About this file
This is an Operation & Maintenance Manual for an off-grid renewable energy project completed at Black Rock Fire Station in Sequoia National Forest, prepared by Trane U.S. for the USDA Forest Service under ESPC Contract GS-07F-0248K/AG-9A40-D-15-0007.
The project, installed and commissioned on December 14, 2018, integrates a mobile solar photovoltaic (PV) system with LED lighting upgrades across multiple facility buildings. The mobile solar system consists of one MS-225-R3.240 battery/inverter trailer (24 kW AC output, 240 kWh lithium battery capacity) and four SA-24 PV panel trailers (each with 24 × 335-watt LG panels producing 48 kWh/day), designed to meet an average daily load of 126.1 kWh with 210 kWh/day system capacity. The system is sited behind the two barracks buildings on a 24-foot by 14-foot concrete pad, with SA-24 trailers anchored via outrigger jacks to concrete ballast pads. LED lighting upgrades include replacements throughout the Visitor Center, Fire Engine Bay, two Barracks buildings, Multi-Purpose Building, Generator Building, and support structures, utilizing fixtures from manufacturers including GE (A-Line lamps), Eaton Lumark (Crosstour wall packs), Metalux (24CZ troffers, WNLED and WSNLED wraparounds), and various LED modules in 3000K–5000K color temperatures. The manual documents electrical interconnection via underground PVC conduits, wiring schematics, photometric data, and product specifications. A one-year construction warranty period ran from December 14, 2018 through December 14, 2019 with no equipment failures reported; extended product warranties are manufacturer-specific. Contact information for Trane U.S. service and warranty support is provided, along with commissioning documentation signed by Forest Service and Region 5 personnel.

Overview of Project (Trane ‘White Paper’)
SECTION 2
The following pages consist of the Trane ‘White Paper’ which provides for information concerning the Black Rock Fire Station as ‘it was’ before the ENABLE project was implemented and the inventory of the existing equipment (electrical, lighting, generator, water, fuel usage, etc.).
In the white paper there is information on the recommendations for the constructed project in regards to the Mobile Solar PV system sizing and siting. Also, the existing lighting and LED
Lighting related work is inventoried. This document is a useful reference for the Black Rock F.S.
site.
This document is important as it provides background knowledge of the site, and the inputs of information into IGA survey that Trane performed.
We also recommend that the final ‘Construction’ drawings in this manual be referenced for actual final installed products and details.
Contract # AG-94A40-D-15-0007 for
U.S. Forest Service ESPC ENABLE AFFECT Off-Grid Renewable Energy Project
Black Rock Work Center – Sequoia National Forest
Updated 11-28-19
On October 30, 2015, Trane did a site walk visit for the IGA Audit data collection at the Black Rock Work Center. The site was in operation during our visit. We met with several Forest Service members at the site that were knowledgeable as to facility operations. We were able to see the generator in operation and also inventory all of the lighting, appliances, etc.
We are providing Trane’s findings from the U.S. Forest site visit in the following five (5) Section elements: I. Location, II. Site Overview, III. Investment Grade Audit (IGA) Site Visit Findings, IV. Sustainable / Solar Siting Considerations and last, Appendix – Pictures.
I. Location
The Black Rock Work Center facility is located nearly 90 miles east of Porterville, CA. The site is at an elevation of 8,150 feet and experiences snow in the winter months. The best way to reach the site is to leave from Porterville, CA travelling ‘south’ on S. Plano Street which turns into Avenue 116, then into Road 264 (known as Old Stage Coach Road).
About 20 minutes later you will turn slight left at Fountain Springs onto ‘east’ Hot Springs Road. You will pass Hot Springs and continue onto Parker Pass Road for a long time (and also pass the Great Western Divide, stay right).
Eventually you will reach the small town of Johnsondale and continue on (which now becomes M-99 or Kern Highway). Eventually you will cross a bridge across the Kern River and shortly thereafter make a ‘left’ onto Sherman Pass Road. Sherman Pass Road winds uphill for quite a while until you are up over the pass. Continue on Sherman Pass Road which takes you right to the Black Rock Work Center. From Johnsondale to Black Rock it is about 35 miles. This is a long ride from Porterville to Black Rock with narrow roads and lots of turns. Basically you are climbing 8,000 feet in elevation from start to finish. From Porterville in total it is about 2 to 2-1/2 hour drive.
II. Site Overview
Black Rock Work Center is open and typically used from May through the end of September (153 days). It is not used in the winter months, except at times for winter checks of the facility by the Forest Service. Winter access is limited due to the snow conditions (i.e.: from October through April). The site has: a Visitor Center; Fire Engine Bays with an Office; two (2) large Barracks; a Multi-Purpose building; Cold Storage Building and a Generator Building along with several smaller out buildings for storage and fueling supplies including trailer parking areas for USFS personnel in the summer periods.
Visitor Center has a small inside public area with counter where maps and small items are for sale. A smaller office area and restroom are in the back of the building. There are ceiling T12 fluorescent light fixtures inside and several exterior light fixtures on the front porch and back of the building.
Fire Engine Bay and Office Building is a large facility with a small office area. There are three (3) engine bay roll-up doors. Most all of the lighting is T8 fluorescent light fixtures inside and several exterior light fixtures. There are main radio operations in this building also. A propane vertical air handler heater is located in an HVAC closet on the south exterior side of the building.
Barrack Buildings, there are two (2) basically identical buildings which include bedrooms and bathrooms with multiple showers, sinks and toilet facilities in each. An indoor central heating system using propane is located in each building in an HVAC closet inside each barracks.
Multi-Purpose Building is a large building with large kitchen area, storage areas, with multiple large refrigerator and freezers in a single room and a large living room and game areas. A central heating system using propane is located in an HVAC closet inside the building.
Cold Storage Building is next to the Generator building and it contains a walk-in cooler box run on a refrigeration system. We were told this is sometimes (rarely) used to store deer or bear that were shot illegally and kept for evidence by the Fish & Game. It was not running during our visit and we were told it has not been operated for several summers.
Generator Building has two (2) 30-kW Cummins generators that operate from propane.
Only one generator runs at a time and they are typically rotated when needed. It is estimated the generator currently operates 24/7 during the operating season (i.e.: May through October) and is turned off in the winter months unless someone from the USFS visits the site. There are three (3) large propane tanks piped to the generator building and all of the other buildings at the site for heaters, gas stoves, and other propane consuming appliances such as refrigerators.
Out-Buildings, there are a couple of smaller buildings at the site which include: a small Fuel Gas House Building and an old Storage Building behind the Barracks buildings. The Fuel Storage is like a small gas station for fueling vehicles and has several exterior and interior lights. The Storage Building has a few T12 fluorescent fixtures inside. The trailer parking areas behind and to the east of the facility have electrical hook-ups run from the generator.
There is a well pump that feeds water to a large storage water tank up on the hill. The domestic water to the site is gravity fed from the storage tank.
III. Investment Grade Audit (IGA) Site Visit Findings Findings from the site visit is subdivided by primary Energy Conservation Measure categories, power generation and fuel. Photo documentation from the site visit are provided in the Appendix.
A. Electrical
The following electrical loads currently exist at the Black Rock Work Center site:
Electrical Notes
(1) Based upon above ‘current loads’ and field observations this site has varying loads and typically has light generator loads.
A diversity of operating loads and times of use was seen. Measurements of the total watts during our visit varied from
3,500 to nearly 15,000 watts (including having the future well pump, facility lighting and appliance loads ‘ON’).
(2) During field site visit while watching the generator operating we observed at the generator display panel a load of 3,527 kVA. It should be noted there may have been some minor loads that were not able to be turned ‘ON’ during this test as the site was not fully occupied.
(3) All CFL’s and incandescent lamps would be changed to LED lamps. This will significantly reduce overall lighting loads.
(4) Multi-Purpose & Engine Bay & Barracks exterior metal halides will be changed to LED wall pack type of fixtures.
(5) T12 fixtures will be replaced with LED fluorescents. T8 fixtures will have new LED lamps.
(6) All appliances remain ‘as is’ (i.e.: no change in load wattages).
(7) A mobile solr PV system would eliminate the need for a separate building for the batteries, need for fencing and any underground conduits and wire.

NOTE: The water storage tank at this site is a gravity feed to the buildings. The well pump typically is operated once a week to top the water tank. Most of the water usage at this site is from filling the fire engine tanker or washing of fire equipment, hoses, etc. Therefore, we do not recommend any fixture modifications or changes at this site.
C. Generator
The two Cummins model #GGMC-1209368 propane powered generator(s) have a nominal nameplate rating of 30-kW ‘before’ being de-rated for an elevation of 8,150 feet. Cummins states the de-rate is 4% per 1,000 feet of elevation gain, therefore the de-rate on the 30-kW generator allows for approximately 20.4-kW maximum output at 120/240- volt, 1-phase equivalent to a maximum of 90.2-amps at full load.
The annual generator maintenance costs will vary year-to-year and we have only stipulated an average of $2,000 per year as we do not have actual invoices from expenses incurred. The generators appear to be relatively new so we would expect minimal costs incurred at this time per year.

Trane did not receive actual propane fuel bills for the previous 3-year period at this site.
The U.S. Forest Service has varying estimates for fuel costs year-to-year in the original information provided in the Excel data chart. We have stipulated and used $25,300 average per year of annual fuel costs (based upon 2011-14 data provided) however there are no actual fuel bills to substantiate these costs for 2015. Estimated cost/hour to operate is $5.73/hour.
The following Forest Service ENABLE AFFECT table (see next page) is provided with dated values as shown below from the fall of 2011 to the fall of 2014:
Sequoia Forest Fuel Consumption
Fuel Fuel Cost Notes
Black Rock F.S. Gallons Type $ Dollars
2012 (Oct2011-Sept2012) 6289.9 Propane $21,614.33 The fuel use in this table correlates closely to fuel bills.
2012 (Oct2012-Sept2013) 7731.3 Propane $28,053.20 2012 (Oct2013-Sept2014) 7490.4 Propane $26,231.68
Note: We used the average of the above fuel bills in this table provided with the IGA documents in the RFQ package for the IGA Audit.
E. Other ECMs and Considerations
This site does experience ‘snow’ conditions and may receive 3 to 5 feet of winter snow conditions at this elevation of 8,150 Ft.
IV. Sustainable / Solar Siting Considerations
The Black Rock Work Center NEPA (National Environmental Policy Act) document suggests that the solar system be ground mounted behind the Barracks buildings.
Our recommendation is to utilize a mobile solar PV system. This will avoid the need for trenching and underground conduits from PV field to generator building (blue dashed line).
Instead portable power cables run on the ground surface will reduce cost and supply similar results in power production.
While our site visit confirms it is an open area, the lack of proximity to the generator location will allow for portable power cables to be run to the generator building from the mobile solar PV system.
GPS coordinates: 36°05’ 40.34” N, 118°15’ 50.43” W
NOTE: Any tree removal is presumed to be by the Forest Service. There may additional trees in the area requiring removal so that the PV arrays and trailers are able to receive direct sunlight throughout the daylight hours for best performance.

ON EXISTING ASPHALT BASE.
General Concrete Preparation & Placement Notes:
1) Site preparation – Currently there is an asphalt base material in the area where the Mobile Solar PV system will be placed (behind the Barracks buildings). This provides for a solid base for the system to be installed upon.
2) The SA-24 Mobile Solar PV panel trailers will be positioned and set onto the existing asphalt surface. Each SA-24 PV Panel trailer has six (6 each) outriggers that will be extended once unit is placed and six (6 each) 36” x 36” x 12” concrete ballast pads will be placed for each trailer. The concrete ballast pads will be anchored via the outrigger foot with Red Head anchors (2 each) ½” x 6-inch wedge anchor.
3) The MS-225 battery trailer will have a concrete slab cast-in-place provided under it. The concrete slab will be 24’-0”L x 14’-0”W x 8"H. The rebar mat will be 16” O.C. each way of #4, grade 60 rebar will be installed. Field verify, the subbase below the slab is asphalt previously placed.
4) Concrete mix design is provided under separate submittal cover for reference (see 711 Materials, Inc.). The mix design will be a 2,500 psi mix with a cement hydration stabilizer / set retarding admixture.
5) A concrete washout for any concrete work will follow standard protection & containment practices leaving no trace of concrete. The concrete washout will be lined.
6) After completion of concrete work the area will be cleared up and any debris removed from the site and properly disposed of.

SPECIFICATION FEATURES
Construction Slim, low-profile LED design with rugged one-piece, die-cast aluminum hinged removable door and back box. Matching housing styles incorporate both a small and medium design. The small housing is available in 12W, 18W and 26W. The medium housing is available in the 38W model.
Patented secure lock hinge feature allows for safe and easy tool-less electrical connections with the supplied push-in connectors. Back box includes three half-inch, NPT threaded conduit entry points. The universal back box supports both the small and medium forms and mounts to standard 3-1/2” to 4” round and octagonal, 4” square, single gang and masonry junction boxes. Key hole gasket allows for adaptation to junction box or wall. External fin design extracts heat from the fixture surface. One-piece silicone gasket seals door and back box. Minimum 5” wide pole for site lighting application.
Not recommended for car wash applications.
Optical Silicone sealed optical LED chamber incorporates a custom engineered mirrored anodized reflector providing high-efficiency illumination. Optical assembly includes impact-resistant tempered glass and meets IESNA requirements for full cutoff compliance. Available in seven lumen packages; 5000K, 4000K and
3000K CCT.
Electrical LED driver is mounted to the die-cast housing for optimal heat sinking. LED thermal management system incorporates both conduction and natural convection to transfer heat rapidly away from the LED source. 12W, 18W, 26W and 38W series operate in -40°C to 40°C [-40°F to 104°F]. High ambient 50°C models available. Crosstour luminaires maintain greater than 89% of initial light output after 72,000 hours of operation. Three half-inch NPT threaded conduit entry points allow for thru-branch wiring. Back box is an authorized electrical wiring compartment.
Integral LED electronic driver incorporates surge protection. 120- 277V 50/60Hz or 347V 60Hz models.
Finish Crosstour is protected with a Super durable TGIC carbon bronze or summit white polyester powder coat paint. Super durable TGIC powder coat paint finishes withstand extreme climate conditions while providing optimal color and gloss retention of the installed life.
Warranty Five-year warranty.
