About this opportunity

The U.S. Fish & Wildlife Service, San Luis National Wildlife Refuge, Region 8, seeks contractor rehabilitation of its Visitor Center fire protection and domestic water systems under a Total Small Business set-aside, with questions due November 16, 2026 and proposals due November 30, 2026.

Work is performed at the San Luis National Wildlife Refuge Visitor Center, 8975 Wolfsen Road, Los Banos, California 93635, approximately 10 miles west of Los Banos. The estimated construction magnitude is $200,000.00 to $225,000.00. Performance is 180 days from Notice to Proceed, with the contractor commencing within 10 calendar days of award per the attachment summary and a project schedule due 15 days from NTP.

The solicitation has three base bids and one option. Base Bid 1 covers a fire system assessment, including camera inspection of compromised piping and an assessment report to USFWS. Base Bid 2 covers sprinkler repairs, a UL/FM-listed fire pump, and hydrostatic testing at 200 psi for 2 hours. Base Bid 3 covers water system repairs, including a UL 508A smart-flow panel, conversion to an on-demand booster pump, lead-free hose bibs, and backflow preventer repairs. Option A replaces 2 non-flushing urinals, 4 electronic faucets, and 3 automatic flush valves. Offerors must hold California licensure and certifications for water system repairs and sprinkler systems. Work must comply with NFPA 13, 20, 25, and 72, AWWA M14, and ASSE standards, and potable components must be NSF certified. The contractor must give 30 days' notice for water shutdowns exceeding 48 hours and notify the Contracting Officer Representative and Refuge Manager 7 days before on-site arrival.

The combined synopsis requires a bid bond. It also requires payment and performance bonds within 10 calendar days of award because the project exceeds $150,000.00. The attachment summaries describe a firm-fixed-price award under Lowest Price Technically Acceptable evaluation, with technical capability rated acceptable/unacceptable and price evaluated as fair and reasonable. The combined synopsis instead describes award based on technical approach and price. The attachment summary states no bid guarantee is required, which conflicts with the combined synopsis. The submission email address also differs between the notice and the attachment summary, so verify both before submitting. A site visit is scheduled for 9:00 AM PST on November 10, 2026. NAICS is 238220, the small business size standard is $19.0 million, and PSC is Z2JZ. No incumbent is named.
