About this opportunity
The Bureau of Reclamation seeks fire extinguisher and CO2 cylinder maintenance services at its Northern California Area Office, with quotations due June 17 at 3:00 p.m. PDT. This procurement is a total small business set-aside, foreclosing competition outside that category.
Place of performance encompasses multiple NCAO facilities across the Northern California region. The contractor must provide comprehensive maintenance and certification for approximately 216 CO2 cylinders (75 lbs. each) and 250 portable fire extinguishers (up to 30 pounds). Services include transportation, filling, hydrostatic testing, semi-annual weight inspections, annual inspections, internal maintenance, and on-call refill services. All work must comply with NFPA standards, California State Fire Marshal requirements, and applicable Federal standards, performed by California State Fire Marshal-certified inspectors.
The contract runs five years: a base year from June 26, 2026 through June 25, 2027, plus four option years. Base year CO2 cylinder work consists of on-call services (20 cylinders) and semi-annual weight inspections. Portable fire extinguisher work includes annual inspections (250 units), maintenance with internal inspection (45 units), hydro testing (50 units), and on-call services (5 units). All unit prices must be firm-fixed throughout the contract duration. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services, with a $19.5 million size standard.
Award evaluation weighs technical capability, past performance, and price. Contractors must submit completed pricing schedules for both CO2 and portable fire extinguisher services, technical capability documentation demonstrating industry-applicable licensing and staff qualifications, and current SAM registrations. Contractors must acknowledge receipt of Amendment 0002 (SF-30) with their quotation. A mandatory site visit is scheduled June 3 at 1:00 p.m. PDT at Shasta Dam Office, Shasta Lake, California; advance RSVP is encouraged but not required. Questions were due June 9. The Service Contract Act applies; prevailing wage rates are established for Shasta County, California.
