The purpose of this amendment is to provide Government answers to questions received in response to this RFQ, update the RFQ instructions and evaluation criteria, incorporate the correct Wage Determination, & provide the updated Statement of Work (SOW).

Section 2 - Combined Synopsis/Solicitation

COMBINED SYNOPSIS/SOLICITATION

Modify Humidification System & Condensate Drain Line (NWS) in Upton, NY

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 1305M326Q0464 is issued as a request for quotation (RFQ), to modify the existing Humidification System & Condensate Drain Line.

This acquisition is a Total Small Business set-aside. The associated NAICS code is 238220. The small business size standard is $19 Million. This solicitation incorporates provisions and clauses by reference.

Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary to modify the Humidification System & Condensate Drain Line for WFO OKX located at Upton, NY in accordance with the attached Statement of Work (SOW).

(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).

(vii) Quotes are due via email to both jack.huckleby@noaa.gov and casey.morrison@noaa.gov by 2:00pm, Pacific Time on September 04, 2026. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the government. When responding, please include “RFQ 1305M326Q0464” on the subject line. To verify receipt of your response, contact Jack Huckleby at jack.huckleby@noaa.gov and Casey Morrison at casey.morrison@noaa.gov. Quotes must be valid for at least 60 days from date of submission. Additional quote submission instructions to be found in Section 6 of the solicitation.

IMPORTANT: The Instructions can be found in this RFQ under Section 6. The instructions explain exactly what quoters need to submit. If quoters do not provide all information requested, quotes will be deemed non-compliant. The corresponding Evaluation criteria can be found in Section 7.

There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government. It is the responsibility of the Quoter to ensure the Government received the quote before the stated due date and time. Quoters are strongly encouraged to validate that the Government received its quote. Quotations not received by the time, date, and in the manner specified in this RFQ will be considered non responsive and eliminated from further consideration.

(viii) Any questions related to this notice shall be submitted by 2:00pm Pacific Time on August 31, 2026 via email to both jack.huckleby@noaa.gov and casey.morrison@noaa.gov. Answers will be provided in the form of an amendment as soon as practicable. Additional question submission instructions to be found in Section 6 of the solicitation.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Addendum to RFO 52.212-1 General

NOTICE TO QUOTERS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.

Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the quoter.

• Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation.

• Quoters shall have an active registration in the System for Award Management (https://sam.gov/content/home) in order to provide a quote and be eligible for award.

• Quotes shall include:

i. Signed copies of the SF 1449 and SF 30(s) to acknowledge the solicitation and any applicable Amendments

ii. Quoter's UEID/CAGE CODE

iii. Responses to each item listed below. Quoters should assume that the Government has no prior knowledge of them or their experience and capability.

Quote must be submitted with the following submissions (all non-price factors must be in a separate attachment from the price submission):

Technical Approach Price Quotation

Government Affordability Statement: The total estimated price range for this procurement is $22,000.00 - $26,000.00. The Government may select a quote for award with a price below, at, or exceeding this figure, depending on which quote is the lowest-priced technically acceptable.

Technical Quote Structure A technical approach that merely reiterates the SOW, or uses vague generalities (e.g., "the subcontractor will determine specifications upon arrival" or "work will be performed to standard"), will be rated Fail/Unacceptable. The prime contractor must provide the details upfront, regardless of who is performing the physical work. It is the responsibility of the quoter to provide sufficient detail for the Government to be able to make a determination of technical acceptability.

Factor 1: Technical Capability / Work Plan

Technical Approach

1. A brief work plan outlining the installation methodology for:

• Replacing atmospheric steam lines, drain lines, and steam distributors to Condair Nortec specifications (Task 1).

• Installing the 2-filter manifold water filtration system (3M HF60-S or equivalent) (Task 2).

• Installing cleanout fittings and ball valves on 1” condensate drain lines (Task 3).

2. Project Schedule: A simple milestone schedule showing completion within the required 60-calendar-day period of performance.

3. Must provide one or two past experience completed projects in the last 3 years. Projects must be of a similar size and scope (scope entails modifying and replacing commercial humidifier service lines, steam distributors, and water filtration manifolds for specific air handling units, as well as installing cleanout fittings on condensate drain lines, to align the systems with manufacturer specifications and improve preventative maintenance capabilities).

Factor 2: Personnel & Qualifications

Factory Training Verification: Documentation or certificates showing that technicians assigned to the project are factory-trained on Condair / Nortec humidification equipment.

• Project Manager: Proof of a designated Project Manager to act as the single point of contact for the Government TPOC.

• Licensing & Compliance: Proof of standard state/local HVAC commercial contractor licensing and adherence to safety standards (NFPA 70E and OSHA 29 CFR 1910). If Prime Contractor will be using a subcontractor for a majority of the work, the Prime must provide the proof of the HVAC licensing for the subcontractor as part of the quote submission package.

Price Quotation

Quotes should include best and final pricing for all labor and materials to complete the Statement of Work. Quoters must submit their price quotes in PDF or Excel format. Quotations must be firm-fixed-price and cover all costs required to complete the SOW, including labor, materials, equipment, travel, supervision, training, licenses, certifications, and incidentals;

Pricing must be submitted in accordance with the CLIN structure of the RFQ. Pricing must align with the quoter's quote submission, the Government’s specifications, and all contractual requirements.

THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE

QUOTER’S RESPONSIBILITY TO REQUEST A CONFIRMATION OF QUOTE RECEIPT.

RFO 52.237-1 Site Visit (Apr 1984) (Deviation Jan 2026)

Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

SITE VISIT

Vendors are strongly encouraged to conduct a site visit prior to submitting a quotation. The Government expects vendors to independently assess existing site conditions, equipment configuration, and any deficiencies or conditions that may impact the modifying of the Humidification System & Condensate Drain Line.

Failure to inspect the site shall not relieve the vendor from the responsibility to perform all work required under the resulting contract at the quoted price.

Vendors wishing to conduct a site visit shall coordinate directly with the Technical Point of Contact, Joe Pisel to set up a time to visit the site, 631-456-9072 or by email at joe.pisel@noaa.gov. Vendors may also include secondary POCs specific to each site:

Section 7 - Evaluation

Summary of Clause Changes:

Clause 52.212-2 is incorporated as follows:

RFO 52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021) (Deviation JAN 2026)

(a) Evaluation factors. The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote, conforming to the solicitation, is determined to be technically acceptable and offers the lowest evaluated price. Award will be made without tradeoffs. Evaluation will be based on the following pass/fail criteria:

Basis for Award Quotes will be evaluated based on price and the factors set forth in this section using Lowest Price, Technically Acceptable (LPTA) procedures.

Award will be made to the quoter who submits the lowest-priced quote that is compliant with the RFQ and technically acceptable (PASS) and whose price is determined fair and reasonable.

Evaluation Methodology:

Award will be made to the responsible offeror offering the lowest-priced, technically acceptable (LPTA) quote that conforms to all solicitation requirements. Quotes will be ranked from lowest to highest price.

The Government will first evaluate the lowest-priced quote for overall compliance and technical acceptability. If determined acceptable, award will be made without further evaluation of higher-priced quotes. Technical acceptability will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis using the following standards:

Factor 1 - Technical Capability:

Acceptable if the offeror provides a

1. clear work plan that addresses all three SOW tasks (steam line/distributor replacement, water filter manifold installation, and cleanout fittings) and;

2. demonstrates the capability (provides workplan) to complete the performance within 60 calendar days from award, and;

3. provides one or two past experience completed in the last 3 years. Projects must be of a similar size and scope (scope entails modifying and replacing commercial humidifier service lines, steam distributors, and water filtration manifolds for specific air handling units, as well as installing cleanout fittings on condensate drain lines, to align the systems with manufacturer specifications and improve preventative maintenance capabilities).

Factor 2 – Personnel Qualifications:

Acceptable if the offeror provides documentation proving technicians are factory-trained on Condair/Nortec systems, identifies a designated Project Manager, and provides proof of HVAC commercial licensing.

Price Acceptable: Pricing is FFP, in accordance with the RFQ CLIN structure, is complete, and is determined fair and reasonable.

The quoted prices will be evaluated but not scored. The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements based on the Total Evaluated Price. Price quotes must be Firm-Fixed-Price, submitted in PDF or Excel format, and inclusive of all required costs outlined in the instructions.

EXCHANGES WITH LPTA QUOTER

Once the Government determines the Quoter that is the LPTA (i.e., the apparent successful Quoter), the Government reserves the right to communicate with only that Quoter to address any remaining issues, if necessary, and finalize an order with that quoter. These issues may include non- price and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best suited Quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous Quoter will be entertained until after the order has been awarded. This process must continue until an agreement is successfully reached and an order is awarded. If the Government determines that it is not in its best interest to follow the exchanges with the LPTA Quoter process, the Government reserves the right to hold interchanges using Interchange Notices (INs). Interchanges are fluid interaction(s) between the CO and the Quoters that may address any aspect of the quote and may or may not be documented in real time. The Government intends to make the award based on the initial quote submissions without conducting interchanges. The Government is not required to conduct interchanges with any or all Quoters responding to this RFQ.

Notice of Award A written notice of award or acceptance of a quote furnished to the successful Quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
