1. Model Contract:

i. Added “The Government can unilaterally exercise all proposed pricing incorporated in the contract.”
b. CLINs 0002(c) and 0010(c):
i. Added “As needed, these Mission Unique Services will be identified by the
Government at the time of the Launch Service order. Mission Unique items H and AB will be ordered at the time of the Launch Service order. Mission Unique items S.0, T.0, and U.0 will be ordered NLT L-18 months. The Government reserves the right to order all other additional unique services for a specific mission until L-12 months for that mission.”
c. Clause 52.212-04 Addendum (ff):
i. Was: Contractor may not enter into a subcontract valued in excess of $3,000,000 or five percent of the task order value, whichever is lesser, with a contractor included on the Space and Missile Systems Center Contractor Responsibility Watch List without first obtaining the consent of the Procuring Contracting Officer.
ii. Is: Consent to Subcontract with contractors on the Contractor Responsibility Watch List (CRWL) - Consent to subcontract is required for each subcontract with an anticipated value in excess of $3,000,000 or five percent of the prime contract value, whichever is lesser, when the prospective subcontractor is listed on the Air Force Space Contractor Responsibility Watch List in accordance with SMCI 64- 101 and the FY18 National Defense Authorization Act, Section 1612.

5. Instructions to Offerors:
a. Paragraph 6.5.1.1.2:
i. Was: The Offeror shall describe its approach to providing mechanical interfaces to the SV-provided MSE as described in SIS Rev C, Appendix A, paragraph A.8 and Phase 2 GEO 2 IRD, paragraphs 3.1.6 and 3.2.3.2. The Offeror shall describe analysis demonstrating that the mechanical interface is able to withstand launch and ascent loads while maintaining adequate positive clearance between the retracted MSE and the SV during all applicable flight events. The Offeror shall describe its approach to facilitate MSE installation by the Launch Service Integration Contractor (LSIC) during the encapsulation process. The Offeror shall describe its capability to issue the MSE arm and fire discrete commands, including timing of MSE firing commands to support MSE release.
ii. Is: The Offeror shall describe its approach to providing mechanical interfaces to either the SV-provided MSE as described in SIS Rev C, Appendix A, paragraph A.8 and Phase 2 GEO 2 IRD, paragraphs 3.1.6 and 3.2.3.2, or an LV-provided solution to the MSE described in the respective SIS and IRD paragraphs previously cited. The Offeror shall describe analysis demonstrating that the mechanical interface is able to withstand launch and ascent loads while maintaining adequate positive clearance between the retracted MSE and the SV during all applicable flight events. The Offeror shall describe its approach to facilitate MSE installation by the Launch Service Integration Contractor (LSIC) during the encapsulation process. The Offeror shall describe its capability to issue the MSE arm and fire discrete commands, including timing of MSE firing commands to support MSE release.
6. Attachment 6 Evaluation Criteria:
a. Paragraph 2, Basis for Contract Award:
i. Was: This is a best value tradeoff source selection conducted IAW FAR subpart 15.3, Source Selection, as supplemented by the Defense FAR Supplement (DFARS), the Air Force FAR Supplement (AFFARS), and Department of Defense (DoD) Source Selection Procedures dated 31 March 2016. The Government will select for award the two Offerors that, when combined, represent the overall best value to the Government. Of these two Offerors, the one who provides the overall best value to the Government will be awarded the requirements contract for “Requirement 1.” The other Offeror will be awarded the requirements contract for “Requirement 2.”
The “Requirement 1” or “Requirement 2” launch service distributions are described in Table 1 in 52.212-4 (z) Ordering, in the model contract.
The Offerors will need to be deemed responsible IAW FAR subpart 9.1, as supplemented by DFARS and AFFARS, and proposals must conform to the solicitation's requirements to be eligible for award. While the Government will strive for maximum objectivity in its evaluations, the source selection process, by its nature, is subjective, and, therefore, professional judgment is implicit throughout the entire process.
ii. Is: This is a best value tradeoff source selection conducted in accordance with FAR subpart 15.3, Source Selection, as supplemented by the Defense FAR Supplement (DFARS), the Air Force FAR Supplement (AFFARS), and Department of Defense (DoD) Source Selection Procedures dated 31 March 2016. The Government intends to award two requirement contracts as a result of this competition, using a best value basis. The Offeror determined to be the best value to the Government will be designated the “Requirement 1” provider. The Offeror determined to be the next best value to the Government will be designated as the “Requirement 2” provider. The Offerors will need to be deemed responsible in accordance with FAR subpart 9.1, as supplemented by DFARS and AFFARS, and proposals must conform to the solicitation's requirements to be eligible for award. While the Government will strive for maximum objectivity in its evaluations, the source selection process, by its nature, is subjective, and, therefore, professional judgment is implicit throughout the entire process. Each Offeror’s proposal will be evaluated independently, on its own merit, according to the evaluation criteria stated in the
RFP.
The “Requirement 1” or “Requirement 2” launch service distributions are described in Table 1 in 52.212-4 (z) Ordering, in the model contract.
7. Polar 2 Interface Requirements Document [In Bidder's Library]
a. Paragraph 3.1.6.1.5.4
i. Was: (U) [SVIRD02612] Prior to SV/LV separation, the SV Auxiliary Antenna shall be pointing at a ground location of 23.095 deg latitude, 134.946 deg longitude for orbit inclination between 76-99 deg and remain in an inertial hold until deactivation of the attitude control system.
ii. Is: (U) [SVIRD02612] Prior to SV/LV separation, the SV Auxiliary Antenna shall be pointing at a ground location of -23.10 degN latitude, 225.05 degE longitude for orbit inclination between 76-99 deg and remain in an inertial hold until deactivation of the attitude control system.
