was executed under USDA Forest Service ESPC contract GS-07F-0248K/AG-9A40-D-15-0007 by Trane U.S. and involved installation of LED lighting throughout the facility and a mobile solar photovoltaic (PV) system to reduce overall electrical consumption and extend generator life.

The facility, located at 5,760 feet elevation and operational May through October, comprises an Engine Bay building, Barracks, Generator building, and Warehouse/Storage structure. The project replaced all existing T8 fluorescent and incandescent lighting with LED fixtures (including GE A-Line lamps, LED PAR30 directional lamps, Lumark Crosstour LED wall packs, and Metalux WNLED wraparound fixtures) to reduce lighting loads. The mobile solar system consists of an MS-225 trailer with three Outback Power Radian inverters, two FLEXmax 80 charge controllers, six 335-watt LG PV panels, and a 100 kWh lithium battery system designed to provide 60 kWh daily production with two days of battery autonomy. The SA-24 solar array trailer contains 24 additional 330-watt PV modules. The existing 25-kW propane Cummins generator will serve as backup power and battery charging only, significantly reducing propane fuel consumption and operating hours. A one-year construction warranty began June 10, 2019 with no equipment failures reported. Trane service contact is Richard Swank at (916) 577-1126. The manual includes detailed product data sheets, wiring diagrams, installation specifications, and maintenance procedures for all installed equipment.

Overview of Project (Trane ‘White Paper’)

The following pages consist of the Trane ‘White Paper’ which provides for information concerning the Frenchman Work Center as ‘it was’ before the ENABLE project was implemented and the inventory of the existing equipment (electrical, lighting, generator, water, fuel usage, etc.).

In the white paper there is information on the recommendations for the constructed project in regards to the Mobile Solar PV system sizing and siting. Also, the existing lighting and LED

Lighting related work is inventoried. This document is a useful reference for the Pacific Valley F.S.

site.

This document is important as it provides background knowledge of the site, and the inputs of information into IGA survey that Trane performed.

We also recommend that the final ‘Construction’ drawings in this manual be referenced for actual final installed products and details.

Contract # AG-94A40-D-15-0007 for

U.S. Forest Service ESPC ENABLE AFFECT Off-Grid Renewable Energy Project

Frenchman Work Center – Plumas National Forest

12-1-19

On August 13, 2015, Trane performed a site walk visit for the IGA Audit data collection at the Frenchman Work Center station. The site was in operation during our visit. We met with several Forest Service members at the site that were knowledgeable as to facility operations. We were able to see the generator in operation and also inventory all of the lighting, appliances, etc.

We are providing Trane’s findings from the U.S. Forest site visit in the following five (5) Section elements: I. Location, II. Site Overview, III. Investment Grade Audit (IGA) Site Visit Findings, IV. Sustainable / Solar Siting Considerations and last, Appendix – Pictures.

I. Location

The Frenchman Work Center station facility is located nearly 170 miles northeast of Sacramento, CA. The site is at an elevation of 5,760 feet and experiences snow in the winter months. The best way to reach the site is to leave from Sacramento, CA travelling ‘east’ on I-80 towards Reno, NV.

Take Highway 89 ‘north’ in Truckee, CA (about 40 minutes before Reno) and go to Sierraville, CA. In Sierraville take Highway 49 ‘east’ towards Loyalton, CA and continue on until the intersection of Highway 70. Make right (east) on Highway

70. Travel about 2 miles until Frenchman Lake Road. Make a ‘left’ on Frenchman Lake Road and travel all the way to Frenchman Work Center located on the southwest side of Frenchman Lake. Turn left into Frenchman Work Center up to the fire station.

II. Site Overview

Frenchman Work Center is open and typically used from May through the end of October (184 days). It is not used in the winter months. Winter access is limited as it usually is snowed-in (i.e.: from November through March). The site has: a Fire Engine Bay building with an office area, restroom and upstairs mezzanine area; there is one Barrack building, a Generator building, and a Fire Cache/Warehouse Storage building.

Engine Bay Building consists of multiple bays for the fire tanker and equipment, a small storage area, shop area, mezzanine area, office, break room area and a Men’s and Women’s bathroom. All of the lighting is T8 fluorescent light fixtures at most all inside areas. The exterior light fixtures are metal halide wall packs. A propane hot water heater is located on the mezzanine and a propane wall heater is located in the office area.

Barrack Building consists of: five bedrooms, a Men’s and Women’s bathroom with sinks, showers and toilets, a large Living Room area, a large Kitchen area, and a Laundry area with a clothes washer and electric clothes dryer. There is also a propane central heating system.

Generator Building has one (1) 25-kW (nominal before de-rated for elevation) Cummins generator that operates from propane. This generator typically runs approximately 12 to 14 hours per day in the operating season 7-days/week. The Barrack is occupied in the operating season. During the winter (off season) there is no use of the site and it is buttoned up for the winter months. There are a couple of propane tanks at the site for the Barracks, Office and Engine Bay building for heaters, gas stoves, and other propane consuming appliances such as refrigerators (and the generator).

Warehouse / Storage Building is an older wood structure that is used as a shop area and also storage area (Fire Cache) for equipment. There are a couple of incandescent lights in the building and PAR38’s as outside flood lights.

There is a submersible well pump down the road from the Frenchman Work Center on its own dedicated generator system. This is not part of the project scope or work. The submersible pump feeds water to a large storage water tank up on a hill above the Work Center and delivers domestic water to the site as a gravity feed from the storage tank.

III. Investment Grade Audit (IGA) Site Visit Findings

Findings from the site visit is subdivided by primary Energy Conservation Measure categories, power generation and fuel. Photo documentation from the site visit are provided in the Appendix.

A. Electrical

The following electrical loads currently exist at the Frenchman Work Center site:

Continued on next page

See next page for ‘Electrical Notes’ regarding this table

Electrical Notes

(1) Based upon the above ‘current loads’ and field observations this site has varying loads and typically has light generator loads. A diversity of operating loads and times of use was seen. Total system watts during our visit varied from 8.5-kW up to nearly 10-kW (by having most all of the lighting ‘on’ and many of the appliance loads).

(2) During field site visit the generator was observed with an average daytime load of 8.5-kW. This is a nominal use load. The

Barracks are not used too much in daytime periods. Load may increase during mornings and evenings when used more.

(3) All CFL’s and incandescent lamps would be changed to LED lamps. This will help reduce overall lighting loads.

(4) The Engine Bay exterior metal halide will be changed to LED wall pack style of fixtures.

(5) T12 fixtures will be replaced with LED fluorescents. T8 fixtures will have new LED lamps.

(6) All appliances remain ‘as is’ (i.e.: no change in load wattages).

(7) With a mobile solar PV solution a separate battery building will not be needed. The need for fencing, underground trenching, conduit and wire would also not be needed.

B. Water

The table below summarizes Trane’s inventory of water consuming devices for the site:

Water Consuming Devices:

18 Barracks Unisex Bathroom – Toilet (1) No Change Normal Use Fixture remains ‘as is’

19 Barracks Unisex Bathroom – Shower (1) No Change Normal Use Fixture remains ‘as is’

Note: The Water Consuming Devices Table above indicates ‘no change’ for existing water fixtures as this sitehas very light use of water.

A separate generator and well pump not connected to the facility generator is used to pump water to the site. Typically once a week the site staff turn the water generator on to just top the water tank. Most of the water usage consumption is due to filling of the fire truck and/or washing fire equipment and not the normal use of fixtures. Therefore, we do not recommend any fixture changes.

C. Generator

There is one (1) Cummins model #GGMB-5937588 ‘propane’ powered generator that has a nominal nameplate ‘standby’ rating of 25-kW ‘before’ being de-rated for an elevation of 5,760 feet. Cummins states to apply a de-rate factor of 4% per 1,000 feet of elevation gain, therefore the de-rate on the 25-kW ‘standby’ rating correlates to 20-kW. The generator provides for 120/240- volt, 1-phase power. ‘Standby’ maximum amps would be (104.2-amps at 120/240-V before de-rate) approximately 83-amps at full load.

The annual generator annual maintenance costs will vary year-to-year and information provided by the Forest Service indicates we have only stipulated an average of $1,250 per year as we do not have actual invoices from expenses incurred. The generator is older however is in operable condition. Maintenance may increase over time due to age. Reduced operating hours will extend useful life. Generator maintenance is by Forest Service.

Trane received one of the propane fuel bills for the 2011-2014 period. The U.S. Forest Service has varying estimates for fuel costs year-to-year in the original provided Excel data chart. We have stipulated and used $13,275 average per year of annual fuel costs (based upon 2013-14 data provided). Estimated cost/hour to operate the generator is $3.75/hour.

The following Forest Service ENABLE AFFECT table is provided with dated values as shown below from the fall of 2013 to the fall of 2014:

E. Other ECMs and Considerations

This site does experience ‘snow’ conditions and may receive 18 to 24-inches of winter snow conditions at this elevation of 5,760 feet in a normal winter.

IV. Sustainable / Solar Siting Considerations

The Frenchman Work Center station NEPA (National Environmental Policy Act) document suggests that the solar system be ground mounted to the ‘east’ of the Engine Bay building in an open rocky area. We recommend a mobile solar PV solution that will not need to be in the rocky area east of the Engine Bay building. This relocation may also avert the removal of several trees in the surrounding area for the PV field to receive adequate light levels for production with good exposure. Portable electrical cables would also be run from the mobile solar system to the existing generator building. This would avoid trenching and underground work (blue dashed line) to the generator building. Our site visit indicates no rationale for other siting.

Note: Any tree trimming or removals is by Forest Service. Final determination of trimming and removals will need to be coordinated and is dependent upon final PV location and siting.
