Contract # AG-94A40-D-15-0007 for

U.S. Forest Service ESPC ENABLE AFFECT Off-Grid Renewable Energy Project

Pine Hills Fire Station – Cleveland National Forest

12-1-19 Updated

On September 27th and 28th, 2015, Trane performed a site walk visit for the IGA Audit data collection at the Pine Hills Fire Station. The site was in operation during the visit. We met with several Forest Service members at the site that were knowledgeable as to facility operations. We were able to see the generator in operation and also inventory all of the lighting, appliances, etc.

We are providing Trane’s findings from the U.S. Forest site visit in the following five (5) Section elements: I. Location, II. Site Overview, III. Investment Grade Audit (IGA) Site Visit Findings, IV. Sustainable / Solar Siting Considerations and last, Appendix – Pictures.

I. Location

The Pine Hills Fire Station facility is located nearly 75 miles northeast of San Diego, CA. The site is at an elevation of 3,650 feet and experiences some snow in the winter months. The best way to reach the site is to leave from San Diego, CA travelling ‘east’ on Highway 94-E until you reach Highway 125 ‘north’ and travel until you reach I-8 ‘east’. Take I-8E for about 25 miles. Then take Exit 40 towards Descanso via Highway 79(north)/Japatul Valley Road. Continue on Highway 79 towards Julian, CA. Just before Julian take a ‘right’ onto Pine Hills Road. Travel on Pine Hills Road for about 6.5 miles, then make a right onto Eagle Peak Road and follow it until it joins Boulder Creek Road and travel about 5 miles until you reach the Pine Hills Fire Station.

II. Site Overview

Pine Hills Fire Station is open and typically used from May through the end of October (184 days). It is occasionally used in the winter months for about once-a-week with 1 or 2 personnel on-hand and typically for winter checks of the facility by the Forest Service.

Winter access may be occasionally limited with a few inches of snow conditions (i.e.: from November through March). The site has a Fire Engine Bay with an Office, one Barrack building; and a Generator building with a storage area and also several smaller out-buildings for storage and fueling supplies including a few trailer parking areas for USFS personnel in the summer periods.

Fire Engine Bay and Office Building consists of a single bay area for the fire tanker, a small front office, a Fire Captain’s office with a restroom and a storage and fire cache area on the northwest side of the building. All of the lighting is T12 fluorescent light fixtures at all inside areas. The exterior light fixtures are PAR38 lamps and MH wall packs. There is main radio operations in this building for the site. A propane hot water heater is in an indoor closet, a wall heater and a small heat pump unit (thru-the-wall) serves only the Captain’s Office area.

Barrack Building consists of four bedrooms of which one is being used as an exercise room, there is a living room area, a kitchen area, laundry room and three restroom/shower rooms.. The building has a central HVAC split system that has propane for heat. The unit is located at the end of the hallway near the bedrooms.

Generator / Storage Building has one (1) 20-kW (nominal) Cummins generator that operates from propane. This generator typically runs from 0930 until 1800 hours, 7-days/week during operating season with some evening and morning use for a couple hours due to some use of the Barracks during the operating season. During the winter (off season) there is occasional use of the site at most once-a-week or every other week. There are a couple propane tanks at the site for the generator, barracks and engine bay building for heaters, gas stoves, and other propane consuming appliances such as refrigerators.

Fuel Storage building is small structure for storing small gas cans and fuel for equipment.

There is one incandescent light in the building.

There is a submersible well pump down near a creek bed area that feeds water to a large storage water tank up on the hill past the fire station. The domestic water to the site is gravity fed from the storage tank.

III. Investment Grade Audit (IGA) Site Visit Findings Findings from this site visit is subdivided by primary Energy Conservation Measure categories, power generation and fuel. Photo documentation from the site visit are provided in the Appendix.

A. Electrical

The following electrical loads currently exist at the Pine Hills Fire Station site:

(Continued on next page)

Electrical Notes

(1) Based upon above ‘current loads’ and field observations this site has varying loads and typically has light generator loads.

A diversity of operating loads and times of use was seen. Measurements of the total watts during our visit varied from

3,500 to nearly 12,000 watts (at full load including having the submersible well pump, facility lighting and appliance loads all ‘ON’).

(2) During field site visit the generator was observed with an average daytime load of 3,500 kVA. This is a nominal use load.

The Barracks are not used much in daytime periods. Load may increase during mornings and evenings when Barracks are used.

(3) All CFL’s and incandescent lamps should be changed to LED lamps. This will help reduce overall lighting loads.

(4) The Engine Bay exterior metal halides will be changed to LED wall pack style of fixtures.

(5) T12 fixtures will be replaced with LED fluorescents. T8 fixtures will have new LED lamps.

(6) All appliances remain ‘as is’ (i.e.: no change in load wattages or replacement of appliances).

(7) We recommend a mobile solar PV system to avoid a separate building for the battery system. A mobile solar PV solution would have the battery inside the trailer. This also may eliminate a concern with the NEPA.

B. Water

The table below summarizes Trane’s inventory of water consuming devices for the site:

Water Consuming Devices:

No. Description Recommendations Hours of Use Notes

1 Engine Bay - Bathroom Sink No Change Light Use Fixture remains as is 2 Engine Bay - Bathroom Toilet No Change Light Use Fixture remains as is 3 Engine Bay - Shower No Change Light Use Low Flow Shower Head

4 Barracks – Kitchen Sink No Change Light Use Fixture remains as is 5 Barracks – Restroom #1, Sink No Change Light Use Fixture remains as is 6 Barracks – Restroom #1, Toilet No Change Light Use Fixture remains as is 7 Barracks – Restroom #2, Shower No Change Light Use Low Flow Shower Head

8 Barracks – Restroom #3, Sink No Change Light Use Fixture remains as is 9 Barracks – Restroom #3, Toilet No Change Light Use Fixture remains as is

10 Barracks – Clothes Washer No Change Light Use Appliance remains as is

NOTE: This site has minimal water usage from the fixtures listed in the above table. Most of the water consumption is from filling of the fire engine and washing fire equipment. Therefore, we do not recommend any fixture changes for this site.

C. Generator

There is one (1) Cummins model #GGMA-5936770 propane powered generator that has a nominal nameplate ‘standby’ rating of 20-kW and ‘prime’ rating of 18-kW ‘before’ being de-rated for an elevation of 3,650 feet. Cummins literature states to apply a de-rate factor of 4% per 1,000 feet of elevation gain, therefore the de-rate on the 20-kW ‘standby’ rating correlates to 17.2-kW and 15.5-kW for the ‘prime’ rating. The generator provides for 120/240- volt, 1-phase power. ‘Prime’ maximum amps would be 71.5 at 17.2-kW and 64.5 amps at 15.5-kW at full load. NOTE: This generator was replaced in November, 2018 with a new Cummins model C20 N6 (nominal 20-kW, 120/240V, 1-ph., standby generator).

The annual generator maintenance costs will vary year-to-year. The information provided by the Forest Service indicates an annual cost of $3,000. We have only stipulated an average of $3,000 per year as we do not have actual invoices from expenses incurred. We would expect on-going maintenance costs of this value or greater per year.

D. Fuel – Propane

The table below summarizes Trane’s inventory of propane consuming devices for the site:

Trane received actual propane fuel bills for the previous 3-year period at this site. The U.S.

Forest Service has varying estimates for fuel costs year-to-year in the original data provided in solicitation Excel data chart. We have stipulated and used $24,186 per year of annual fuel costs (based upon previous 2013-15 fuel bill data provided) and the actual fuel bills to substantiate these costs. The estimated cost/hour to operate is $3.75/hour. Annual maintenance costs average $3,000.00/year.

The following Forest Service ENABLE AFFECT table is provided with older fuel data values as shown below from the fall of 2013 to the fall of 2014, which did not correlate to actual fuel bills:

Cleveland Forest Fuel Consumption

2012 (Oct2012-Sept2013) No Info Propane No Info 2012 (Oct2013-Sept2014) 5,772.3 Propane $24,186.76

E. Other ECMs and Considerations

This site does experience some ‘snow’ conditions and may receive 4 to 8-inches of winter snow conditions at this elevation of 3,650 feet in a normal winter. The snow would melt relatively soon after a storm due to this lower elevation.

IV. Sustainable / Solar Siting Considerations

The Pine Hills Fire Station NEPA(National Environmental Policy Act) document suggests that the solar system be ground mounted behind the Engine Bay building and just west of Generator Building in an open area with good southern exposure.

Upon further consideration of a ground mounted system versus a mobile Solar PV system, we are recommending the mobile PV solution. This will eliminate the need for underground conduits, trenching, fencing and other job costs. A mobile solution provides similar kW production as a ground mounted system with the ease of mobility and modularity. See aerial shot on the next page showing site layout and surrounding environment.

Location is suitable for a mobile solar PV solution and would potentially avert NEPA (National Environmental Policy Act) further review. We are not aware of any special requirements for mobile PV solutions relating to the NEPA and the Forest Service would need to confirm our assumptions of a modular system. Our site visit indicates no rationale for other siting.
