About this opportunity

The Space and Missile Systems Center is seeking proposals for two requirements contracts to provide launch services for multiple National Security Space missions annually from fiscal year 2020 through fiscal year 2024. Offerors must demonstrate the capability to integrate national security payloads and deliver them to required low earth orbit, geosynchronous transfer orbit, geosynchronous orbit, and polar orbits on schedule and with high reliability. Proposals will be evaluated based on technical approach, past performance, pricing, and risk mitigation. The deadline for questions is August 1, 2019 and completed proposals are due August 12, 2019.

This solicitation has no set-aside designations. The NAICS code is 481212 for Space Vehicle Launching Services with a small business size standard of 1,500 employees. While the incumbent providers are United Launch Alliance and SpaceX, the agency encourages responses from small disadvantaged businesses. Update #1 ·

The Space and Missile Systems Center (SMC), Launch Enterprise Systems Directorate (LE), Los Angeles Air Force Base, CA is releasing a Request for Proposal (RFP) for the National Security Space Launch (NSSL) Phase 2 Launch Service Procurement (LSP). The RFP is included as an attachment to this announcement. The solicitation implements the strategy to ensure delivery of national security satellites to the desired orbit, on schedule, and with high reliability. The approach will address the following priorities: achieve assured access to space (AATS), maintain mission success, transition off non-allied propulsion systems (e.g., Russian built RD-180 engine), improve program affordability, foster long-term domestic competitive environment, mitigate satellite integration costs and redesign impacts, and budget for and procure launch services on time. SMC will award two requirements contracts for launch services delivering multiple National Security Space (NSS) missions with annual ordering periods from Fiscal Year (FY) 2020 through FY 2024.
All additional sensitive RFP documents and any amendments to the RFP will be posted to the Phase 2 LSP Bidder's Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed on this solicitation and signing a non-disclosure agreement prior to being granted access.
