About this opportunity
The Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia, under the Department of the Navy Naval Sea Systems Command, is conducting a Sources Sought notice for shuttle services to support shipyard operations. The procurement seeks a contractor to provide four 15-passenger vans with drivers to operate two designated routes - an Installation route and a Controlled Industrial Area (CIA) route - serving personnel transportation needs from 0500 to 1700 hours on weekdays. Key requirements include U.S. citizen drivers with valid licenses and clean driving records, vehicles less than seven years old with functioning air conditioning, and strict adherence to naval shipyard security protocols including restrictions on portable electronic devices and photography. This market research effort aims to determine the availability of responsible sources and assess whether the procurement can be structured as a competitive acquisition or small business set-aside under NAICS code 485113 (Bus and Other Motor Vehicle Transit Systems) with a $32.5 million size standard. Interested vendors must submit capabilities statements, rough order of magnitude pricing estimates, and confirm availability by 1:00 PM on June 2, 2025, to the designated contracting personnel.
No set-aside designation has been established for this procurement, as the government is using this Sources Sought to determine the appropriate acquisition strategy, including the potential for a total small business set-aside. The solicitation documents indicate that an incumbent service provider currently exists for these shuttle services, though the incumbent is not specifically identified by name. The contract structure anticipates a Firm Fixed-Price arrangement with a one-year base period from September 2, 2025, through September 1, 2026, plus one 12-month option year. The service requires four vehicles operating daily shuttle routes within the naval facility, with drivers responsible for maintaining route schedules, completing shuttle logs, and ensuring passenger safety while adhering to stringent security requirements. The anticipated start date for services is September 2, 2025, with the government seeking to identify qualified contractors capable of performing 100% of the required transportation services.
