About this file

This document is an Amendment (Amendment 0003) to Solicitation 36C25225Q0555 for the Tomah VA Medical Center Chapel Audio/Visual (AV) Upgrade project. The amendment extends the offer submission deadline to August 11, 2025, at 11:00 CDT and distributes additional Questions and Answers related to the solicitation. The amendment includes detailed vendor feedback about the technical requirements, specifically focusing on camera positioning, audio inputs, and system functionality for the chapel's AV system.

The vendor's comments highlight concerns about the complexity of the proposed AV system, suggesting either reducing the scope (limiting to 2 static cameras and 3 audio inputs) or adding a production control booth. Their desired user experience involves easily switching between camera views, connecting multiple audio sources (microphones, keyboard, guitar), broadcasting audio/video to veterans' rooms, and maintaining a 24/7 video feed to create a sacred space. The project, issued by the Department of Veterans Affairs Veterans Health Administration, requires comprehensive AV system design, equipment procurement, installation, programming, and implementation for the medical center's chapel.

Richard Ruffin Contracting Officer Additional Questions & Answers/Clarifications

· After receiving the Q&A responses, we are concerned about the ability to provide the user experience that we believe is being expected. While it is very possible to provide the technical requirements that are being asked for, we have questions about whether or not the expected user experience is manageable with the current design requirements.

· Please see the detailed rundown provided for last point below.

· Having multiple PTZ cameras, multiple audio inputs at the stage to produce multiple audio and video outputs (in room presentation and broadcast presentation - which likely will have a need to be different) is difficult to manage and successfully produce. It is our concern that without having a person actively managing this aspect of the system, that the production product that could be produced will not be of consistent quality.

· We currently have TWO cameras in place that we can continue to use. We would like to be able to switch the camera view while standing in the stage area—toggling one from camera to the other. One camera would be zoomed in and one set wide to show the entire stage area. We would like to be able to switch between the two by remote, or an ipad screen, or some other control on the stage as we walk from, for example, the pulpit to the piano.

· It was suggested that we have the capacity to run power points or other programmed material into the rooms at some future point for programmatic purposes (eg: could show the words to the hymns or scheduled prayers at certain times of the day).

· Based on previous project experiences, it is our recommendation to either pair down the scope (and thus the flexibility) of the project by minimizing the number of inputs to no more than 2 cameras with static positioning, and no more than 3 audio inputs on stage, or provide additional scope by including a production "booth" location, to include an audio mix position and camera/video production control.

· The two cameras that we currently have are already moveable by remote. Leaving them static would be fine, with one zoomed in and one zoomed out. Being able to move them as intended would be better.

· We currently have two wireless beltpacks that we use alternately to broadcast the electronic keyboard, our microphones, and the electronic guitar. We would like to be able to broadcast two microphones at once, the guitar, and the keyboard without switching the belt packs around. If any of these could be wired in, rather that through the belt pack, that would be best. We do not want a production booth, we simply want to be able to broadcast the instruments and our voices through the system.

· A detailed rundown of the expectations and desired user experience from the moment somebody steps in the room until the moment they walk out.

· Turn on the audio system, turn on the microphones that we will be using and connect to the sound system (eg: two lavaliers), turn on the piano keyboard and connect it to the sound system, turn on the guitar and connect it to the sound system. Choose which camera view to use for the service (narrow or wide) and ensure that it is pointed at the spot where the Chaplain will be standing. Veterans in the Chapel and in their rooms can hear and see the worship service. Chaplains can utilize microphones, keyboard and guitar in the worship service and all will be able to be heard both in the Chapel and the rooms. Volumes can be adjusted to ensure voices and instruments can be heard. Microphones can be muted at times as needed. After worship all can be turned off and put away for storage. Sound will no longer be broadcast to the Veteran rooms once turned off. Video is currently broadcast 24/7, this should continue as it allows for Veterans to turn on the TV and feel that they are in a sacred space for prayer/connecting to their higher power.
