About this opportunity

Naval Facilities Engineering Command seeks design-bid-build or design-build proposals under its North Area of Responsibility Multiple Award Construction Contract (MACC) IDIQ for decentralization of steam systems at Naval Health Care New England (NHCNE) in Newport, Rhode Island, with proposals due August 26 at 2:00 PM EST. This solicitation is reserved for seven named MACC contract holders: Benaka Inc., CCI Utility and Construction Services LLC, Kunj Construction Corporation, Ocean Construction Services, PEM-Harkins Joint Venture, Tantara Corporation, and J&J Contractors Inc.

Work encompasses removal of four buildings (23A, 43, 44, and 49) from the centralized Building A6 steam supply system and installation of individual natural gas-fired boilers in each building, plus replacement of domestic hot water heaters in Building 23A. The scope includes trenching and backfilling for natural gas line installation from Third Street to the four buildings, paving restoration, utility meter connections, and gas distribution from exterior meters through building walls to the boilers. Rhode Island Energy will provide gas piping and meter installation under a separate government contract. All new controls must integrate with the existing Johnson Controls Metasys BACnet system. Asbestos abatement is limited to approximately 10 linear feet at the gas line crossing; approximately 6 cubic yards of potentially contaminated soil is budgeted for testing and management per the Soil Management Plan. Base bid work must complete within 365 days of award, with liquidated damages assessed at $576.25 per day of delay. The estimated project cost ranges from $1,000,000 to $5,000,000.

Performance is at Newport, RI. Evaluation is based on total lump-sum price. Award will be made to the responsible offeror submitting the lowest evaluated price. Performance and payment bonds are required within 10 calendar days of award at a minimum of 20 percent of proposed price not to exceed $3 million. Davis-Bacon prevailing wage rates apply per General Decision RI20260001. A mandatory site visit occurred July 22, 2026; base access forms were due July 15. Pre-proposal inquiries were due 10 calendar days before the proposal deadline; 59 questions and responses have been issued. NAICS is 236220, Commercial and Institutional Building Construction; PSC is Y1AA, Construction of Office Buildings. Amendment 0001 extended the proposal due date to August 26 and incorporated revised drawings dated August 5, 2026, soil management plan, ICRA requirements, and final pre-proposal inquiry responses. Amendment 0002 incorporated corrections to pre-proposal inquiry responses.
