The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach based on price, corporate experience (minimum $1,000,000 contract of similar scope), and past performance. Critical deadlines include the site visit on January 16, 2026 at 1000 EST, Requests for Information due by January 23, 2026 at 1100 EST, and the most recently extended proposal due date of February 13, 2026 at 1100 EST.

This procurement is designated as a 100 percent small business set-aside under FAR Part 19.502-2, with the incumbent contractor being L&L Paving Co under previous contract N4008520D0066, which expended $5,139,414.30 over the prior five-year contract period. The estimated contract value ranges between $1,000,000 and $5,000,000, with a minimum guarantee of $25,000 over the entire contract duration. The contract structure consists of a 12-month base period plus four 12-month option periods for a total of five years, with each period valued at $100,000 for evaluation purposes. Davis-Bacon wage requirements apply, and contractors must comply with military base access procedures requiring valid Real ID and criminal background clearance. Performance and payment bonding obligations vary by task order value, with performance bonds required for task orders exceeding $150,000.
