About this opportunity
The National Oceanic and Atmospheric Administration seeks modification of the humidification system and condensate drain line at the National Weather Service Forecast Office in Upton, New York, with quotes due September 8 at 2:00 p.m. EDT. This is a Total Small Business set-aside (NAICS 238220, $19 million size standard).
Place of performance is Upton, New York (175 Brookhaven Avenue). The work consists of three tasks: replacing atmospheric steam lines, drain lines, and steam distributors to Condair Nortec specifications; installing a two-filter manifold water filtration system (3M HF60-S or equivalent) upstream of the humidifier supply line; and installing cleanout fittings and ball valves on one-inch condensate drain lines. The system is a Condair Nortec EL DUCT 50/440-480/3 humidifier operating at 480 VAC, three-phase, 60 Hz. Replacement components include 1¾-inch MED-L copper pipe steam lines with Condair Nortec Steam Hose (P/N 1328820), two Condair Nortec Steam Distributors BSD 18-inch units (P/N 255-3729), and condensate drain lines with specified pitch and trap requirements.
All personnel must be factory-trained on Condair/Nortec equipment, hold standard commercial HVAC contractor licensing, and comply with NFPA 70E and OSHA 29 CFR 1910. Quoters must provide a project manager designation, proof of factory training, two similar past projects completed within the last three years, and HVAC licensing documentation. Work shall be completed within 60 calendar days from award, Monday through Friday, 8:00 a.m. to 5:00 p.m. local time. The government's affordability range is $22,000 to $26,000. Pricing must be firm-fixed-price covering all labor, materials, equipment, travel, supervision, training, and certifications. Award will be made using Lowest Price, Technically Acceptable procedures. Quotations must remain valid for 60 days and be submitted in PDF or Word format with separate technical and price submissions. Questions were due August 31 at 2:00 p.m. Pacific Time. Amendment 0002, effective September 2, extended the quote deadline from September 4 to September 8.
