About this opportunity
The Norfolk Naval Shipyard (NNSY) is seeking shuttle services to transport personnel throughout their facility in Portsmouth, Virginia. The Department of the Navy Naval Sea Systems Command is procuring commercial transportation services consisting of four 15-passenger vans with drivers operating two routes - an installation route and a Controlled Industrial Area (CIA) route - from 0500 to 1700 hours each weekday. Contractors must provide qualified drivers who are U.S. citizens with valid driver's licenses and clean driving records, while vehicles must be less than seven years old and equipped with functioning air conditioning. The government will evaluate proposals based on three factors: Technical Capability, Past Performance, and Price, with award going to the responsible offeror receiving acceptable ratings in technical and past performance while providing the lowest evaluated price. The original proposal deadline was extended to August 12, 2025 at 5:00 PM EDT, with questions having been due by August 5, 2025.

This requirement will be solicited as a 100% total Women Owned Small Business set-aside. The North American Industry Classification Standard (NAICS) code applicable to this procurement is 485999. The small business size standard is 19.0 (millions of dollars). The product Service Code is V212.
Period of performance is one (1) base year and one (1) option year anticipated to begin September 30th, 2025 through September 29, 2027.
