About this file
ELIN Bid Schedule Summary
This is an Indefinite Quantity (IQ) bid schedule for a Firm Fixed Price contract for miscellaneous paving, concrete, and minor construction services at Naval Weapons Station Earle (NWSE) in Colts Neck, New Jersey. The contract consists of a Base Period and four (4) Option Years, each valued at $100,000 for evaluation purposes, with a total contract value of $500,000. The schedule includes separately priced line items and non-separately priced task hour labor, materials, and specialized equipment. Separately priced items encompass over 100 exhibit line items (ELINs) organized by contract period, covering excavation, concrete removal and installation, bituminous material work, curb and sidewalk installation, pavement striping and markings, guard rail installation, drainage pipe installation, and utility adjustments. Quantities for large-volume items exceeding 500 square yards are set at one unit to establish pre-negotiated unit prices for future task orders. Non-separately priced work includes task hour labor for laborers, masons, equipment operators, and land survey teams; material and supplies with a $60,000 burden rate base; and specialized equipment with a $40,000 burden rate base, all subject to Davis-Bacon Act wage requirements.
The contract requires proposers to submit unit prices for all line items to establish firm fixed pricing for task order execution. The ELINs are referenced in Section C 01026 of the specifications and address pavement installation and maintenance involving aggregate base course, asphalt base course and wearing course, concrete rehabilitation and maintenance, and traffic control device installation including guardrails and pavement markings. The revised bid schedule (Rev 002) corrects earlier errors and establishes the pricing structure for anticipated work volumes on an IDIQ basis, allowing the Navy to issue individual task orders against pre-established unit prices without quantity commitments.

These ELIN quantities are set as (1) even though the ELIN is for quantities GREATER than 500 square yards. Because this contract is intended for individual task order award, and exact quantities are not known at this time, the quantities shown for every ELIN are merely estimates. As such, the following ELINS have been changed to (1) unit. Contractors are instructed to provide their fully burdened, firm fixed price UNIT COST (for the SOW described in the ELIN) for quantities greater than 500 square yards. Therefore, in the event that a task order that requires use of such ELINs is proposed, there will already be a pre-negotiated, fully-burdened and firm fixed unit-price for work that exceeds these thresholds.
