About this opportunity

The Federal Highway Administration (FHWA) is seeking a contractor for a comprehensive pavement preservation project across 13 National Park Service sites in New Mexico. The solicitation covers crack sealing, patching, chip seal and micro surface treatments, and pavement marking for 33.49 miles of roadways in various national monuments and parks. This project will be procured through the Western Region Pavement Preservation Multiple Award Task Order Contract (MATOC), with only pre-qualified IDIQ contractors eligible to bid. Technical questions were due by January 9, 2025, with proposals required by January 16, 2025. The evaluation will focus on the lowest combined bid for the base schedule and two option schedules, with contractors required to submit a subcontracting plan including minority participation goals ranging from 38.3% to 45.9% depending on the county.

The project has no specific small business set-aside and will be open to all qualifying MATOC contractors. The estimated contract value ranges between $5 million and $10 million, with work targeted for completion in Winter 2025. The project spans 12 New Mexico counties, including Bernalillo, Catron, Cibola, Eddy, Mora, Otero, San Juan, San Miguel, Santa Fe, Socorro, Torrance, and Union. Locations include notable national parks and monuments such as Aztec Ruins, Carlsbad Caverns, Capulin Volcano, Chaco Culture, El Malpais, and White Sands. The contract includes one base schedule plus two additional option schedules, providing flexibility for the government's specific maintenance needs across these diverse national park sites.
