About this opportunity
The Department of the Army New York Army National Guard seeks Periodic Health Assessments (PHA) and Mental Health Assessments (MHA) services for service members throughout New York State under a Firm Fixed Price IDIQ contract (solicitation W912PQ26QA031), with quotes due August 27, 2026, at 9:00 a.m. ET and questions due August 18, 2026, at 3:00 p.m. ET. This is a total small business set-aside; the source material also identifies a women-owned small business (WOSB) 100% preference designation.
Place of performance is Camp Smith Training Site in Cortlandt Manor, New York, and other state and federal military installations throughout New York State. Services must be delivered in-person, seven days per week (0700–1800 hours, excluding federal holidays). The contractor must staff to process over 300 soldiers per eight-hour period at a recommended 40:1 provider-to-soldier ratio. All contractor personnel require Common Access Cards (CAC), background investigations (NACI minimum), Awareness Training Level 1, iWATCH security training, and information assurance and HIPAA training. Medical providers must be licensed (MD, DO, NP, or PA); preference is given for military or related experience. The contract ceiling is $997,000 for a five-year ordering period (September 28, 2026, through September 27, 2031). Task orders range from $2,500 minimum to $350,000 maximum per order. Estimated annual volume is 2,700 exams. NAICS code is 621112 with a $13.5 million size standard. Service Contract Act wage determinations 2015-4187 (Westchester) and 2015-4143 (Albany) apply.
Evaluation weighs price first; the apparent lowest-price proposal is then assessed for acceptability under five technical factors: Technical Approach and Understanding, Key Personnel Qualifications and Experience, Quality Control, Insurance and Indemnification, and Past Performance. Professional liability insurance of $1,000,000 per claim and $3,000,000 aggregate is required; cyber liability coverage is also mandated. Award will be made without discussions to the lowest-priced acceptable offeror unless the Government determines discussions or award to another offeror results in best value. Amendment 0001, effective August 20, 2026, adds a Travel CLIN and updates evaluation and contract requirement documents; signed amendments must be submitted with quotes.
