The purpose of this notice is to issue Amendment 0002 to Solicitation W91238-13-R-0032 Napa River Bypass.
Please note the following:
1) Site Visit: The Site Visit has been changed to October 9, 2013. Location and meet-up time remains unchanged;
2) Bidder's Inquiry: The Bidders' Inquiry system will remain open until October 18, 2013;

This acquisition is proceeding as a Total Small Business set-aside Request for Proposal (RFP).
Estimated Cost Range is between $10,000,000 and $25,000,000.

Project Description:
Upon completion, the Napa River/Napa Creek Flood Protection Project will provide 100-year flood level protection to the City of Napa while also enhancing the river's natural processes and features. Under current conditions, the Napa River Oxbow does not have sufficient capacity to convey large flood flows. Consequently, large flows pass over the oxbow reach and flood the Soscol Gateway area. The purpose of the Dry Bypass will be to convey a large portion of the Napa River flood flows around the oxbow reach. Because the Dry Bypass will remain dry throughout most of the year, public access and recreation during non-flood periods will be available. The Dry Bypass conceptual plan (HDR/WEST, 2010) described how the project would function hydraulically while also providing an aesthetically pleasing open space in downtown Napa. The bypass area will include a trail and walkway system to provide access to recreational facilities. These facilities will include kayak launch and recovery areas, grassed picnic and activity centers, and other park facilities. The proposed energy dissipater, located on the downstream side of McKinstry Street, will include additional space for public events and an amphitheater.
The RFP is anticipated to be issued on or about 6 August 2013.
The site visit/pre-proposal conference date, time and location will be identified in the solicitation.
