Richard Ruffin Contracting Officer Questions & Answers/Clarifications
· What are the dimensions of the chapel, including ceiling height?
· Interior dimensions are approximate: 54’ wide, by 78’ long
· The Nave is 64’ long and the alter area 14’
· 43” on the west and east sides for the length of the Nave have 10’ hard lid ceilings
· The center of the Nave is vaulted from 10’ on the sides to 23’ at the center, this is tongue and groove planks
· What if any of the existing equipment is getting reused? Monitors, cameras, speakers, etc.
· We currently have 2 Vaddio Cameras mounted on the north wall of the chapel. One pointing at the pulpit and the other a broad view. We would like to keep the cameras and controllers.
· Please include an option to replace the cameras and controllers.
· If any existing equipment is getting reused, what is the Manufacture and model #?
· (2) Vaddio - ZoomShot 20 cameras and (2) Vaddio – Quick-ConnectTM USB Model: 998-1105-038
· The RFQ calls for an A/V rack, but there appears to be one currently. Is a new rack required?
· We would like an A/V rack that will hold all the new A/V equipment along with the items in the current Carillion Rack. This will reside on the east wall in room 002 (SW corner)
· Will all new and existing wiring be moved to room 002?
· Yes, provided we do not exceed the recommended length of run for the equipment.
· The FOXBOX equipment needed to get the chapel video signal into our TV headend will need to connect SM fiber in Room 006 (New IT Closet). All connections outside of the chapel will be assisted by the VA Electronics Dept. as long as the vendor supplies the equipment.
· What type of feed is needed into the VA's cable television system? HDMI?
· Currently the FOXBOX Tx/Rx equipment does use HDMI. If you use an alternative method to deliver this signal, we are currently using an ATX PD1000 Encoder with EM-2HD modules
· Will the feed into the VA's cable television system be in the same room as the A/V Rack?
· Dependent on replacement equipment and cable runs
· Our current TV Headend equipment is located in Building 408. This is why we need the FOXBOX or similar equipment to transmit the signal via SM Fiber.
· Prefer all equipment in Room 002 or Room 006, but exceptions can be made if necessary.
· Is the request for an output converter to CCTV feed different than the feed to the VA cable TV system?
· CCTV (Closed-Circuit TV) is not a requirement, but rather the supplied equipment should support closed captioning feed for future implementation. The SOW has been edited to reflect this and remove CCTV.
· How many Video Sources will there be?
· Currently 2
· In the “option” to replace cameras, if the same feeds can be done with 1 camera and software used to select positions, this would be fine
· This does not include a camera that may be used for “live streaming”
· Where will each Video Source be located?
· Currently located in the center of the north wall
· Would consider moving to a new location, but would have to be approved prior to installation by all VA parties, if denied, would have to stay in current location
· What is the connection type of each video Source?
· Please see current equipment above and the connection type for those models
· Are there any current speakers that will be re-used? If so, what model and quantities?
· We would like to have new speakers
· Where will the monitor requested reside?
· Preferred monitor would be portable and in close proximity to presenter to facilitate user ability to easily determine whether desired content is being broadcast and ability to change said broadcast content from live feed to document view, etc.
· Is the requested monitor for the Audience to see or to know what the cameras are seeing?
· This will be used by staff for camera positioning and operational status
· How many analog connections are needed for Musical Equipment?
· Counting Mic Inputs 6 – 8 connections
· What type of connections are needed for musical equipment, XLR?
· XLR for Mics and TRS for instruments
· What is the purpose of the Live production Switcher?
· No production crew – needs to be user friendly (small scale)

· It is our understanding that previous discussions lead to the Microphone counts to be lowered and changed from 3 Lavalier Mics to 1 and to add 1 headset/mic. In addition the handheld Mics were to be removed all together. Is this still the case, or should the Mics count match the current RFQ?

· No, Vendor can choose brand of equipment
· Could you please provide the technical specifications for all required equipment?
· We are requesting that the vendor that bids the project provides equipment to accomplish the details requested.
· What type of interior walls are present in the installation area?
· Interior walls are sheetrock material
· There is a sleeve above the Hanging ceiling in 014 (entry before the Chapel) into the IT Closet 006
· Are the ceilings in the installation area suspended (drop ceilings) or hard lid?
· The Nave has a hard pan ceiling. Small Panduit may be surface mounted
· Is there an existing Ethernet raceway in the building (e.g., cable channels, J-hooks)?
· No, we would need a new one installed. It is possible to be surface mounted, but must be a clean and neat installation that blends in to current paint scheme
· Raceway must be sized so that finished wire/ cable volume does not exceed 75%
· Will drilling be necessary to run the cabling infrastructure?
· Some may be necessary
· Under Background, you include a need to support “bands to include vocal and musician performance”. There are no corresponding needs under the “requirements” or “display and video” sections. Please clarify your requirement.
· Just indicating that the audio project should be capable of supplying connections for musical instruments and microphones for singing
· The system is required to support “switch between multiple cameras”. But there are no camera requirements listed in the new equipment and only one camera listed as Government furnished. Please clarify your requirement.
· We are using 2 existing Vaddio Cameras.
· Would prefer to have an option in quote to replace with 2 new cameras or 1 camera that is capable of dual homing
· Why do you require “audio/video signal over fiber”? Your needs would seem to be more appropriate and less expensive as CAT6 cable. Please clarify the requirement.
· This is only for our cable TV channel insertion. From the new location of the signal transmitter (ex: Foxbox) to the New IT Closet (Room 006). The VA will provide the fiber run between 425- Room 006 and 408- Room 1884. The signal needs to be able to be sent from 425 across campus to 408 where our Cable TV headend equipment is located
· Please confirm that the “existing wires that we are to move” are the required fiber.
· A new fiber would need to be pulled into the new IT closet 006. All the old coax and any other copper we would like to have replaced.
· There is a section of the SOW entitled “Government Existing Equipment”, all of which is audio equipment which appears to be replaced by the new equipment requirement. Please confirm.
· Yes, this was to show existing setup. We want this equipment returned to the VA for proper turn in.
· The cameras were added to the Existing Government Equipment list in SOW.
· Please clarify the close captioning you intend to add and that we need to support.
· Not looking to provide closed captioning at this time, but need ability to connect a cc system for future consideration.
· Please describe the existing Government furnished equipment that is connected to the existing wires. The SOW references a single camera. Are there other items?

· We don’t have a cctv system. We have a Cable TV system.
· The term “live production switcher” implies that use of the space requires a dedicated production assistant to make the switcher work (different from the presenter). Please confirm that this is your intent.

· It is common for chapel events to be recorded and rebroadcast. It this one of your requirements?
· Not a requirement, but if the system is capable, that would be good.

SECTION B: Revised Statement of Work
BACKGROUND:
Tomah VA Medical Center Chaplain Service requires an upgrade to the Chapel video and audio sound system. The chapel is used for various gatherings that requires a sound system that is designed for proctor presentation, meetings that are either in person or via an online platform, and bands to include vocal and musician performances.
OBJECTIVE:
The Contractor shall be responsible for providing necessary consulting and design services, project management, equipment, delivery, installation, and licensing of all equipment to include all VA owned equipment, programming, equalizing the sounds system, all low voltage wiring, and any miscellaneous hardware and cabling required to complete project. All travel, labor, and parts including onsite delivery, deinstallation of existing equipment, if required.
The system should be able to:
· Support high-definition video and audio transmission over distance (1080 HD minimum), with regards to broadcast equipment within chapel that allows services to be viewed in patient areas.
· Provide a fully integrated audio, video and control solution for a mixture of analog and network channels, appropriate to the space of the Chapel. Not connected to VA Network.
· Offer local control of menus including a monitor, appropriate number, and variety of inputs, via touch monitor user interface/control.
· Includes wireless, lavalier, and gooseneck microphones as well as charging bases and body packs
· Be able to switch between multiple cameras and computer a/v inputs, functionality associated with user interface.
· Output USB webcam for video software to vendor supplied laptop computer. One way minimum, but two way is the preference.
· Output video and audio to interface with medical center cable television system and channel insertion equipment, with regards to broadcast equipment within chapel that allows services to be view in patient areas.
· Control current camera equipment via remote operation to include 1 display monitor viewable from the front of the Chapel
· Remote software control panel over ethernet that is or can be approved to run on the VA network. Wireless control via WiFi within Chapel and not connected to VA Network.
· Broadcast sound at varied levels within chapel space using appropriately placed speaker, antennae, and amplifier for best performance
· Be utilized for amplification and broadcasting of wired instruments
· Transmit the audio/video signal over fiber cable and convert back to coax for current cable TV system integration. Converter boxes in back of Chapel need to handle the signal conversion to support existing TV System integration.
Requirements: The Contractor shall:
· Replace existing cables/wires and relocate as required to an identified locations in the sacristy of the Chapel.
· Provide equipment documentation (instruction manuals and warranty info), keys to cabinet, and any information necessary for operation of the system.
· Install a system that allows for an option of a later addition of Closed Captioning to current medical center cable television system.
· Allows for a current broadcast of Laptop Video with MS Teams, monitors and streaming.
· Ensure all required licensing of equipment is included
· Fully complete installation and test of all equipment
Display and Video:
· 1 TOUCHSCREEN CONTROLLER
· 2 COLUMN SURFACE SPEAKERS, or appropriate speakers to support lowering feedback issues.
· 1 MONITOR appropriately sized and located for ease of use by presenter to ensure user awareness of content being broadcast and ability to change said content as required; does not currently exist in Chapel.
· 1 CORE PROCESSOR with WEBCAM OUTPUT and AUDIO MIXER, CORE does not mean computer in this instance.
· 1 LIVE PRODUCTION SWITCHER
· 1 STREAMING BRIDGE

ACCEPTANCE TESTING:
· The Equipment shall be tested, in the presence of the COR for proof-of-performance. Acceptance Testing shall be performed at a mutually agreed upon date and time. Payments can be withheld until final acceptance by the Government.
WARRANTY:
· The Contractor warrants that the system will be free from defects from materials and workmanship under normal use for a period of not less than one (1) year for equipment defined herein. Contractor will replace or repair equipment if necessary to the satisfaction of the Government. Contractor shall provide a copy of the written warranty upon delivery of the equipment.
RESPONSE TIME FOR EMERGENCY WARRANT REPAIR SERVICES:
· The COR or designated alternate is the Contractor’s reporting and contact official for all service calls required.
· Warranty repairs shall be completed during normal operating hours.
· Normal hours of coverage are Monday through Friday from 8:00 am to 4:30 pm, excluding holidays. All work shall be performed during normal hours of coverage unless otherwise requested or approved by the COR or their designee.
· All contract work shall be on a date and time mutually agreed upon between the contractor and the COR.
· Federal Holidays observed by the VAMC are:

· Response Time: Contractor must respond with a phone call to the COR or his/her designee within one (1) hour after receipt of telephoned notification. If the problem cannot be corrected by phone, the contractor will commence work (on-site physical response) within twenty-four (24) hours of receipt of the first notification or as approved by the COR. All required repairs shall commence without undue delay.
· Upon commencement of the warranty work on site, if a component failure cannot be corrected within four (4) hours or as agreed upon with the COR, the Contractor shall then be responsible for providing a loaner unit (of the same make and model as the original equipment) within twenty-four (24) hours at no additional cost to the Government. The alternate equipment/system shall be operational within a MAX of four (4) hours after delivery to meet performance standards of the original equipment. The Government shall have the right to use the loaner until the original equipment is either repaired or replaced to the satisfaction of the Government. Upon completion, loaner will be removed by the Contractor at the Contractor’s expense.
· Hardware/software update/upgrade installations (if applicable) may be scheduled and performed outside normal hours of coverage at no additional charge to the Government
DELIVERABLES OR DELIVERY SCHEDULE:
· The contractor shall schedule a kickoff meeting with the COR or designee within 14 days of the award of the contract.
· Delivery and installation of the equipment will take place after the keep off meeting has occurred. Specific time will be scheduled for the delivery and start of the installation of the product within 60 days of award.
· All removed equipment must be turned over to the Electronics Dept. for proper turn in. Old wiring and cabling or other electronic scrap can be given to the Electronics Dept or disposed of at vendor’s choice. All other materials should be disposed of by the vendor.
Section C: VAAR Clause Addition
VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION)
(a) Pursuant to 38 U.S.C. 8127(l)(2), the offeror certifies that—
(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:
(i) [] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
(ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(iii) [] Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
(3) If VA determines that an SDVOSB/ VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:
(i) Referral to the VA Suspension and Debarment Committee;
(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and
(iii) Prosecution for violating 18 U.S.C. 1001.
(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

The above version of FAR 52.212-1 is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

*VA has a maximum allowable incoming email size limitation including attachments of seven megabytes. Offerors submitting responses via email which exceed seven megabytes shall split their response into multiple email messages so as to not exceed the maximum allowable email size limitation. The VA is not responsible for late responses due to undelivered e-mails that exceed seven megabytes.
2) Technical Capability - The Contractor’s technical capabilities submission will be evaluated on the following technical elements.
0. Each respondent must have an established business, with an office and staff; The staff includes a Field Service Technician (FST) and a second Field Service Technician who will serve as the backup
0. FST shall have a minimum of two (2) years of experience performing this service. The FST(s) shall have completed a formalized training program for the installation and service of the equipment identified in the Statement of Work. For field experience, the FST(s) shall have a minimum of two years of experience, with respect to installation, programming and service on the equipment identified in this SOW.
0. The FSTs shall be authorized by the Contractor to perform all services as they relate to this SOW. The Contractor shall provide written assurance of the competency of their personnel and a list of credentials of approved FSTs. The CO may authenticate the training requirements, request training certificates or credentials from the Contractor at any time for any personnel who are servicing or installing any Middleton VAH equipment. The CO and/or COR specifically reserves the right to reject any of the Contractor's personnel and refuse them permission to work on the VAMC equipment.
Veteran Owned Small Business Status:
The Government will give preference to offers received from VOSBs and additional preference to offers received from SDVOSBs. Preference shall be applied when all other factors (price, technical capability) are equal.
If Offeror is seeking SDVOSB/VOSB preference they must submit proof in accordance with 852.215-70, Service-Disable Veteran-Owned and Veteran-Owned Small Business Evaluation Factors and offeror must complete the certifications found at VAAR Clause 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction and provided as clause addition with 36C25225Q0555 Amendment 0001. The Government will not consider offers from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
SDVOSB joint ventures are eligible for consideration so long as the requirements of VAAR 819.7003(c) are met and are reminded to submit their socioeconomic status as provided in FAR 52.212-3(c) and FAR 52.219-1(c), in accordance with the authority of FAR 52.204-8(d) and FAR 52.212-3(b).
