About this file
This document includes a federal contract opportunity for National Security Space Launch Phase 2 Launch Service Procurement. The Space and Missile Systems Center will award two requirements contracts for launch services delivering multiple National Security Space missions with annual ordering periods from Fiscal Year 2020 through 2024. The solicitation implements a strategy to ensure on-schedule delivery of national security satellites to desired orbit with high reliability. It addresses priorities around assured access to space, mission success, transitioning off non-allied propulsion systems, improving affordability, fostering long-term domestic competition, and mitigating satellite integration costs. Interested contractors may request access to the classified Bidder's Library by contacting points of contact to sign a non-disclosure agreement. Queries should be directed to the Contracting Officer and Specialist provided. This is not a small business set-aside but responses from small disadvantaged businesses are encouraged.

Government Property Form
To Be Provided in Proposal
Creating the GFP Attachment There are four ways for an initiator to create a GFP Attachment in the GFP Module:
• Manual entry of data on the GFP Module web site
• Upload specific populated Excel template available for download from the GFP Module
• Reuse and modification of an approved GFP Attachment in the GFP Module
• XML submission (machine to machine)
The Initiator will identify the Approver organization Department of Defense Activity Address Code (DoDAAC) and optionally, one or more Review DoDAACs.
There are mandatory fields on the GFP Attachment which are identified by asterisks. Some fields are conditional (meaning if one field is populated then a related field becomes required). Please see the Appendix to the GFP Attachment training for individual field size and format requirements. If you are copying data from another source into the GFP Attachment Excel template, copy “values” only (the icon with “123” on it). The GFP Attachment Excel template structure cannot be modified.
