The contract, valued between $1,000,000 and $5,000,000, requires the contractor to furnish all labor, equipment, materials, transportation, project management, and technical expertise for pavement installation and maintenance (aggregate base course, asphalt base and wearing courses), concrete rehabilitation and maintenance, traffic control device installation and maintenance (guardrails and pavement markings), and mobilization readiness with rapid response capabilities. The NAICS code is 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45,000,000. The RFI responses address 21 contractor questions covering critical contract mechanics and operational details. The contract will be awarded to a single contractor and is a non-recurring services contract with task orders issued as repairs are needed pending funding availability. The incumbent contractor is L&L Paving Co under previous contract N4008520D0066, with total expenditure over the prior five-year contract period of $5,139,414.30. Key requirements include a $25,000 minimum guarantee with bid bonds based on this amount, base access passes valid for up to one year, advance notice (minimum 10 days) for material deliveries, task-order-specific staging and laydown areas available with Contracting Officer approval, and flexible response capabilities including emergency mobilization within 24 hours. Bonding requirements vary by task order value: alternate payment protection for $35,000-$150,000 task orders and performance bonds (plus payment bonds) for task orders exceeding $150,000. Past performance questionnaires are acceptable if CPARS evaluations are unavailable, and traffic control measures and specialized materials will be negotiated on a task-order-specific basis.

1Is this a new requirement, if not, what is the Incumbent Information (Contractor and Contract #)?N/AJessThis is not a new requirement.

Previously awarded Contract # N4008520D0066.

Contractor: L&L Paving Co1/13/26
2No quantities are provided for the Separately Price Indefinite Quantity Work Items A00101 through A0013N for the base period and the corresponding periods for the 1st, 2nd, 3rd, and 4th option years. Please confirm that a quantity of one (1) should be entered into column C for these items.ELINs Bid ScheduleDanRevised blank ELIN sheet will be provided with quantities included. This was an error. The original ELINS1/29/26
3Items A0023S and A0023T for the base period and the corresponding periods for the 1st, 2nd, 3rd, and 4th option years have a “Unit Price” of 5% provided in column E. Based on Section 010260, it appears that the Contractor is required to provide a “Fixed Burden Rate” for these items. In addition, a nominal amount of $60,000 and $40,000 respectively are provided under the description of these items in the Bid Schedule Provided. Please clarify how the bidder should present its proposal. For example, if the bidder desires to present a 10% FBR, should $60,000 be provided in column C and 10% be overwritten into Column E?ELINs Bid ScheduleDanContractors will receive the revised ELIN Spreadsheet which has some corrections on these two ELINS. Contractors are instructed to leave the amount (column C) on the revised spreadsheet untouched and to input only a percentage in cells E260 and E267 for the contractor proposed fully burdened rate. In essence, these ELINS are intended to be used if there is additional parts, material, or specialized equipment needed to complete a specific task order that is not covered under the other ELINS. For instance, as per RFIs 13 and 14 there are scenarios in which the job requires additional materials to be completed, as such ELINS A0013S, A0013T and the corresponding ELINS for the option years would be utilized, and quantities would need to be negotiated at the time of task order award. Therefore, contractor bids for the IDIQ contract will need to provide a percentage for their fully burdened rate for these quantities if and when they arise. The revised ELIN Sheet will have cells C260 and C267 prepopulated.1/29/26
4Is this IDIQ anticipated to be awarded to a single contractor or multiple contractors?N/AJessThis IDIQ will be awarded to a single contractor.1/29/26
5Approximately how many task orders are typically issued per year, and what is the typical dollar range per task order?N/AJessThe contract is for non-recurring construction services, Task orders are issued as repairs are needed pending funding availability.1/29/26
6Are bonding requirements anticipated on each task order, or only above certain dollar thresholds?N/AJessFor indefinite-quantity contracts, the penal amount of Payment and Performance bonds shall be the price payable for the specified minimum quantity. Upon execution of the base contract award, payment and performance bonds are required.

Additionally: (See FAR Subpart 28.1)

- For any task order issued at a minimum of $35,000, but does NOT exceed $150,000, alternate payment protection will be required - payment bonds are typically an option listed as an alternate payment protection.

- Performance bonds will be required for any task order issued over $150,000. If a performance bond is required, subsequently a payment bond will also be required.1/29/26
7How do we secure a bid bond on a project with no recurring work?N/AJessFor indefinite-quantity with no seed project, the bid guarantee amount shall be the price payable for the contract guaranteed minimum, which is $25,000 as stated within the solicitation.1/29/26
8Since submission of a bid bond is required, please advise how bidders should determine the estimated project value.N/AJessThe minimum guarantee for this contract is $25,000.00, use this amount as the estimated project value.1/29/26
9Reference is made to the bid schedule provided. Please clarify and provide quantities for each bid item.N/ADanRevised blank ELIN sheet will be provided with quantities included. This was an error1/29/26

13How should traffic control be price? Some line items seem to require it other line items may or may not require it depending on the location of working area. Should this be listed as a separate line item?N/ADanTraffic control measures shall be proposed and awarded on a task order specific basis. Projects within the bounds of the installation will not require NJDOT MOT or highway-occupancy permits, however some task orders (based on scope and location) may. Line items are provided in the bid schedule (base period is A0013O thru A0013T for materials and labor not accounted for in the other exhibit ELINs. Additional labor and material required for maintenance of traffic measures shall be negotiated at the time of task order request for proposal.1/29/26
14During site visit it was observed some of the beam guard rail post installed are installed with base plates and anchored to the concrete, would this be priced up as a separate line item?N/ADanBidders are encouraged to provide bids for the line items as specified. Line items for guide rail placement shall be bid as specified. If a proposal is requested for guard rail replacement, and the guard rail to be provided requires additional material and labor to be installed, then line items A0013O thru A0013T may be used for materials and labor not included in the specified ELINs. Any deliveries, be they for material or equipment, must provide a base access request a minimum of (10) days in advance of the anticipated delivery. It is understood that the delivery driver is often not determined that far in advance, therefore it is advised that the delivery company provide base access requests for the drivers who are anticipated to handle a delivery to the installation.1/29/26
17Would staging areas be provided if needed?N/ADanYes. On a task order specific basis, staging and laydown areas will be available to the contractor, with approval from the government Contracting Officer. Because there are many areas across the installation where work may be performed, no staging or laydown areas have been identified at this time1/29/26

19Can you pls provide the range in value of task orders issued for the past contract period?N/AJessThe contract has a minimum guaruntee of $25,000.00 for the duration of the 5 years.1/29/26
20Can equipment and materials be staged/stored on site for anticipated use?N/AJessSee response to Q17.1/29/26
21What are the expected response times for task orders?N/AJessIAW the specifications (See page 6), the contract requires a flexible response capability to support multiple types of construction, alteration, and repair projects. Of the "multiple types" referenced, an "emergency" type task order, for example, would typically require the contractor to be ready to mobilize within 24 hours. Outside of an emergency, response times and period of performances are determined by the needs of the IQ Task Orders.
