About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 is procuring a comprehensive audio-visual system upgrade for the Tomah VA Medical Center Chapel. The solicitation seeks a contractor to provide consulting and design services, project management, equipment procurement, delivery, installation, and licensing for a sound and video system capable of supporting presentations, in-person and online meetings, and musical performances. The contractor must deliver a complete solution including high-definition video and audio transmission capabilities, wireless and wired microphone systems, camera switching, USB webcam output, touchscreen controller, column speakers, core processor, live production switcher, streaming bridge, and integration with the medical center's cable television system. Key requirements include programming and equalizing the sound system, installing all low voltage wiring and miscellaneous hardware, providing user training for 3-8 personnel, and ensuring complete system functionality within 60 days of contract award. The original solicitation deadline has been extended multiple times through amendments, with the final submission deadline set for August 13, 2025, at 13:00 CDT.
This procurement operates under NAICS code 541519 (Other Computer Related Services) with no set-aside designation, making it open to all eligible contractors, though preference is given to Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business vendors. The contract requires a minimum one-year warranty with emergency repair response times of one hour for initial contact and one business day for on-site service, with loaner equipment available within 24 hours if on-site repairs cannot immediately resolve issues. Performance will take place at the Tomah VA Medical Center Chapel in Wisconsin, with the contractor responsible for all travel, labor, parts, on-site delivery, and potential deinstallation of existing equipment. The project timeline specifies completion within 60 days of contract award, and wage determinations indicate the work falls under Wisconsin counties including Monroe, with prevailing wage rates applicable to various job classifications ranging from administrative support to technical occupations. While specific contract values are not disclosed in the available documents, the comprehensive nature of the AV system upgrade suggests a substantial investment in modern audio-visual technology and professional installation services.
