About this file

This file is a Pre-Proposal Inquiry (PPI) Response document providing answers to 59 questions submitted by prospective bidders regarding solicitation N4008526R0219 for decentralization of steam systems at Naval Health Care New England (NHCNE) in Newport, Rhode Island.

The project scope includes removal of four facilities (Buildings 23A, 43, 44, and 49) from the central Building A6 steam supply system and installation of natural gas-fired boilers in their place, with Building 23A also receiving replacement domestic hot water heaters. Work encompasses gas line trenching and backfilling, paving restoration, utility meter connections, and gas distribution to installed boilers. Key clarifications address asbestos and lead abatement requirements (limited to specific locations on drawings HM100 and C-109), with approximately 6 cubic yards of potentially contaminated soil to be assumed for bidding purposes. The contractor must integrate all new controls into the existing JCI Metasys building automation system using BACnet protocol, with no new UMCS front end required. Project timeline runs from anticipated start date of September 30, 2026, to completion on September 30, 2027, with the proposal deadline extended to August 26, 2026. Notable administrative clarifications include confirmation that Primavera P6 scheduling software is mandatory, RI Energy (not National Grid) is the serving gas utility with connection points at Third Street, air permits are not required, the contract includes three gas-fired unit heaters in Building A6, and the Government will provide temporary staging areas and coordinate laydown space within the NHCNE perimeter post-award.

J&J Contractors, Inc.p.340Spec 09 90 00 Paints & Coatings1.8.2.dA-1: The abatement specifications do not incorporate a titled, dated asbestos/lead survey, yet Section 09 90 00 states the hazardous-materials list is on the drawings. Will the Government provide the governing ACM/LBP survey report(s) — with material locations and quantities — that the abatement scope and clearance are based on?HM100 (see Rev1 issued with this amendment) indicates hazardous materials locations in buildings. C-109 provides requirements for asbestos abatement for the one location.
J&J Contractors, Inc.Sh. 15/65Drawing C-109 Site LayoutDetail 1 + noteA-2: For the gas-line/steam-trench crossing (CLIN 0001AC), Drawing C-109 shows abating ~10 LF of steam trench and ~10 LF of asbestos-insulated pipe, plus asbestos-containing trench-cover gaskets, but the indexed sheet HM101 "Steam Trench Abatement" is not in the set. Will the Government confirm the full length/quantity of asbestos steam piping and trench to be abated, whether more than one crossing is required, and issue the missing abatement sheet?HM101 is not required for this project. Refer to Detail 1 on C-109. The ONLY asbestos abatement required in the steam trenches is indicated on C-109 at the gas line crossing and as stated on that drawing, approximately 10 LF is the quantity required for RI Energy to install the crossing gas line.
J&J Contractors, Inc.Sh. 1/65Drawing G-100 Cover SheetList of DrawingsA-3: The G-100 List of Drawings enumerates 65 sheets, but Attachment C contains only 53; about a dozen sheets (HM101, HM102, HM103, C-105 through C-108, MD104 through MD108) are struck or absent. Are all missing/struck sheets intentionally deleted and out of scope, and is there any scope on them (e.g., A6 demolition, the west end of the gas route on C-108) the bidder is still responsible for?Missing sheets are intentionally deleted. The strikeouts on the coverpage are there to allow bidders to cross reference the sheets contained in the contract and the sheets not contained in the contract. The original design included additional scope of work that will not be included in this contract.
J&J Contractors, Inc.Sh. 2/65Drawing HM100 Abatement PlanB23A roof noteA-4: Drawing HM100 notes the roof above the B23A mechanical room has asbestos-containing roofing cement, and new roof penetrations will be cut. Will the Government confirm the extent of asbestos-containing roofing/flashing/mastic at every building where roof or wall penetrations occur, and who is responsible for its abatement?HM100 (see Rev1 issued with this amendment) confirms where hazardous materials exist and do not exist in the context of work required in this contract.
J&J Contractors, Inc.p.475Spec 23 09 23.02 BACnet DDC1.1.1.cA-5: Section 23 09 23.02 requires all new controls to be Johnson Controls Metasys (JCI or a JCI-certified ABCS, first tier) tied into the EXISTING front end, while Sections 25 08 10 / 25 10 10 are LonWorks/multi-protocol templates that call for a NEW UMCS front end/server, and 23 09 00 requires an open, vendor-neutral system. Which governs — modify the existing Metasys front end (no new UMCS), or provide a new front end? There are no LonWorks in this project. A new 'front end' is NOT required. All new work shall be tied into EXISTING JCI Metasys network. Provide DDC programming and graphics for all new equipment/systems. Provide full BACnet integration of new work (boilers, pumps, etc.) into existing JCI Metasys network.
J&J Contractors, Inc.p.775-778Soil Management Plan (in Attach. B)Soil handling secs.A-6: The embedded Soil Management Plan (arsenic; NPL/CERCLA site) requires all excavated soil to be staged on plastic, tested (one 10-point composite per 500 tons / 375 CY), and disposed at a licensed facility if it fails, with end-of-job capping and pre-approved clean fill (only under 50 tons / 38 CY is exempt). Will the Government designate an on-base staging/spoil area and confirm the assumptions bidders should use for trench-spoil handling?Areas for temporary staging of soil piles will be coordinated with the Contracting Officer after award, but shall be assumed to be within the Naval Health Care New England perimeter (i.e. close to the excavation). Soil Management Plan provides requirements for soil handling, testing, disposal, etc.
J&J Contractors, Inc.p.176Spec 01 57 19 Temp. Envir. Controls3.5.1A-7: Two-season TAB (Section 23 05 93), witnessed boiler firing at the beginning of each heating season, and preconstruction air permits requiring up to 180 days (notice 6 months before equipment arrives, Section 01 57 19) all imply performance spanning a full heating and cooling season. How does the Government reconcile these with the 365-day contract completion date?Second season TAB is not required. All testing and boiler certification is done at the time of startup.
J&J Contractors, Inc.Attach. D p.1Bid Schedule (Attachment D)CLIN 0001ABA-8: Attachment D (CLIN 0001AB) describes the new gas line "from Third Street," but the drawings route it along Fitzsimmons Road and label the utility "NGRID." Will the Government confirm the gas-main connection point/route, and the split between contractor site/trench work and Rhode Island Energy (formerly National Grid) pipe installation at the fence line? The existing RI Energy natural gas main runs in Third Street, not Fitzsimmons Rd. Tie-ins for this project will be at the Third St main. Drawing C-109 indicates the new gas line originating at "fence line" and proceeding to B23 and B43. Drawing C-110 also indicates new gas line originating at "fence line" in two locations: one that terminates in B49 and one that terminates in B44. The aforementioned gas line details are correct with the following exception: the RI Energy gas line runs parallel to the fence line along Third Street, but is just OUTSIDE the fence line; therefore the Contractor trench starting point in all three locations shall be just outside the fence line in the side walk. Refer to specification section 01 11 00 para. 1.2.1 Project Description for details on the gas line work.
J&J Contractors, Inc.p.277Spec 02 83 00 Lead Remediation1.3A-9: Section 02 83 00 states the lead/cadmium/chromium abatement is "located in Building A6," but A6 is the central plant that stays in service, the A6 lead-abatement sheet (HM102) is one of the missing sheets, and Drawing HM100 instead shows lead-based paint in Buildings 44 (window) and 49 (floor paint and steel trench covers). In which building(s) is lead abatement actually required, and will the Government issue the missing lead-abatement sheet(s)?There is no lead paint 'abatement' or 'remediation' (the original drawing package and design contained requirements for lead abatement in A6, however those deleted drawings and the scope contained in those deleted drawaing are not part of this contract). In this contract, there is work incidental to areas that contain lead paint. Appropriate precautions and worker protection are required (such as shrouded tools with HEPA filtration, PPE, etc.) if any work disturbs a lead-paint covered surface. Refer to HM100 for lead paint info for B23A, B43, B44, and B49 and assume A6 walls, roof deck, and structural steel are covered with lead paint. A6 will not remain in service upon completion of this contract (unit heaters are being added for basic health/safety/freeze protection).
J&J Contractors, Inc.p.320Spec 07 51 13 Built-Up Roofing1.2A-10: Section 07 51 13 specifies a complete four-ply, aggregate-surfaced built-up roof membrane system (with a 20-year NDL warranty), but the demolition note (02 41 00 par. 3.1.3) implies only removing built-up roofing far enough to effect connections with new flashing or roofing at the new penetrations. Is a full built-up-roof replacement in scope, or only patch/flashing at the new vent/intake penetrations?Only patch/flashing at the new vent/intake penetrations.
J&J Contractors, Inc.Sh. 29 & 39/65Drawings MD101 & MD602B43 Demo Work ItemsA-11: The B43 demolition sheets show removal of an existing back-up BOILER, a diesel fuel-oil system (drain diesel; remove tanks, fill/supply piping, and fuel pumps), and a flash tank — none of which exist at the other buildings. Will the Government confirm the fuel-oil tank size(s)/quantity, whether any soil/tank contamination is expected, and reconcile the two different "B43 Demo Work Items" lists (MD101 lists the diesel tanks; MD602 lists the flash tank, each omitting the other)?Consider demo notes on MD101 and MD602 to be a total of the demo required; in other words assume demo of diesel tanks AND flash tank at B43. There is no fuel tank demo at B44, B49, B23A.
J&J Contractors, Inc.Sh. 58, 46, 65/65Drawings M609, M105, E104A6 unit-heater sched./plansA-12: Building A6 scope is contradictory: the mechanical schedule/plan (M609, M105) show three GAS condensing unit heaters (UH-A6-1/2/3) with new gas piping, while the A6 electrical plan (E104) shows three ELECTRIC unit heaters fed from existing panel PP1. M105 also embeds a legacy scanned drawing referencing sheets M-6/M-7/M-9 not in the set. Which unit-heater type is correct, and what is the full A6 scope (A6 is not one of the four named buildings)?Unit heaters are gas. Electrical service is required for the fans. Refer to revised drawing M-105 issued with this amendment.
J&J Contractors, Inc.p.15Spec 01 14 00 Work Restrictions1.2.aB-1: The heating cutover window is capped at 7 days for Buildings 43, 44, 49 and a 3-day holiday weekend for Building 23A, with no more than 2 cutovers per building and cutovers confined to late spring/summer. Can a 3-boiler installation and tie-in for B23A realistically be completed within a single 3-day holiday weekend, or will the Government allow a longer or temporary-heat arrangement?Cutover/outages remain as stated in the contract for 43, 44, 49. B23A can have two 5-day outages if during spring/summer. The Contractor may at their discretion provide temporary heat and hot water as needed to maintain service at no additional cost to the Government.
J&J Contractors, Inc.p.109Spec 01 35 26 Safety Requirements3.2B-2: Utility-outage advance notice is stated as 14 calendar days in Section 01 35 26 (par. 3.2) and 15 calendar days in Section 01 14 00 (par. 1.2.d). Which duration governs?15 calendar days.
J&J Contractors, Inc.p.38Spec 01 32 01.00 10 Project Schedule2.1B-3: Sections 01 32 01.00 10 and 01 32 17.00 20 give conflicting schedule requirements — one allows non-Primavera software (with Government-furnished licenses), the other mandates Primavera P6 and forbids imports; scheduler experience is "2 years" vs. "3 previous P6 schedules." Which controls?Primavera P6 is required. No other software will be allowed.
J&J Contractors, Inc.p.176Spec 01 57 19 Temp. Envir. Controls3.5.1-3.5.2B-4: Are the new natural-gas boilers an air-permitted source at this installation, and if so, does the Government expect the up-to-180-day / 6-month preconstruction air-permit timeline (Section 01 57 19) to run before or after award/NTP?Air permits are not requied for this project.
J&J Contractors, Inc.Sh. 6/65Drawing C-100 General NotesGeneral Note 2B-5: Drawing C-100 Note 2 requires calling DigSafe at least 15 days before construction, while Spec 01 11 00 requires 48 hours notice to the utility locating service. Which applies?15 days.
J&J Contractors, Inc.p.81Spec 01 33 00 Submittal Procedures1.10.c vs 1.10.dB-6: Submittal review time is stated as 14 working days (01 33 00 par. 1.10.c) and 20 working days (par. 1.10.d) in the same section. Which review duration should the schedule reflect?14 days.
J&J Contractors, Inc.Sh. 41/65Drawing M100 B23A Mechanical PlanB23A Constr. SequenceB-7: The B23A construction sequence (Drawing M100) requires relocating the MEDVAC (medical vacuum) unit to a temporary location and then back to its permanent location, which sits over a condensate trench that cannot be filled until all steam equipment is removed. Will the Government define the allowable medical-vacuum interruption/continuity requirements and coordinate the two MEDVAC moves with clinic operations?NHCNE facilities office will actively coordinate this work with the contractor (through the Contracting Officer's representative) post award. Multiple outages will be allowed.
J&J Contractors, Inc.Sh. 44 & 43/65Drawings M103 & M102B44 gas routing / B43 itemsB-8: At Building 44 (an active outpatient clinic) the new interior gas main is routed along the ceiling through occupied Pharmacy, Optometry, Primary Care, and Physical Therapy spaces, and at Building 43 a temporary wall opening must be cut and the existing trophy case relocated. Will the Government define the infection-control (ICRA), interim life-safety, hot-work, and after-hours requirements for work in these occupied clinical areas, and confirm who relocates the trophy case?B44: This is not a clinical area. It is basement storage areas with chicken wire/2x4 framing. No concerns with cutting walls. B43: This is not a clinical area. After-hours work is easily coordinated with NHCNE facilities office (through the Contracting Officer's representative). ICRA limted to trophy area with no impact on life-safety. Government will move the trophy case. ICRA information provided with this amendment.
J&J Contractors, Inc.n/aAttachments B & CTitle blocksC-1: The specifications and drawings are titled "Decentralize Boiler Plant A6" / eProjects 1389839, while the solicitation is N4008526R0219 "Decentralize Steam." Please confirm the spec/drawing set is the correct, complete set for this solicitation. The solicitation number is the governing reference number. Ignore the eProjects number on the drawings. The specification and drawings issued with the solicitation are correct, however refer to revised drawing set issued with this amendment.
J&J Contractors, Inc.p.11Spec 01 11 00 Summary of Work1.2.1C-2: A note states "National Grid" shall be read as "Rhode Island Energy (RIE)" throughout, yet the drawings (including the C-110 trenching table) still show National Grid. Please confirm RIE is the serving utility and the coordination point of contact for the separate gas-installation contract.Any mention of 'National Grid' on the drawings or in the specification shall be interpretted to indicated 'RI Energy.' RI Energy is the serving utility and the coordination point of contact for the separate gas-installation contract.
J&J Contractors, Inc.Sh. 2/65Drawing HM100 Abatement PlanDropped x-ref notesC-3: Several HM100 abatement details display "Missing or invalid reference ... KEY PLAN.pdf," so the floor-plan backgrounds did not publish. Will the Government reissue the affected sheets (and confirm none of the drawing set has similar dropped external references)?Refer to revised HM100 issued with this amendment.
J&J Contractors, Inc.p.712Spec 31 00 00 Earthwork3.9 (blank)C-4: Earthwork par. 3.9 "Special Requirements" is blank, so the gas-line trench geometry (cover depth, width, 6-in. sand bedding, tracer wire) appears only on the RIE "Contractor Trenching Requirements" on Drawing C-110. Do those C-110 criteria govern? And for imported fill, does the earthwork TPH/BTEX/TCLP test regime (par. 2.1) or the Soil Management Plan clean-fill pre-approval govern?Information contained on drawing C-110 from RI Energy, specification section 31 00 00 Earthwork, and the Soil Management Plan are all contract requirements. For any conflicts, the more stringent requirements shall apply.
J&J Contractors, Inc.p.727Spec 32 12 16 Hot-Mix Asphalt3.4, 3.10-3.11C-5: Section 32 12 16 repeatedly invokes a "PERCENT PAYMENT" pay-adjustment paragraph and a "tack coat in accordance with the contract specifications," but the pay-factor/price-reduction schedules and a tack-coat spec section are not present. Please confirm asphalt trench-patch restoration is per the drawing details with a standard tack coat and no density pay-factor deductions on this scope. There is no requirement for percent payment with regard to asphalt. Follow the details on the drawings.
J&J Contractors, Inc.p.134Spec 01 45 00.00 20 Quality Control1.5.2C-6: The commissioning lead is described as a "Commissioning Authority subordinate to the QC Manager" (01 45 00.00 20) and as an independent first-tier "Commissioning Firm" reporting to the COTR (01 91 00.15). Which reporting structure and independence requirement governs? The Commissioning Authority/Agent (CA) is an independent firm hired by the Prime Contractor (first tier). They shall be 'independent' from any other subcontractors on the project. CA shall report to the prime contrator's QC manager for scheduling/coordination, etc., but shall provide independent (i.e. not edited/canceled by the prime's QC) notes/corrections/deficiencies etc. in accordance with their qualified expertise.
J&J Contractors, Inc.p.151Spec 01 50 00 Temp. Facilities3.3.1C-7: Scope references "four buildings" for gas/boilers, but Section 01 50 00 requires temporary utilities for "each of the five buildings." Please confirm the fifth building is A6 (unit heaters) and clarify any A6 temporary-utility or work scope.Temp utilities shall be for 4 buildings (43, 44, 49, 32A). Unit heaters are required at A6 but no temporary utilities are required.
J&J Contractors, Inc.p.476Spec 23 09 23.02 BACnet DDC1.1.1.c (refs)C-8: Several referenced documents are not in the package: the "NSN DDC Standards" document; the OPR/Basis-of-Design Appendices A/B (commissioning); the Submittal Register (Appendix A); the RI "Table 1/Table 2" soil criteria; and the SMP site figure (blank, p.779). Will the Government provide these?(1) NSN DDC Standards Document: document is not available. Contractor shall conform to NSN DDC Standards which is an informal information exchange with the DDC subcontractor at submittal stage. 29J&J Contractors, Inc.p.775 & 778Soil Management Plan (in Attach. B)Cover vs signatureC-9: The Soil Management Plan cover states "Effective February 4, 2026," while its signature block reads February 4, 2025. Please confirm the governing version/date.The date discrepancy noted in the question notwithstanding, the Soil Management document provided is the current document and shall be followed.
J&J Contractors, Inc.p.242Spec 02 41 00 Demolition3.1.5C-10: Please confirm the on-base turnover locations and logistics: the Government-provided 40-CY scrap-metal dumpsters, the AMI meter turnover to the Navy, and the salvaged-property storage area "within 5 miles" of the site.Scrap metal dumpsters will be delivered by the Government to the project site. AMI meters will be picked up by the Government in the buildings where they are demolished.
J&J Contractors, Inc.p.713Spec 31 00 00 Earthwork3.12C-11: Topsoil depth conflicts — Section 31 00 00 par. 3.12 says spread topsoil to 4 in., while Section 32 92 19 par. 3.1.1.1 requires 6 in. of topsoil. Which governs for restored/seeded areas?Comply with Soil Management Plan.
J&J Contractors, Inc.Sh. 48/65Drawing M501 Mechanical DetailsLPG meter detailC-12: Several drawings label the fuel "LPG"/propane (M103, M104, M501 "Typical LPG Gas Meter Detail"), while the solicitation title, spec, and other notes say NATURAL gas (with w.c. delivery pressures). Please confirm the fuel is natural gas at all buildings so burners, meters, and gas trains are priced correctly.Fuel is natural gas.
J&J Contractors, Inc.Sh. 19/65 et al.Drawings C-503, M601, M605, E103See question (a)-(e)C-13: Please clarify several drawing discrepancies and the abandoned-trench scope: (a) the C-503 "Trench Abandonment Detail" is clouded "NOT IN CONTRACT" — is any make-safe/capping/filling of the existing steam trenches required, and are any amendments outstanding beyond this set? (b) B43 diagrams (M601, M605) tag equipment as BLR-B49-3 / PUMP-B49-x; (c) circ pumps are shown as "VFD" on control ladders but "provide starter" on the panel schedules; (d) no emergency-stop buttons are shown on the B49 electrical plan (E103) while B23A/B43/B44 each show three; (e) B43 shows both "connect to existing air separator" and a new AS-1.(a) The only area of work in the exterior steam trenches is indicated on C-109 in the area of the gas line crossing. Refer to asbestos abatement requirements for that trench demo in Detail 1/C-109. It is the Bidder's responsibility to acknowledge all amendments. (b) Equipment tags for B43 are '43' not '49.' (c) VFDs are required. (d) provide emergency stop for all boilers on this contract (e) furnish and install new air separator at B43.
J&J Contractors, Inc.01 50 00Please confirm laydown area being provided for the project.Laydown area will be coordinated with the Contracting Officer after award, but shall be assumed to be within the Naval Health Care New England perimeter (i.e. close to the excavation).
