About this file

This file is a Request for Information (RFI) Response document containing 23 questions and answers clarifying the bidding requirements for Naval Weapons Station Earle's Indefinite Quantity (IDIQ) contract for miscellaneous paving, concrete, and minor construction work (SOL# N4008526R0032). The contract is a Firm Fixed Price award to a single contractor with a base period plus four option years, carrying an estimated value between $1,000,000 and $5,000,000. The previous five-year contract valued $5,139,414.30, and the incumbent contractor is L&L Paving Co under Contract # N4008520D0066. The minimum contract guarantee is $25,000, and proposals are due February 11, 2026 NLT 1100 EST, with a site visit conducted on January 16, 2026.

Key clarifications address the bid schedule structure, pricing methodologies, and operational requirements. Contractors must submit firm fixed unit prices for line items (ELINs) representing various scope categories including asphalt paving, concrete work, and traffic control devices. Bid bond requirements are based on the $25,000 minimum guarantee. Payment and performance bonding applies per FAR 28.1, with performance bonds required for task orders exceeding $150,000 and alternate payment protection required for task orders between $35,000 and $150,000. ELINs A0023S and A0023T require contractors to propose a fully burdened rate percentage for contingent materials and specialized equipment. Additional guidance addresses base access procedures (pass validity up to one year), delivery requirements (10-day advance notice), staging area availability on a task-order-specific basis, and mobilization readiness with emergency response capabilities within 24 hours. Quantity discrepancies in the original bid schedule were corrected through amendments issued February 5-6, 2026, with all ELINs adjusted to unit quantity (1) to represent firm fixed unit costs for use in task order pricing.

1Is this a new requirement, if not, what is the Incumbent Information (Contractor and Contract #)?N/AJessThis is not a new requirement.

Previously awarded Contract # N4008520D0066.

Contractor: L&L Paving Co1/13/26
2No quantities are provided for the Separately Price Indefinite Quantity Work Items A00101 through A0013N for the base period and the corresponding periods for the 1st, 2nd, 3rd, and 4th option years. Please confirm that a quantity of one (1) should be entered into column C for these items.ELINs Bid ScheduleDanRevised blank ELIN sheet will be provided with quantities included. This was an error. The original ELINS1/29/26
3Items A0023S and A0023T for the base period and the corresponding periods for the 1st, 2nd, 3rd, and 4th option years have a “Unit Price” of 5% provided in column E. Based on Section 010260, it appears that the Contractor is required to provide a “Fixed Burden Rate” for these items. In addition, a nominal amount of $60,000 and $40,000 respectively are provided under the description of these items in the Bid Schedule Provided. Please clarify how the bidder should present its proposal. For example, if the bidder desires to present a 10% FBR, should $60,000 be provided in column C and 10% be overwritten into Column E?ELINs Bid ScheduleDanContractors will receive the revised ELIN Spreadsheet which has some corrections on these two ELINS. Contractors are instructed to leave the amount (column C) on the revised spreadsheet untouched and to input only a percentage in cells E260 and E267 for the contractor proposed fully burdened rate. In essence, these ELINS are intended to be used if there is additional parts, material, or specialized equipment needed to complete a specific task order that is not covered under the other ELINS. For instance, as per RFIs 13 and 14 there are scenarios in which the job requires additional materials to be completed, as such ELINS A0013S, A0013T and the corresponding ELINS for the option years would be utilized, and quantities would need to be negotiated at the time of task order award. Therefore, contractor bids for the IDIQ contract will need to provide a percentage for their fully burdened rate for these quantities if and when they arise. The revised ELIN Sheet will have cells C260 and C267 prepopulated.1/29/26
4Is this IDIQ anticipated to be awarded to a single contractor or multiple contractors?N/AJessThis IDIQ will be awarded to a single contractor.1/29/26
5Approximately how many task orders are typically issued per year, and what is the typical dollar range per task order?N/AJessThe contract is for non-recurring construction services, Task orders are issued as repairs are needed pending funding availability.1/29/26
6Are bonding requirements anticipated on each task order, or only above certain dollar thresholds?N/AJessFor indefinite-quantity contracts, the penal amount of Payment and Performance bonds shall be the price payable for the specified minimum quantity. Upon execution of the base contract award, payment and performance bonds are required.

Additionally: (See FAR Subpart 28.1)

- For any task order issued at a minimum of $35,000, but does NOT exceed $150,000, alternate payment protection will be required - payment bonds are typically an option listed as an alternate payment protection.

- Performance bonds will be required for any task order issued over $150,000. If a performance bond is required, subsequently a payment bond will also be required.1/29/26
7How do we secure a bid bond on a project with no recurring work?N/AJessFor indefinite-quantity with no seed project, the bid guarantee amount shall be the price payable for the contract guaranteed minimum, which is $25,000 as stated within the solicitation.1/29/26
8Since submission of a bid bond is required, please advise how bidders should determine the estimated project value.N/AJessThe minimum guarantee for this contract is $25,000.00, use this amount as the estimated project value.1/29/26
9Reference is made to the bid schedule provided. Please clarify and provide quantities for each bid item.N/ADanRevised blank ELIN sheet will be provided with quantities included. This was an error1/29/26
10Please confirm the anticipated number of awardees to be selected under this IDIQ contract.N/AJessThe contract will be awarded to one (1) single contractor.1/29/26
11If CPARS evaluations are unavailable, may we submit alternative detailed past performance questionnaires completed by the client?N/AJessYes, Past Performance Questionnaries, and other alternatives are acceptable. If the contracting officer requries more information, the contract specialist will contact the offeror with a request for clarification.1/29/26
12When working on base, do all workers get extended pass or would they have to stop and get a daily pass every morning?N/ADanBase access passes may be requested to stay active for up to (1) year from issuance1/29/26
13How should traffic control be price? Some line items seem to require it other line items may or may not require it depending on the location of working area. Should this be listed as a separate line item?N/ADanTraffic control measures shall be proposed and awarded on a task order specific basis. Projects within the bounds of the installation will not require NJDOT MOT or highway-occupancy permits, however some task orders (based on scope and location) may. Line items are provided in the bid schedule (base period is A0013O thru A0013T for materials and labor not accounted for in the other exhibit ELINs. Additional labor and material required for maintenance of traffic measures shall be negotiated at the time of task order request for proposal.1/29/26
14During site visit it was observed some of the beam guard rail post installed are installed with base plates and anchored to the concrete, would this be priced up as a separate line item?N/ADanBidders are encouraged to provide bids for the line items as specified. Line items for guide rail placement shall be bid as specified. If a proposal is requested for guard rail replacement, and the guard rail to be provided requires additional material and labor to be installed, then line items A0013O thru A0013T may be used for materials and labor not included in the specified ELINs. It is the intent to replace any existing guard rails with NJDOT compliant systems IAW the project / task order specifications.1/29/26
15In addition to previous question, some of these locations contained double rail at two different elevations. How should this be priced?N/ADanSee response to Q14.1/29/26
16When getting deliveries on site, such as concrete. Would they need to get access to enter site as well? Would they require a daily pass or can be escorted in?N/ADanYes. Any deliveries, be they for material or equipment, must provide a base access request a minimum of (10) days in advance of the anticipated delivery. It is understood that the delivery driver is often not determined that far in advance, therefore it is advised that the delivery company provide base access requests for the drivers who are anticipated to handle a delivery to the installation.1/29/26
17Would staging areas be provided if needed?N/ADanYes. On a task order specific basis, staging and laydown areas will be available to the contractor, with approval from the government Contracting Officer. Because there are many areas across the installation where work may be performed, no staging or laydown areas have been identified at this time1/29/26
18Can you pls provide by year the dollar value expended on the prior 5 year contract?N/AJessTotal Contract Value over 5 year period: $5,139,414.301/29/26
19Can you pls provide the range in value of task orders issued for the past contract period?N/AJessThe contract has a minimum guaruntee of $25,000.00 for the duration of the 5 years.1/29/26
20Can equipment and materials be staged/stored on site for anticipated use?N/AJessSee response to Q17.1/29/26
21What are the expected response times for task orders?N/AJessIAW the specifications (See page 6), the contract requires a flexible response capability to support multiple types of construction, alteration, and repair projects. Of the "multiple types" referenced, an "emergency" type task order, for example, would typically require the contractor to be ready to mobilize within 24 hours. Outside of an emergency, response times and period of performances are determined by the needs of the IQ Task Orders.
The requirement information also notes on SAM.gov : "mobilization readiness and response time capabilities"1/29/26
221ST Year Option period line item A0021F has a quantity of 10 sy. All other year periods have 1000. Which quantity should be used for A0021F?ELINs Bid schedule (A0021F)DanA0021F in 1st Option Year has been corrected to 1000 SY.2/5/26
23The updated bid schedule with the quantities has a few contradictions. For example A00106 has greater than 500 SY in the description but only 2 SY in the quantity section. There are a few items with that same discrepancy. Which quantity should be used it really changes unit priceELINs Bid Schedule (A00106)DanThere have been several ELIN Table IQ Bid Schedule Changes after review of the 500 Square Yard line items. Quantities have been adjusted on the FINAL REVISED document for the following line items:

A00106 , A00206 , A00306 , A00406 , A00506 , A00107 , A00207 , A00307 , A00407 , A00507 , A00108 , A00208 , A00308 , A00408 , A00508 , A00109 , A00209 , A00309 , A00409 , A00509 , A0010E , A0020E , A0030E , A0040E , A0050E , A0010F , A0020F , A0030F , A0040F , A0050F , A0010G , A0020G , A0030G , A0040G , A0050G , A0010H , A0020H , A0030H , A0040H , A0050H

These ELIN quantities are set as (1) even though the ELIN is for quantities GREATER than 500 square yards. Because this contract is intended for individual task order award, and exact quantities are not known at this time, the quantities shown for every ELIN are merely estimates. As such, the following ELINS have been changed to (1) unit. Contractors are instructed to provide their fully burdened, firm fixed price UNIT COST (for the SOW described in the ELIN) for quantities greater than 500 square yards. Therefore, in the event that a task order that requires use of such ELINs is proposed, there will already be a pre-negotiated, fully-burdened and firm fixed unit-price for work that exceeds these thresholds. 2/5/26
